Hurd Mr. Hurd has requested that this office return to him the allocation fee which he paid prior to beginning construction for an additional residentual unit at 13930 Pennsylvania Ave. The attached building permits indicate that at some point Mr. Hurd changed his mind and decided to build an apartment in lieu of a simple addition to his existing dwelling. I spoke to Mr. Hurd and, because of costs and regulations, he decided to not to complete the apartment as last proposed. He had paid an additional allocation fee to allow construction of this unit prior to issuance of the building permit. The other documentation attached indicates that the requirements directed by the County Permits Department to convert the structure back to a simple addition, have been met. Therefore, how do you want to handle the return of the allocation fee? Should I fill out an expense authorization form? The City's portion of the fee has already been sent to them. In my opinion, Mr. Hurd would be the responsible party for to submitting a formal request to the City to have this sum returned. Please provide direction.
