The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President, Richard E. Roulette and Commissioners R. Lee
Downey and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Larry Fisher, Christ's Reformed Church,
followed by the Pledge of Allegiance to the Flag by the full Assemblage.
CHILDACREST DRIVE/BEAVER CREEK ROAD INTERSECTION
Glenn Dull, County Engineer, appeared before the Commissioners to advise them of
the work that would have to be done to lower the crest of the hill on Beaver Creek
Road near the Childacrest Drive Intersection and to discuss alternate proposals to
improve the safety conditions at this location. Mr. Dull also submitted additional
information on the matter relating to the developer's obligations regarding the
redesign of the intersection. The Commissioners requested that Mr. Dull discuss
the alternate proposals with property owners in the area and report back to them
within two (2) weeks.
ROUTE 60 BRIDGE OVER ANTIETAM CREEK
The County Engineer informed the Commissioners that the State Highway
Administration was putting a new deck on Route 60 Bridge over the Antietam Creek
and had requested the County to make Lehmans Mill Road one-way onto Route 60 during
the time of construction. He said it would take about two months for the project
to be completed. The Commissioners asked Mr. Dull to find out what problems were
anticipated to warrant the request.
HEALTH DEPARTMENT FEE COLLECTIONS
Dr. John Neill, Health Officer, along with Dick Humbert, Administrator, appeared
before the Commissioners to request approval of employing two (2) clerical persons
to collect fees for public health services. They stated that they would like to
test the program on a six-month trial basis to determine if the positions can be
supported by the new collection system. Mr. Humbert said that the estimated cost
of salaries was a total of $24,928 and could be implemented without additional
county funding during the current fiscal year. MOTION made by Commissioner
Roulette, seconded by Snook to approve of the above request. Unanimously approved.
AWARD BIDS - COMMUNICATIONS EQUIPMENT
Motion made by Commissioner Downey, seconded by Roulette to award the bids for
communications equipment to the following firms submitting low bids meeting
specifications: MOTOROLA, INC. - thirteen (13) mobile radios @ $2,290 per unit,
three (3) mobile radios @ $2,312 per unit, one (1) mobile programmer @ $950, five
(5) mobile proms @ $24 per unit, seven (7) portable radios @ $1,403 per unit, test
equipment @ $3,590; GENERAL ELECTRIC - one (1) desk top console @ $13,489, one (1)
voting receiver system @ $6,615, test equipment @ $1,028. Unanimously approved.
CONFIRM ELECTIONS/APPOINTMENTS TO COMMISSION ON AGING
Motion made by Commissioner Snook, seconded by Roulette to confirm the elections of
Alice Moses and Kenneth Whittemore, Jr. and the appointments of Rev. Leonard
Curlin, Gerald Shank, Margaret Bittinger, Ronald Pike and a representative to be
designated by the Social Security Administration to serve for three (3) year terms
as officials/members of the Washington County Commission on Aging. Unanimously
approved.
LINE ITEM TRANSFER - RECREATION COMMISSION
Motion made by Commissioner Snook, seconded by Roulette to approve of the following
line -item transfers in the Recreation Commission Budget: $1700 from Salaries (77-
404-000), $1300 from Temporary Salaries (77-407-000) and $500 from Program
Equipment (77-488-000) to Advertising (77-421-000); $250 from Program Equipment
(77-488-000) and $200 from Gasoline (77-450-000) to Per Diem (77-429-000).
Unanimously approved.
MINUTES OF DECEMBER 31,1985 MEETING
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners Meeting of December 31, 1985, as corrected.
Unanimously approved.

ARCHITECTURAL SERVICES FOR AIR UNIT BUILDING
The Commissioners agreed to seek proposals through the Coordinating Committee for
architectural services to design a building for the Washington County Air Unit.
AWARD BID - HALFWAY PARK SWIMMING POOL
Motion made by Commissioner Downey, seconded by Snook to award the contract for
construction of the Halfway Park Swimming Pool to Callas Contractors who submitted
the low bid, as follows: Base bid - $580,600, Alternate #1 - $19,100, Alternate #2
- $6,500, Alternate #3 - $2,500. Unanimously approved.
WAIVE TAX PAYMENT REQUIREMENT
Motion made by Commissioner Snook, seconded by Roulette to grant a waiver of the
tax payment requirement for issuance of a Master Electrician's License for the
Board of Education's part-time electrician, with the provision that use of the
license is restricted to work for the Board and that the license will be revoked if
the taxes are not paid by June 1, 1986. Unanimously approved.
APPROVE AGRICULTURAL PRESERVATION DISTRICT APPLICATION - #AD -85-1
After due consideration of the matters and facts adduced at the Public Hearing held
on January 14, 1986, a MOTION was made by Commissioner Downey, seconded by Roulette
and unanimously adopted to approve of the application of Ethel I. Wolfinger and
Russell A. Wolfinger, #AD -85-1, for the establishment of an Agricultural
Preservation District on the property located on the North side of Lehmans Mill
Road at its intersection with Millers Church Road, consisting of 149.63 acres.
NEW PAVILION FOR PEN MAR PARK
Motion made by Commissioner Roulette, seconded by Downey to proceed with the
construction of an additional Picnic Pavilion at Pen Mar County Park to be
constructed by Parks Department personnel at an estimated cost of $17,500, with
this amount to be appropriated from Capital Contingency. Unanimously approved.
ABATE TAXES FOR PAYMENTS IN LIEU OF - SHELL BUILDING #2
Motion made by Commissioner Roulette, seconded by Downey to approve of the
abatement of taxes for January 1, 1986 through June 30, 1986 on Shell Building #2
(Dutcher Motors, Inc.) in the amount of $2,444.93, and accept payment of like
amount in lieu of taxes. Unanimously approved.
REVENUE SHARING TRANSFERS
Motion made by Commissioner Snook, seconded by Roulette to approve a Revenue
Sharing transfer in the amount of $1,045,040.11 to cover eligible expenditures in
the following accounts: General - $382,995.13, Highway - $300,110.48, Capital
Projects - $361,934.50. Unanimously approved.
OBTAIN DRAWINGS AND COST ESTIMATES FOR COUNTY FLAG
Motion made by Commissioner Roulette, seconded by Downey to table further
consideration of the adoption of a county flag until drawings are made of the
proposed design and costs are determined. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Snook to convene in Executive
Session at 11:40 a.m. in regard to personnel and legal matters, pursuant to the
Authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Downey to reconvene in Regular
Session at 12:15 p.m. Unanimously approved.
FEES FOR LIGHTED BALL FIELDS
Motion made by Commissioner Roulette, seconded by Downey to charge a fee of $10.00
per night for each lighted softball field at Halfway County Park, in addition to
the $2,000 annual contribution from the Slo-Pitch Softball League over the next
four (4) years, and to re-evaluate the energy fees at the end of the season.
Unanimously approved.
RECORDATION TAX RELATING TO BOND REPAYMENTS
Motion made by Commissioner Downey, seconded by Roulette to seek legislative
authority to enable Washington County to impose a recordation tax to mortgages,
deeds of trust, or other conveyances that secure the repayment of any indebtedness
funded in any part, directly or indirectly, from the proceeds of bonds issued under
Article 41, Section 266A et seq. of the Annotated Code of Maryland. Unanimously
approved.
