The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Captain Darrell Kingsbury, Salvation Army, followed
by the Pledge of Allegiance to the Flag by the full Assemblage.
APPOINTMENT TO MENTAL HEALTH ADVISORY COMMITTEE
Motion made by Commissioner Roulette, seconded by Salvatore to appoint Lucy Edmonds
to serve as a member of the Washington County Mental Health Advisory Committee for
a term to expire June 30, 1988. Unanimously approved.
APPOINTMENTS TO TCC ENERGY COMMITTEE
Motion made by Commissioner Roulette, seconded by Downey to appoint Neil Curran and
Richard Schukraft to serve as members of the Tri -County Council Energy Committee.
Unanimously approved.
APPOINTMENT TO CHILDRENS COUNCIL
Motion made by Commissioner Salvatore, seconded by Downey to appoint Joyce Woll to
serve as a member of the Washington County Children's Council for a term to expire
July 11, 1989.
MINUTES OF MEETINGS OF JANUARY 7, 14, AND 21, 1986
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners' Meetings of January 7, 14, and 21, 1986 as submitted.
Unanimously approved.
STATE FIRE PROTECTION FUNDS
The County Administrator informed the Commissioners that state funds in the amount
of $100,000 are available to Washington County to assist fire companies with
upgrading fire protection. He said that the City of Hagerstown will get $25,000
and the remaining $75,000 can be dispursed for capital expenditures in any manner
the county designates. The Commissioners discussed using the funds towards the
cost of a new facility for the Washington County Air Unit but made no formal
decisions at this time.
GUARANTEE MATERIALS OF INSTRUCTION FUNDING
Motion made by Commissioner Salvatore, seconded by Roulette to guarantee the Board
of Education the same level of funding in next years budget for materials of
instruction, as is currently budgeted in the amount of $645,000. Unanimously
approved.
AWARD BID - WEED CONTROL AND TURF MANAGEMENT MATERIALS
Motion made by Commissioner Roulette, seconded by Salvatore to award the contract
for Weed Control and Turf Management Materials for the Roads Department to ZEP
Manufacturing who submitted the low bid of $5,019. Unanimously approved.
210TH ANNIVERSARY LOGO
Barbara Wetzel, Community Coordinator, along with Ralph DeVore, local artist,
appeared before the Commissioners to present the Logo designed by Mr. DeVore to
commemorate the County's 210th Anniversary. They stated that the logo can be used
on various types of promotional items and during special events and festivals
planned throughout the year. MOTION made by Commissioner Salvatore, seconded by
Downey to formally adopt the Logo designed by Ralph DeVore for the County's 210th
Anniversary. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Salvatore, seconded by Roulette to convene in Executive
Session at 10:00 a.m. in regard to personnel and property matters, pursuant to the
authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Downey to reconvene in Regular
Session at 11:00 a.m. Unanimously approved.
EMPLOY MEO III - ROADS DEPARTMENT
Motion made by Commissioner Roulette, seconded by Downey to employ Scott Exline in
the Position of Motor Equipment Operator III for the Southern Section of the Roads
Department. Unanimously approved.

DRAINAGE EASEMENT AGREEMENT
Motion made by Commissioner Roulette, seconded by Salvatore to approve of the
Agreement with Herbert E. Tabor for the construction and maintenance of a drainage
swale in connection with the Greensburg Drainage Project. Unanimously approved.
RECESS
The Meeting was recessed at 11:10 a.m. and reconvened at 7:00 p.m. in the
Sharpsburg Town Hall.
EVENING SESSION
The Meeting was convened in the Sharpsburg Town Hall by President Bowers, with
Commissioners Downey, Salvatore and Snook present. Also present were Mayor Gerard
Quinn, Sharpsburg, and Mayor Ralph Taylor, Keedysville, along with council members,
Sheriff Glenn Bowman and Lieutenent Ronald Norford. Commissioner Bowers announced
that the meeting was being held to discuss any matters of mutual interest or
concern. The town officials spoke of the problems experienced by not having
adequate law enforcement and indicated their willingness to forfeit a tax
differential payment for the services of a deputy 30 hours per week. Sheriff Glenn
Bowman said it would cost $15,000 for a cruiser and $15,000 for salaries to provide
the extra help, but in the meantime, he said he would increase radar patrols in the
towns. Mayor Quinn said that the towns would make the county an offer for a full-
time patrolman within a week.

Motion made by Commissioner Snook, seconded by Salvatore to adjourn at 8:25 p.m.
Unanimously approved.
