The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
PROCLAMATION - NATIONAL AUCTIONEERS' WEEK
Motion made by Commissioner Downey, seconded by Salvatore to Proclaim the week of
April 6 - 11, 1986 as National Auctioneers' Week in Washington County and urge all
citizens to recognize and honor the many noteworthy contributions auctioneers are
making to our society and economy. Unanimously approved.
Commissioner Bowers read the Proclamation and presented a copy to George Souder,
local representative of the Maryland Auctioneers' Association.
C&O CANAL CLEAN UP CAMPOREE
Dick Stanton, Superintendent of the National Park Service, appeared before the
Commissioners to inform them of the effort scheduled along the C&O Canal this
summer to get the canal towpath back to its pre -flood condition. He said that
hundreds of Boy Scouts and Girl Scouts have signed up for a camporee in an
extensive effort to clean up and repair the flood damage, estimated at
$10,000,000. Mr. Stanton estimated the volunteer labor effort at $2 million. The
Commissioners praised the efforts and said that debris collected along the towpath
could be disposed of at the County Landfill.
SELECTION OF COUNTY AUDITOR
Motion made by Commissioner Salvatore, seconded by Downey to select the firm of
Linton Shafer & Co. to perform the FY 1986 County Audit for a fee of $19,500.
Motion carried with Commissioners Salvatore, Downey, Roulette and Bowers voting
"AYE" and Commissioner Snook "ABSTAINING".
MAUGANSVILLE DRAINAGE PROJECT
Glenn Dull, County Engineer, appeared before the Commissioners to ask direction
regarding the request from the developer of Greenside Apartments in Maugansville
for the county to participate in the cost of a drainage system, not only to serve
his development, but to have pipe of adequate size to tie into a proposed county
system to handle existing problems in the area. The Commissioners asked for more
information on the cost of the pipe prior to making any decisions.
PROPOSED ANIMAL CONTROL ORDINANCE
Members of the Animal Control Ordinance Committee met with the Commissioners for a
workshop session on the proposed new ordinance. In reviewing the document, it was
pointed out that the Commissioners still had to decide upon license fees, define
penalties and enforcement procedures and establish the powers of the animal review
board before the ordinance could go to Public Hearing.
BID DOUBS WOODS PARK TENNIS COURTS PROJECT
The Commissioners agreed to proceed with bidding the resurfacing and resealing of
the tennis courts in Doubs Woods Park and to fund this project from unexpended
funds budgeted for the Clear Spring and North High Tennis Courts projects.
ADDITIONAL ALLOCATION - TOURISM
Motion made by Commissioner Roulette, seconded by Downey to approve of an
additional allocation of $8500 to the Tourism Budget for brochures and advertising,
with these funds to be appropriated from Operating Contingency.
CONSULTANT SELECTION - TRANSIT STUDY
Motion made by Commissioner Roulette, seconded by Salvatore to select Econometrics,
Inc. to perform a Transit Study for Washington County at a fee of $23,997, in
concurrence with the recommendation made by the County Coordinating Committee, with
this project to be funded on an 80o state grant/20o local in-kind basis.
Unanimously approved.

COMMUNITY DEVELOPMENT PROJECT - RANDY'S ORCHARD
Motion made by Commissioner Salvatore, seconded by Downey to adopt a Resolution
approving of Randy's Orchard located near Dry Run as a Community Development
Project under the Community Development Administration's Homeownership Program.
Unanimously approved.
MINUTES OF MEETINGS OF FEBRUARY 25, MARCH 4 & 11
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners' Meetings of February 25, March 4 and 11, 1986, as
submitted. Unanimously approved.
BID OPENING - REFRIGERATION SYSTEM/DWYER CENTER
Bids for replacement of the Refrigeration System at the Dwyer Center were publicly
opened and read aloud. Firms participating in the bidding and their proposals were
as follows: Beaver Mechanical - $22,869, Johnson Controls - $19,288, Refrigeration
Services - $22,191, Robert F. Ziegler - $15,440, M.S. Johnston - $15,922. The bids
will be reviewed by appropriate officials prior to a decision being rendered.

RECESS
The Meeting was recessed at 11:15 a.m. for lunch and a ribbon -cutting ceremony.
AFTERNOON SESSION
The Afternoon Session was convened at 1:15 p.m. with President Bowers presiding and
Vice President Roulette and Commissioners Downey, Salvatore and Snook present.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at 1:15 p.m. in regard to property matters, pursuant to the authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Salvatore to reconvene in Regular
Session at 1:40 p.m. Unanimously approved.
BUDGET HEARINGS
The following FY 1987 budget requests were presented: SHERIFFS DEPARTMENT -
Judicial Division - submitted by Sheriff Bowman and Lt. Norford in the amount of
$197,838. The Sheriff also requested that consideration be given to a better
retirement system for deputies and suggested a maximum of 25 years of service;
Captain Keller submitted a proposal to establish and maintain a communications
dispatch system within the Sheriffs Department at no additional cost over the
present city/county system; Patrol Division - submitted by Lt. Norford in the
amount of $913,541; Detention Division - submitted by Lt. McAllister in the amount
of $1,341,825. No decisions were made at this time. LANDFILLS - submitted by Bob
Davenport in the amount of $796,911. HEALTH DEPARTMENT - submitted by Dr. Neill
and Dick Humbard in the amount of $1,469,764 which represented the county
contribution to a total budget of $3,400,376. WASHINGTON COUNTY FREE LIBRARY -
submitted by Charles Blank and Sharon Sutton in the amount of $615,876. FIRE &
RESCUE ASSOCIATION - submitted by Blaine Snyder, Don Koons and Ron Poole in the
following amounts: Operating expenses - $121,302, contributions to Fire and Rescue
Companies - $443,912 and $132,131 respectively, Fire Police - $6,420. No decisions
were made at this time.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Salvatore, seconded by Roulette to convene in Executive
Session at 5:00 p.m. in regard to personnel, property and legal matters, pursuant
to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated
code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Snook to reconvene in Regular
Session at 5:50 p.m. Unanimously approved.
AWARD BID - REFRIGERATION SYSTEM/DWYER CENTER
Motion made by Commissioner Downey, seconded by Snook to award the bid for
replacement of the Refrigeration System at the Dwyer Center to Robert F. Ziegler,
Inc. who submitted the low bid of $15,440. Unanimously approved.

PROMOTION TO FULL TIME STATUS - COURTHOUSE CUSTODIAN
Motion made by Commissioner Snook, seconded by Downey to promote Robert Farmer to
full-time status as a courthouse custodian to fill an existing vacancy.
Unanimously approved.
ADVERTISE ADMINISTRATIVE SECRETARY/FLOATER POSITION
Motion made by Commissioner Downey, seconded by Snook to advertise the position of
Administrative Secretary/Floater to fill an existing vacancy. Unanimously
approved.
EMPLOY SUMMER PLAYGROUND PROGRAM LEADERS
Motion made by Commissioner Snook, seconded by Downey to approve of employing the
following personnel in the positions of Leaders for the Summer Playground Program:
Bester Elementary School - Andrea C. Poffenberger, Boonsboro Shafer Park - Tim V.
Twiss, Clear Spring Park - Ralph McKenzie and Aimee Sauders, Funkstown Elementary
School - Mark Kehne, Lincolnshire Elementary School - Michelle Shank, Maugansville
Elementary School - Christine Harkrader, Salem Avenue Elementary School - Carol
Smith, Smithsburg Elementary School - Tracy Cianelli, Winter Street Elementary
School - Vicki Hemphill, Hancock City Park - Brad Shives, Playground Rover -
Christina Herbert. Unanimously approved.
