The regular meeting of the Board of County Commissioners of Washington County
Maryland was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with
the following members present: Vice -President Richard E. Roulette and
Commissioners R. Lee. Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. R. Kay Barger of Emmanuel United Methodist
Church and was followed by the Pledge of Allegiance to the Flag, by the full
Assemblage and led by Lloyd May.
RESOLUTION OF CONDOLENCES - GREGORY MAY FAMILY
Motion made by Commissioner Roulette, seconded by Salvatore to adopt a Resolution
of Condolences in memory of Gregory Alan May, who died in the line of duty on
January 18, 1986. Unanimously approved. Commissioner Bowers read the Resolution
and presented a copy to Cpl. May's family who were present at the meeting.
CERTIFICATE OF MERIT - MARIE KUMSHER
Motion made by Commissioner Snook, seconded by Downey to award a Certificate of
Merit to Marie Kumsher who was selected as the Washington County recipient of the
International Youth Year Award presented by the Governor's Youth Advisory Council.
Unanimously approved. Commissioner Roulette read the Certificate and presented it
to Ms. Kumsher.
RESOLUTION OF CONGRATULATIONS - ALSATIA CLUB'S 75th ANNIVERSARY
Motion made by Commissioner Salvatore, seconded by Snook to adopt a Resolution of
Congratulations for the Alsatia Club's 75th Anniversary. Unanimously approved.
Commissioner Salvatore read the Resolution and presented it to Alsatia Club
President, Darryl Warrenfeltz, and Hubert Miller, one of the two members who have
retained continous membership since 1918.
PROCLAMATION - NATIONAL EMPLOY THE OLDER WORKER WEEK
Motion made by Commissioner Salvatore, seconded by Snook to proclaim the week of
March 9-16, 1986 as National Employ the Older Worker Week in Washington County.
Unanimously approved. Commissioner Snook read the proclamation and presented it to
Ralph Garver, Director of the Commission on Aging, and Ethel Alexander who is a
senior employee at the Commission on Aging.
PROCLAMATION - ALCOHOLISM AWARENESS WEEK
Motion made by Commissioner Downey, seconded by Roulette to proclaim the week of
April 21-27, 1986 as Alcoholism Awareness Week in Washington County and urge the
citizens to support the Washington County Council on Alcoholism in its work to
combat alcoholism Unanimously approved.
INSURANCE COMMITTEE RECOMMENDATION
Alan Davis and Jay Frantz, members of the Insurance Committee, appreared before the
Commissioners to present their findings regarding Corroon & Black's proposal for
liability insurance. It was the Committee's recommendation that the Commissioners
reject Corroon & Black's liability insurance proposal and to ease into a self-
insurance posture in accordance with the Committee's February 25, 1986
presentation. Motion made by Commissioner Salvatore, seconded by Snook to adopt the
recommendation of the Insurance Committee to reject Corroon & Black's proposal and
to continue with the self-insurance program subject to further action. Unanimously
approved.
TRANSFER OF FUNDS - SHERIFF'S DEPARTMENT
Motion made by Commissioner Downey, seconded by Roulette to transfer $2,040 from
Capital Outlay (70-482-000) to Building Maintenance (70-441-000) in order to repair
the sallyport doors at the Detention Center. Unanimously approved.
REQUEST FOR NO PARKING SIGNS - GILARDI ROAD
Motion made by Commissioner Salvatore, seconded by Roulette to post "no parking"
signs on Gilardi Road and to request the Sheriff's Department to give increased
attention to this area. Unanimously approved.
1984 BOCA PLUMBING CODE
Having received no adverse comments from the public hearing held on February 25,
1986, a MOTION was made by Commissioner Roulette, seconded by Salvatore to adopt
the 1984 BOCA Plumbing Code as the plumbing code for Washington County effective
April 1, 1986, with any applications submitted prior to that date to be considered
under the previous code. Unanimously approved.

