A workshop meeting of the Board of County Commissioners of Washington
County, Maryland, and the elected Board of Education members was called to
order at 3:00 p.m. at North Hagerstown High School by President Gregory I.
Snook with the following members present: Vice President Paul L. Swartz,
and Commissioners John L. Schnebly, and William J. Wivell. The following
members of the Board of Education were present: B. Marie Byers, Dori Nipps,
Mary Wilfong, Andrew Humphries, and Paul Bailey
Report on Capital Improvements Program (CIP) Budget
Dennis McGee, Director of Facilities Management, reported that the low bid
for the renovations at Clear Spring Elementary School came in $250,000 over
budget. He stated that Callas Contractors submitted the low bid of
$4,171,475. Mr. McGee requested that the Commissioners provide an
additional $250,000 to the CIP in FY 2000 or FY 2001 to cover this overrun.
He informed the Commissioners that the State will not fund any of the
additional costs. Commissioner Snook stated that the Commissioners cannot
commit to another $250,000 this early in the fiscal year. He noted that
they will not receive the audit figures for FY 1999 until late September.
After discussion, it was the consensus of the Commissioners that the Board
of Education attempt to recover these funds through savings in future
projects in the CIP budget.
Motion made by Commissioner Wivell, seconded by Swartz, to take additional
funding needed for the Clear Spring Elementary School renovation project
from future funding budgeted for the Board of Educations CIP budget.
Unanimously approved.
State School Funding Formula
Chris South, Director of Finance, reviewed the formula used by the State for
school funding. He explained the various factors that are included in the
formula. Mr. South stated that it is under review by the legislature. The
group discussed ways to obtain additional funding from the State for
education.
Staff Organization Report
Phil Ray, Director of Human Resources, distributed a copy of the new
organizational chart for the Board of Education. He presented the
conclusions from the study of administrative positions and the adjustments
recommended by it. Mr. Ray stated that the study concluded that Washington
County schools are good schools although some modification of the current
structure is needed. He reviewed the strategies from the strategic plan.
Mr. Ray then answered questions from the Commissioners on the study.
The meeting was adjourned at 4:45 p.m.
