The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
PROCLAMATION - FOSTER PARENTS WEEK
Motion made by Commissioner Downey, seconded by Salvatore to Proclaim the Week of
April 29 - May 5, 1986 as Foster Parents' Week in Washington County and commend
this observance to all citizens. Unanimously approved.
Commissioner Downey read the Proclamation and presented a copy to Silas Johnson,
President of the local Foster Parents Association.
PROCLAMATION - VOTER REGISTRATION MONTH
Motion made by Commissioner Roulette, seconded by Snook to Proclaim the Month of
May 1986,as Voter Registration Month in Washington County, urging all citizens to
register and vote. Unanimously approved.
Commissioner Roulette read the Proclamation and presented a copy to Dorothy Waters,
Election Board Registrar.
PROCLAMATION - GOODWILL WEEK
Motion made by Commissioner Snook, seconded by Roulette to Proclaim the Week of May
4 - 10, 1986 as Goodwill Week in and for Washington County, urging all citizens to
give their recognition and support to the efforts of this valuable organization.
Unanimously approved.
Commissioner Snook read the Proclamation and presented a copy to Gregory McLean,
local Goodwill Industries official.
PROCLAMATION - LAW DAY U.S.A.
Motion made by Commissioner Salvatore, seconded by Downey to Proclaim May 1, 198E
as Law Day U.S.A. in Washington County and call upon all citizens, schools,
businesses, clubs and the news media to commemorate the role of law in our lives.
Unanimously approved.
Commissioner Salvatore read the Proclamation and presented a copy to Clair Baker,
President of the local Bar Association. Steven Sager, Mayor of the City of
Hagerstown, also presented a Proclamation issued by the Mayor and Council.
PROCLAMATION - B.P.O.E. YOUTH WEEK
Motion made by Commissioner Downey, seconded by Salvatore to Proclaim the Week of
May 1 - 7, 1986 as Benevolent and Protective Order of Elks Youth Week in Washington
County, urging all departments of government, civic, fraternal and patriotic
groups, and all citizens in general to participate wholeheartedly in its
observance. Unanimously approved.
Commissioners Bowers read the Proclamation and presented a copy to Dave Shrader and
Ron Phillips, youth activities officials.
FINANCIAL SUPPORT FOR MISS MARYLAND PAGEANT
Chuck Skinner, Executive Director of the Miss Maryland Scholarship Pageant,
appeared before the Commissioners to explain the importance of the Pageant and to
request their financial participation by contributing additional funds for either
the judge's accommodations and meals in the amount of $2,000 or transportation for
the contestants in the amount of $1500.
MOTION made by Commissioner Salvatore, seconded by Snook to appropriate $1500 in
addition to the funds currently requested in the Tourism Budget, to pay the costs
relating to transportation for the Miss Maryland Scholarship Pageant contestants.
Unanimously approved.