1984 BOCA BUILDING CODE
Having received no adverse comments from the public hearing held on February 25,
1986, s MOTION was made by Commisioner Roulette, seconded by Salvatore to adopt the
1984 BOCA Building Code as the building code for Washington County effective April
1, 1986; any applications submitted prior to that date will be considered under the
previous code. Unanimously approved.
CONSULTANT SERVICES - CO. 25 FACILITY
Motion made by Commissioner Downey, seconded by Roulette to accept the
recommendation of the Coordinating Committee and accept the low proposal of Bushey
Associates, Inc., in the amount of $7,200 for design and inspection services for
the Washington County Emergency Air Unit - Company 25. Unanimously approved.
REMOVAL OF BRIDGE - LICKING CREEK
Motion made by Commissioner Downey, seconded by Roulette to authorize immediate
removal of the bridge over Licking Creek at Camp Harding due to unsafe conditions.
Unanimously approved.
REPROGRAMMING OF FUNDS - FIRE & RESCUE
Motion made by Commissioner Salvatore, seconded by Snook to approve the request
made by Fire & Rescue Communications for reprogramming of $30,000 for improvement
of the computer-aided dispatch and the purchase of up to five headsets.
Unanimously approved.
UTILITY RELOCATION - EASTERN BOULEVARD
Motion made by Commissioner Downey, seconded by Roulette to approve Potomac
Edison's utility relocation costs in the estimated amount of $77,933 for that
portion of Eastern Boulevard from the substation near Maryland Metals to the point
of tie-in south of Maryland Rt. 64. Unanimously approved.
REQUEST FOR PARKING SPACE - GOODWILL INDUSTRIES
Motion made by Commissioner Roulette, seconded by Snook to approve Goodwill
Industry's request for parking space for their staff members and visitors at the
old Detention Center property. Unanimously approved.
RENEWAL OF MAINTENANCE CONTRACTS
Motion made by Commissioner Downey, seconded by Roulette to accept the
recommendation of Robert Coble, Building & Grounds Superintendent, to approve the
renewal of maintenance contracts for the fiscal year beginning July 1, 1986, as
follows: Sanitary Disposal, Inc. - $3,617; Modern Maintenance Service -
$2,881/mo.; Kline Associated Roofing - $1/building per year with no change in
maintenace rates; General Elevator - no change proposed; Semko Electric - no change
proposed; Beaver Mechanical - $17.75-18.25 and for boiler cleaning and start up -
5o increase; Tri-State Pest Control - no change proposed; and Robert F. Zeigler -
5o increase. Unanimously approved.
TAX DIFFERENTIAL AGREEMENT - TOWNS OF FUNKSTOWN & BOONSBORO
Motion made by Commissioner Downey, seconded by Roulette to authorize the President
of the Board of County Commissioners to enter into an agreement to accept proposals
for settlement of the tax differential issue with the Towns of Funkstown and
Boonsboro. Unanimously approved.
DEED & MAINTENANCE BOND - MAR -ROCK DRIVE
Motion made by Commissioner Downey, seconded by Roulette to accept the deed and
maintenance bond for Section A of Mar -Rock Drive, Rocky Spring Acres and, as per
County policy S-3, the developer will be responsible for maintenance of the street
for one year commencing with the date of final inspection, which was December 18,
1985. Unanimously approved.
BUSINESS PARK SIGN - BID ACCEPTANCE
Motion made by Commissioner Roulette, seconded by Snook to accept the bid of W. J.
Strickler Signs, Inc. in the amount of $6,246.50 for the Business Park Sign, with
the funds to be taken from the Capital Contingency Fund. Unanimously approved.
BEAVER CREEK ROAD/CHILDACREST DRIVE INTERSECTION
Glenn Dull, County Engineer, appeared before the Commissioners to discuss the sight
distance problem at the Beaver Creek Road/Childacrest Drive intersection. After
discussion by the Commissioners, a MOTION was made by Commissioner Salvatore,
seconded by Downey to accept the County Engineer's initial recommendation and agree
to contribute one-half of the cost for intersection improvements, up to $10,000.
Unanimously approved.

MINUTES, CONT'D.
AIR QUALITY ANALYSIS
Dan Twilley, representing Aerosol Maintenance & Analysis, and Robert Coble,
presented the findings of the air quality analysis conducted in the Court House
Annex and Extension Service offices. MOTION made by Commissioner Salvatore,
seconded by Snook to proceed with removal of asbestos in the boiler rooms of the
Court House Annex and Extension Service and to continue to monitor the air on a
regular basis. Unanimously approved.
EMPLOYEE SUGGESTION - MONETARY AWARD
Motion made by Commissioner Salvatore, seconded by Roulette to award $75 to Sgt.
C. J. Willman for his suggestion to provide an additional copy of the summons for
first appearance document to the Public Defender, which resulted in a $750
savings/year for the County in travel and deputy time. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Salvatore, seconded by Downey to convene in Executive
Session at 11:05 a.m. in regard to personnel and property matters, pursuant to the
authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Snook to reconvene in Regular
Session at 12:30 p.m. Unanimously approved.
PROMOTION - DATA PROCESSOR III
Motion made by Commissioner Salvatore, seconded by Roulette to approve of the
transfer of Patricia Harbaugh, Accounting Clerk II, Accounting Department to Data
Processor III, Data Processing Department. Unanimously approved.
CERTIFICATIONS FOR REZONING CASE RZ-299
In accordance with the decision of the Circuit Court that Rezoning Case RZ-299 be
remanded back to the County Commissioners for reconsideration of the vote after
those Commissioners who were not present at the Public Hearing held on November 19,
1984 had Certified that they had read the Transcript of the Case, Commissioners
John R. Salvatore and Richard E. Roulette did so Certify. Certifications of
Commissioners Salvatore and Roulette attached to these Minutes.
REZONING CASE RZ-299
After due consideration of all the matters and facts adduced at the Public Hearing
held on November 19, 1984, the correspondence received in the ten-day period
following the Public Hearing, the recommendations from the Planning Commission,
review of the Hearing Transcript and reconsideration of the vote taken on December
18, 1984, a MOTION was made by Commissioner Roulette, seconded by Salvatore and
adopted with Commissioners Salvatore, Roulette, Downey and Bowers voting "AYE" and
Commissioner Snook "ABSTAINING" to APPROVE of the application of CSX Resources,
Inc., CSX Minerals, Inc., property owner, for the reclassification of land located
on the north side of Railway Land and South side of proposed Massey Boulevard
Extension, consisting of 105.17 acres, from Industrial General (IG) to Business
General (BG) based on a change in the character of the neighborhood and a mistake
in the original zoning, and to adopt the findings of fact of the Planning
Commisison in this Case as the findings of fact of this Board.

Motion made by Commissioner Salvatore, seconded by Downey to adjourn at 12:30 p.m.
for lunch at South High and a tour of the new science building. Unanimously
approved.
