The Regular Meeting of the Board of County Commissioners of Washington
County was called to order at 9:00 a.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L.
Bowers, and Commissioners Linda C. Irvin-Craig, Gregory I. Snook, and John
S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Steve Church, Pastor of the First
Christian Church, followed by the Pledge of Allegiance to the Flag by the
full assemblage.
PROCLAMATION - WASHINGTON COUNTY CLEAN AIR WEEK
Commissioner Irvin-Craig presented a Proclamation to Tammi Donato, Vera
Krup, and Jean Fletcher, representing the American Lung Association and the
Better Breathers Club, designating the week of May ll-l7, l992, as
Washington County Clean Air Week and encouraging all citizens to participate
in activities to clean our air.
ACHIEVEMENT AWARD - WASHINGTON COUNTY DETENTION CENTER
Paul Hastmann, Executive Director of the Maryland Commission on Correctional
Standards, presented an Achievement Award to Commissioner Roulette, Sheriff
Charles Mades, Lt. Wayne McAllister, and Sgt. Rick Blair, in recognition of
the Washington County Detention Center achieving l00% compliance for the
achievement standards for the audit cycle ending in l990. Mr. Hastmann
explained that their inspection requires 3 days and is a very rigorous
exercise involving a tour of facilities, a review of staff and inmate
interviews and staff and policy procedures.
1991 HISTORIC PRESERVATION AWARD
Commissioner Roulette presented a plaque to Patricia Schooley, winner of the
l99l Historic Preservation Award, on behalf of the County Commissioners. He
thanked Ms. Schooley for her efforts to promote historical preservation in
Washington County. Ms. Schooley thanked the Commissioners for the award.
PUBLIC HEARING - AGRICULTURAL LAND PRESERVATION DISTRICTS
The Commissioners convened a public hearing at 9:l5 a.m. as advertised to
hear testimony regarding applications for establishment of Agricultural Land
Preservation Districts. Eric Seifarth, Associate Planner - Agriculture,
reviewed each of the following applications with the Commissioners:
AD-91-55 - submitted by Gerald Cavanaugh for establishment of an
Agricultural Land Preservation District for 237.758 acres of land located
along MD Route 63. Mr. Seifarth noted that the application was approved by
the Agricultural Land Preservation Advisory Board and the Planning
Commission. There was no one present to speak in favor of or in opposition
to the proposed application.
Motion made by Commissioner Snook, seconded by Irvin-Craig, to approve
Application AD-91-55, submitted by Gerald Cavanaugh, for establishment of an
Agricultural Land Preservation District. Unanimously approved.
AD-91-56 - submitted by Oscar and Geraldine Hall, for 30.29 acres of land
which is contiguous to a larger parcel of land in an Agricultural District.
Mr. Seifarth informed the Commissioners that the Advisory Board tabled this
application pending the outcome of new policies dealing with small parcels
that are assessed as residential. There was no one present to speak in
favor of the application. Michael Sease, a neighboring property owner,
spoke in opposition of the application and stated that there is a right-of-
way in dispute.
Motion made by Commissioner Shank, seconded by Irvin-Craig, to TABLE any
action on application AD-91-56, submitted by Oscar and Geraldine Hall,
pending further review by the Agricultural Land Preservation Advisory Board.
Unanimously approved.
AD-92-1 - submitted by Walter Ludlam and C. L. Hirrlinger, for 40 acres
located on Harpers Ferry Road contiguous to a l00 acre parcel in an

District. Mr. Seifarth noted that this application has been tabled by the
Advisory Board pending receipt of a Forest Management Plan. Steve Ernst,
Chairman of the Advisory Board, asked the Commissioners for direction from
them regarding the issue of small parcels which are zoned residential.
There was no one present to speak in opposition. Carla Hirrlinger spoke in
favor of her application and stated that she should receive the Forest
Management Plan this week.
Motion made by Commissioner Shank, seconded by Irvin-Craig, to TABLE
application AD-92-1, submitted by Walter Ludlam and C. L. Hirrlinger, for
establishment of an Agricultural Land Preservation Advisory District pending
further review by the Agricultural Land Preservation Advisory Board.
Unanimously approved.
DETENTION CENTER - CHANGE ORDERS
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to approve the
change orders for the Detention Center project as presented by Gary Rohrer,
Chief, Division of Planning & Codes Administration, in the amount of $l,882.
Unanimously approved.
BOARD OF EDUCATION REVISED OPERATING BUDGET & REVISED CAPITAL BUDGET
Wayne Gersen, Superintendent of Schools, and Wayne Stouffer, Director of
Finance for the Board of Education, presented the Board of Education's
Revised Operating Budget and Revised Capital Budget for l990-92. Mr.