REAPPOINTMENTS TO INSURANCE COMMITTEE
Motion made by Commissioner Downey, seconded by Roulette to reappoint Arthur
Staymates and James Shiffler for one-year terms to serve along with Alan Davis as
members of the Washington County Insurance Committee. Unanimously approved.
MINUTES OF APRIL 8, 1986
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners Meeting of April 8, 1986, as submitted. Unanimously
approved.
ESTABLISHMENT OF AGRICULTURAL PRESERVATION DISTRICT - LuROSE ESTATES
Motion made by Commissioner Salvatore to deny the application of LuRose Estates,
Inc. for the establishment of an Agricultural Preservation District containing
129.62 acres located on the east side of Marsh Pike, south of its intersection with
Eden Road, approximately 2 1/2 miles north of the municipal limits of Hagerstown.
Motion DIED for lack of a second.
PROPOSED DISCONTINUANCE OF RAIL SERVICE BY THE CHESSIE SYSTEM
Motion made by Commissioner Roulette, seconded by Salvatore to protest the proposed
discontinuance of rail service by the Chessie System between Big Pool and Hancock
because of the potential adverse long term impact on the economy in the Big
Pool/Hancock area, and to transmit documentation on the importance of this service
and the position taken by the County Commissioners to the appropriate agencies.
Unanimously approved.
AGREEMENT WITH FAIRCHILD FOR PROPERTY TRANSFER
Motion made by Commissioner Downey, seconded by Roulette to approve of the
Agreement as proposed this date for the transfer of 4.58 acres from Fairchild
Republic to Washington County in exchange for certain services, with said land to
be used for construction of an access road off of the Airport Access Road to
Citicorp. Unanimously approved.
STATE DEPARTMENT OF HEALTH I & A GRANT
Motion made by Commissioner Salvatore, seconded by Downey to extend the Memorandum
of Agreement with the State Department of Health for a grant for Innovative and
Alternative Sewer Systems to July 1, 1987. Unanimously approved.
RESOLUTION RE TANDY CORPORATION FINANCING
Leroy Burtner, Economic Development Director, along with Miriam Leder, representing
Bond Counsel, appeared before the Commissioners to introduce a Resolution
indicating the County's intent to participate in the financing of certain
facilities in the Washington County Business Park by Tandy Corporation. Ms. Leder
explained the legal aspects of the proposed $8,000,000 economic development revenue
bond issue.
MOTION made by Commissioner Roulette, seconded by Snook to adopt a Resolution for
the purpose of indicating the intent of the County Commissioners of Washington
County to participate in the financing of the acquisition of a certain facility in
Washington County by Tandy Corporation by issuing its economic development revenue
bonds in an amount not to exceed $8,000,000; accepting the Letter of Intent from
the borrower; and determining various matters in connection therewith. Unanimously
approved. (Copy of Resolution and Letter of Intent attached.)
LINE ITEM TRANSFERS - RECREATION COMMISSION
Motion made by Commissioner Salvatore, seconded by Downey to approve of the
following line item transfers in the Recreation Commission Budget: $1,000 from
Gasoline & Diesel Fuel (77-450-010) to Recreational Programs (77-410-150), $500
from Automobile Allowance (77-457-000) to Advertising & Publicity (77-404-000),
$600 from Facility Rentals (77-423-020) to Recreational Programs (77-410-150).
Unanimously approved.
FUNDS FOR EASEMENT ACQUISITION - HIGHFIELD WATER SYSTEM
Motion made by Commissioner Downey, seconded by Roulette to advance $10,023.79, to
the Washington County Sanitary Commission to complete the acquisition of easements
in connection with the Highfield Water System with these funds to be repaid when
the system becomes operational and revenue producing. Unanimously approved.

LINE ITEM TRANSFER - STATE'S ATTORNEY'S OFFICE
Motion made by Commissioner Snook, seconded by Salvatore to approve of the transfer
of $400 in the State's Attorney's Budget from Capital Outay (9-487-000) to
Contracted Maintenance & Repairs (9-454-000) to offset the expense of repairing a
vehicle. Unanimously approved.
IMPOSE NO PARKING RESTRICTIONS - REDWOOD CIRCLE AND DAM #4 ROAD
Motion made by Commissioner Salvatore, seconded by Roulette to impose No Parking
restrictions on the left side of Redwood Circle to Linden Circle and at the
intersection of Route #63 and Route #632 on Dam #4 Road, in concurrence with the
recommendation of the Traffic Advisory Committee. Unanimously approved.
DITTO FARMS LEASE
Motion made by Commissioner Downey, seconded by Roulette to approve of extending
the lease with Arthur Howell for alfalfa planting on six acres of the eastern
boundary of the Ditto Farms Property. Unanimously approved.
APPOINT HALFWAY PARK SWIMMING POOL ADVISORY COMMITTEE
Motion made by Commissioner Roulette, seconded by Snook to appoint the following
persons to serve in advisory capacity for management of the Halfway Park Swimming
Pool by the Y.M.C.A. during its opening and first season of operations: Marjorie
Hanna, Alan Sheafer, Earl Springer, Paula Worthington, Barbara Iseminger, James and
May Kimble, Ernest and Edwina McCauley, Ed and Georgia Barton, Sue Klavuhn, Ed and
Sandy Hess, Wayne and Cynthia Shank, Michael and Catherine Gosrsuch and Paula
Leaf. Unanimously approved.
REJECT CONDITIONAL GRANT FROM CITY FOR GOLF COURSE
Motion made by Commissioner Snook, seconded by Salvatore to notify the Mayor and
Council of the City of Hagerstown that the County will not accept a $200,000 grant
towards the construction of a public golf course at the Ditto Farms Park
conditioned upon annexation of the property into the City, but remain hopeful of
the City's support of the project without the annexation condition. Unanimously
approved.
BID OPENING - RELINING MEMORIAL REC SWIMMING POOL
Bids for relining the swimming pool at the Memorial Recreation Center were publicly
opened and read aloud. Firms submitting bids and their proposals were as follows:
Hagerstown Pool Service - $7,155, Bronca Construction Company - $8,000. The bids
will be reviewed by appropriate officials prior to a decision being rendered.

