The Regular Meeting of the Board of County Commissioners of Washington
County was
called to order at 9:00 a.m. by the President, Richard E. Roulette, with the
following members present: Vice President Ronald L. Bowers, and
Commissioners
Linda C. Irvin-Craig, Gregory I. Snook, and John S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
BOARD/COMMISSION REPORTS
Commissioner Snook reported on the Western Maryland Health Planning Agency;
Commissioner Irvin-Craig reported on the Historic District Commission
meeting and the Task Force on Homelessness meeting; and Commissioner Bowers
reported on the complaints he has received regarding the noise from the drag
strip and concerns regarding the name of a local business.
TAX ABATEMENTS - RURITAN/CIVIC CLUBS
Motion made by Commissioner Snook, seconded by Irvin-Craig, to authorize the
County Treasurer to write-off County 1992 real estate taxes for Ruritan and
civic organizations in accordance with Tax Property Article - Title 4-401 of
the Annotated Code of Maryland. Unanimously approved. (Copy of listing
attached.)
FORMAL QUOTATION AWARD - COMPUTER EQUIPMENT
Motion made by Commissioner Shank, seconded by Irvin-Craig, to relieve
Computer Works of Hagerstown of their quote without prejudice as permitted
by the County Purchasing Policy due to a mistake beyond their control.
Unanimously approved.
Motion made by Commissioner Shank, seconded by Irvin-Craig, to award the
quotation for computer equipment to Robec Distributors who submitted the low
quotation meeting specifications of $6,708 based on unit prices.
Unanimously approved.
POSSIBLE UTILITY EXTENSION - WESTERN MARYLAND PARKWAY
Commissioner Snook suggested that the County may want to consider putting
utilities in the contract for Western Maryland Parkway. The Commissioners
asked the County Attorney to contact Maryland National Bank to see if they
are interested in an addendum to the bid or in rebidding this project to
include extension of utilities.
RECOMMENDATION - WATER USAGE BY VOLUNTEER FIRE & RESCUE COMPANIES
Barry Teach, County Administrator, informed the Commissioners that the
Sanitary Commission is considering a recommendation that volunteer fire and
rescue companies in the County be charged only for 1 EDU and given credit
for 20,000 gallon of usage with anything over that amount to be reduced by
5%. Mr. Teach stated that the Sanitary Commission would have to hold a
public hearing on this proposal.
PRESENTATION - TOUR DUPONT
David Barnhart, Economic Development Coordinator, presented the
Commissioners with a framed print of the 1889 gathering of the League of
American Wheelmen in Hagerstown and a jersey autographed by Phil Anderson,
winner of the stage of Tour DuPont ending in Hagerstown. Mr. Barnhart also
gave a video presentation of the coverage by ESPN of the start of the race
beginning at the Antietam Battlefield and estimated that a total of 3.2
million people viewed these segments. He asked the Commissioners if they
wished to pursue an agreement with Medalist Sports for the 1993 Tour DuPont
Bicycle Race. The Commissioners told Mr. Barnhart to proceed, and
congratulated him on the success of this year's event.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to endorse the
submittal of an application to Medalist Sports to pursue participation in
the 1993 Tour DuPont Bike Race for Hagerstown and Washington County.
Unanimously approved.
HAZARDOUS INCIDENT RESPONSE TEAM - ACTIVITIES REPORT
Greg Socks, Chief of the Hazardous Incident Response Team (H.I.R.T.)
presented the Commissioners with a plaque in appreciation for their support.
Mr. Socks then presented an activities report of the number and type of
incidents which they have responded to from 1987 through 1992 and noted that
the number of incidents has gone from 3 in 1987 to 47 for only one-half of
1992. He also provided a report of the training sessions they attended in
1991. The Commissioners then recessed to inspect the new unit purchased by
the H.I.R.T. Team.

CONVENTION & VISITORS BUREAU - ACTIVITIES REPORT
Robert O'Connor, Director of the Convention & Visitors Bureau, introduced
Joyce Stinnett, Sales Promotion Representative for the Bureau. Ms. Stinnett
described the duties of her position, provided an overview of her activities
during the past 6 months, and recounted her efforts to attract associations
to hold their conventions in Washington County. She then answered questions
from the Commissioners.
CITIZEN PARTICIPATION
Suzanne Lushbaugh distributed copies of a newspaper article regarding the
proposed legislation to expand the Antietam Battlefield Park. Ms. Lushbaugh
stated that she lives across from the Battlefield and feels it should be
kept in the hands of private property owners. She requested that the
Commissioners write to Maryland's Federal representatives to support this
position.
Donald Allensworth expressed concerns regarding a dispute in the Funkstown
area and the attempts of some private businesses to withdraw support.
METROPOLITAN PLANNING ORGANIZATION - 1993 WORK PROGRAM
The Commissioners met sitting as the Metropolitan Planning Organization at
11:30 a.m. to consider the 1993 Work Program for the Hagerstown Urbanized
Area. Robert Arch, Director of the Planning Department, and Keith Godwin,
Manager of the County Commuter, presented the program for Core Planning of
TIP/AE and Special Studies, which includes the following projects: ADA
Update, Drug Testing, Transit System Evaluation, Transportation Development
Plan, Long Range Plan, Impact Analysis, and Boundary Definition. Mr. Arch
also presented a breakdown of the source of funding and tasks. Rick Kautz,
Hagerstown City Planner, was in attendance and stated that he will work with
the staff and participate in the development of the program.
Motion made by Commissioner Irvin-Craig, seconded by Snook, sitting as the
Metropolitan Planning Organization, to approve the 1993 Work Program for the
Hagerstown Urbanized Area as presented, for submittal to the State of
Maryland. Unanimously approved.
LINE ITEM TRANSFER - TRANSPORTATION COMMISSION
Motion made by Commissioner Snook, seconded by Bowers, to approve the
transfer of $2,500 from 60-5-3000-521-010 (Advertising - Media) and $2,500
from 60-5-3001-513-000 (SSTAP Office Supplies) to Capital Outlay-Office
Furniture & Equipment (60-5-3000-687-000) as requested by the Transportation
Commission for the purchase of 5 PC terminals. Unanimously approved.

Motion made by Commissioner Snook, seconded by Irvin-Craig, to convene in
Closed Session at 12:01 p.m. regarding personnel and property matters and to
confer with the County Attorney, in accordance with Section l0.508 of the
State Government Article of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to reconvene in
Regular Session at 12:54 p.m. Unanimously approved.
RECESS - LUNCH
The Commissioners recessed at 12:55 p.m. for lunch.
AFTERNOON SESSION
The Afternoon Session was convened at 1:35 p.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L.
Bowers and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I.
Snook.

Motion made by Commissioner Snook, seconded by Irvin-Craig, to convene in
Closed Session at 1:36 p.m. regarding personnel and property matters and to
confer with the County Attorney, in accordance with Section l0.508 of the
State Government Article of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to reconvene in
Regular Session at 3:50 p.m. Unanimously approved.

Motion made by Commissioner Bowers, seconded by Shank, to adjourn at 3:51
p.m. Unanimously approved. The Commissioners then attended the dedication
of the new T-Hangars at the Regional Airport.
