WORKSHOP SESSION
A workshop session of the Board of County Commissioners of Washington
County, Maryland, was called to order at 1:30 p.m. by President Gregory I.
Snook with the following members present: Vice President Paul L. Swartz,
and Commissioners Bertrand L. Iseminger, John L. Schnebly, and William J.
Wivell.
Rodney Shoop, County Administrator provided background information on the
development of the Vision and the 1998 goals adopted by the County. He
then reviewed the status of the 1998 goals. Mr. Shoop stated that the
workshop session today was planned as requested by the Board of County
Commissioners to develop initiatives for the next four years.
The Commissioners identified five major initiatives they wish to address
during their four-year term. They are as follows:
Resolve Water & Sewer Issues
- establish a task force to develop a plan that addresses the most
efficient and effective method of providing water and sewer
service.
Education
(Board of Education, Hagerstown Community College, and
University of Maryland - Hagerstown)
- establish methods for accountability
- ensure college bound students are prepared
- provide adequate vocational/occupational courses to meet the
needs of the community
Adopt Comprehensive Plan
Economic Development Support
- emphasize support for the airport
- focus on urban revitalization (parking and schools)
- market tourism and PenMar Development Corporation
Financial plan
- develop a debt affordability plan
- fund the cash reserve stabilization program
The Commissioners discussed the importance of continuing to meet to identify
the process necessary to accomplish these initiatives. Commissioner
Iseminger stated that he would like to have time to review the list of
initiatives prepared today before it is finalized.
Mr. Shoop reviewed the itinerary for the trip to visit the University of
Maryland systems campus at Shady Grove. He reminded the Commissioners that
they will also be meeting with the Economic Development Commission that
evening. Mr. Shoop stated that he would have the staff make a
recommendation for the Commissioners consideration regarding the goals for
1999.
Commissioner Snook informed the Commissioners that the Chamber of Commerce
will sponsor the State of the County presentation on February 2. The
group discussed the format of the presentation and agreed to have
Commissioner Snook present remarks and then open the meeting for questions
from the audience.
The meeting was adjourned at 3:49 p.m.