PUBLIC HEARING - ADDITION OF HOSPICE TO CONTRIBUTION LIST
The President convened the Meeting in Public Hearing at 11:05 a.m. to permit any
resident of Washington County to testify concerning the request of Hospice to be
added to the list of organizations eligible for county contributions. Rev. Joseph
Dunovan, President of the Hospice Board, explained that the Hospice concept was to
provide physical, spiritual and emotional care and support to terminally ill
persons. Members of the Board in attendance also spoke on behalf of the request.
There being no one else present to speak for nor against Hospice being added to the
contribution list, the President announced that the Record would be kept open for
ten (10) days for additional comments to be submitted in writing. He closed the
Hearing at 11:25 a.m. and reconvened the Meeting in Regular Session.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Salvatore, seconded by Snook to convene in Executive
Session at 11:25 a.m. in regard to personnel and property matters, pursuant to the
authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION AND RECESS
Motion made by Commissioner Snook, seconded by Downey to reconvene in Regular
Session at 11:55 a.m. and recess until 1:30 p.m. Unanimously approved.
AFTERNOON SESSION
The Afternoon Session was convened at 1:30 p.m. with President Bowers presiding and
Vice President Roulette and Commissioners Downey, Salvatore and Snook present.

AWARD BID - RELINING MEMORIAL REC SWIMMING POOL
Motion made by Commissioner Downey, seconded by Snook to award the contract for
relining the Memorial Recreation Center Swimming Pool to Hagerstown Pool Service
who submitted the low bid of $7,155 and to waive the performance bond on this
project: it was further moved to use the remaining funds budgeted in the C.I.P.
Budget for this project to rehab the heat piping and partial floor replacement in
the Center. Unanimously approved.
BUDGET REVIEW SESSION
The Commissioners spent the hours between 1:30 p.m. and 4:00 p.m. reviewing the
proposed FY 1987 Budget.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Salvatore, seconded by Roulette to convene in Executive
Session at 4:00 p.m. in regard to personnel matters, pursuant to the Authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Roulette to reconvene in Regular
Session at 4:10 p.m. Unanimously approved.
DENY PERMANENT STATUS TO ROADS DEPARTMENT EMPLOYEE
Motion made by Commissioner Downey, seconded by Snook to deny permanent employment
status to Scott Exline, Roads Department employee, on the basis of an
unsatisfactory probationary period. Unanimously approved.
EMPLOY PART-TIME MAINTENANCE ASSISTANT - COUNTY COMMUTER
Motion made by Commissioner Salvatore, seconded by Snook to employ David W. Grove
in the position of part-time maintenance assistant for the County Commuter System
to fill an existing vacancy. Unanimously approved.
EMPLOY ACCOUNTING CLERK I
Motion made by Commissioner Snook, seconded by Roulette to employ Paula Blenard in
the position of Accounting Clerk I in the Accounting Department, to fill an
existing vacancy due to advancements made to fill a prior vacancy. Unanimously
approved.

Motion made by Commissioner Roulette, seconded by Downey to adjourn at 4:20 p.m.