Stouffer stated that the changes reflect the reductions necessary due to the
cuts in funding from State and County governments. The Commissioners
discussed the projects and the time frame for them.
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to approve the
revised CIP budget for l990-92, as submitted by the Board of Education.
Unanimously approved.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to approve the
Revised Operating Budget for l99l-92, as presented by the Board of
Education. Unanimously approved.
ANIMAL HUSBANDRY ORDINANCE - REVIEW OF RECOMMENDATIONS
Robert Arch, Director of the Planning Department, and Tim Lung, Associate
Planner, presented the staff analysis of the suggestions made by the Farm
Bureau to change the Animal Husbandry Ordinance. Various changes suggested
by the Farm Bureau committee dealt with set backs, amending the Ordinance to
apply to all farm animals, and the requirement of a Nutrient Management
Plan. After discussion on the various suggestions, the Commissioners
directed the Planning Department staff to proceed and meet with
representatives of the Farm Bureau, Extension Service and Soil Conservation
Service to resolve the concerns regarding the Ordinance.
RECESS - RIBBON CUTTING & OPEN HOUSE - SHERIFF'S PATROL FACILITY
The Commissioners recessed at ll:40 a.m. in order to attend a ribbon cutting
and open house for the Sheriff's Patrol facility.
AFTERNOON SESSION
The Afternoon Session was convened at l:08 p.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L.
Bowers and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I.
Snook.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to convene in
Executive Session at 1:09 p.m. regarding personnel and property matters and
to confer with the County Attorney in accordance with Section l0.508 of the
State Government Article of the Annotated Code of Maryland. Unanimously
approved.
Commissioner Bowers was excused from the Meeting at 3:00 p.m.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin-Craig, seconded by Snook, to reconvene in
Regular Session at 5:20 p.m. Unanimously approved.
REAPPOINTMENT - HISTORIC DISTRICT COMMISSION
Motion made by Commissioner Irvin-Craig, seconded by Snook, to reappoint
Susan Frye to the Historic District Commission for a three year term
extending to May l, l995. Unanimously approved.

APPOINTMENT - ANIMAL CONTROL AUTHORITY BOARD
Motion made by Commissioner Snook, seconded by Irvin-Craig, to appoint
Stephanie Staubs to the Animal Control Authority Board for a three year term
beginning July l, l992. Unanimously approved.
REAPPOINTMENT - TRANSPORTATION COMMISSION
Motion made by Commissioner Irvin-Craig, seconded by Shank, to reappoint
Howard Mendelsohn to the Transportation Commission for a three year term
extending to May l, l995. Unanimously approved.
EMPLOY SUMMER DAY CAMP PART-TIME COUNSELORS
Motion made by Commissioner Shank, seconded by Irvin-Craig, to employ the
following part-time counselors for the Summer Day Camp Program: Steve
Sigler, Lisa Hering, Matthew Kinman, Carol Hulchy, and Kelli Martin as
Directors; and Jane Cohill, Kathy Robertson, Karen Watson, Bernie Semler,
Tammy Bond, Ariel Bell, April Lehman, Michelle Martin, Kelli Wolfe, Jennifer
Miller, Mary Beth Davenport, Sabrina McCoy, David Flowers, Wendy Miller,
Chris Linton, Michelle Johnson, Michelle Wadel, Francis Murray, Shannon
Cianelli and Imogene Jones as Counselors. Unanimously approved.
APPROVAL OF MINUTES - APRIL 28 & MAY 5, 1992
Motion made by Commissioner Irvin-Craig, seconded by Snook, to approve the
minutes of April 28, 1992, and May 5, 1992, as submitted. Unanimously
approved.
FIL-TECH APPLICATION
The Commissioners decided not to request a public hearing regarding Fil-
Tech's renewal application to the Department of the Environment for the
transportation of sludge to the Nicodemus Wastewater Treatment Plant.
AERIAL MAPPING SERVICES - BID AWARD
Motion made by Commissioner Snook, seconded by Shank, to award the bid for
aerial mapping service to Photogrammetric Data Services, Inc., who submitted
the low bid of $l3,644, with funding provided by the Appalachian Regional
Commission. Unanimously approved.
ADVERTISEMENT OF TAX RATE
Motion made by Commissioner Irvin-Craig, seconded by Snook, to advertise the
continuation of the current property tax rate of $2.2l/$l00 of assessed
valuation for Fiscal Year l993, which will be taken to public hearing on May
26, l992. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Irvin-Craig, to adjourn at
5:27 p.m. Unanimously approved.
