The Regular Meeting of the Board of County Commissioners of Washington
County was called to order at 9:00 a.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L.
Bowers, and Commissioners Linda C. Irvin-Craig, Gregory I. Snook, and John
S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Shank, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
PROCLAMATION - B.P.O.E NATIONAL YOUTH WEEK
Commissioner Roulette presented a proclamation to representatives of the
Elks Club naming the week of May l - 7, l992, as B.P.O.E. National Youth
Week in Washington County, honoring America's junior citizens and
recognizing their service to the County, State and Nation.
APRIL YOUTH OF THE MONTH AWARD - MARISSA DEENER
Commissioner Bowers presented a Certificate of Merit to Marissa Deener in
recognition for being named as the April Youth of the Month as recommended
by the Children's Council. He listed Ms. Deener's achievements and
activities and commended her for being a superior role model to fellow
students. Marissa thanked the Commissioners for the Certificate, her pastor
for nominating her and her parents and friends.
BOARD/COMMISSION REPORTS
Commissioner Irvin-Craig reported on the meeting regarding a Federal
alternative work site, the Solid Waste Advisory Commission meeting and the
Airport Commission meeting; Commissioner Bowers reported on the drainage
problems caused by last week's storm; and Commissioner Roulette reported on
the AIDS summit and the Economic Development Commission meeting.
REVISED ROAD ADEQUACY POLICY
Terry McGee, County Engineer, reviewed the third draft of the Road Adequacy
Policy and the revisions made to the document during the last review.
Commissioner Roulette asked that a 6 month review period be included in the
policy to make any revisions which may be necessary.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to adopt the
Road Adequacy Policy for existing roadways and to include provisions for a
mandatory six-month review of the policy. Unanimously approved.
SUMMER HELP - WESTERN MARYLAND CONSORTIUM
Barry Teach, Administrator, informed the Commissioners that the Western
Maryland Consortium, through the Project Independence Program, will be able
to provide some summer clerical help at no cost to the County. The
Commissioners asked that he check to see if they would also have employees
available through their youth program to help with parks and roads
maintenance.
BUDGET WORKSHOP - MAY 8
The Commissioners scheduled a budget workshop for May 8.
OVERVIEW - ESSENTIAL UTILITY EQUIPMENT ZONING
Robert Arch, Director of the Planning Department, met with the Commissioners
to provide an outline and analysis of the various procedures and review
criteria which could be utilized to address the tower issue. He reviewed
the alternatives which an amendment to the Zoning Ordinance would provide
and their advantages and disadvantages. After discussion, the Commissioners
asked Mr. Arch to return with a consolidation of the revisions addressed
today and agreed to remove these types of towers from the definition of
essential utility and to involve the Planning Commission site plan process
in the procedure.
CITIZEN PARTICIPATION
Siebert Shifler, President of Shifler Electric, expressed displeasure with
the bid requirements and alternates for construction of the Eastern
Elementary School, as bid by the Board of Education.
Will Sielhamer, J & W Mechanical, spoke to the Commissioners regarding out
of County contractors doing work in Washington County.
RECESS - LUNCHEON AT WASHINGTON COUNTY FREE LIBRARY
The Commissioners recessed at l2:00 noon to attend a luncheon at the
Washington County Free Library and a demonstration of their new Automated
Library Catalogue system.

AFTERNOON SESSION
The Afternoon Session was convened at l:25 p.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L.
Bowers
and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
BID RENEWAL - HVAC SYSTEM
Motion made by Commissioner Shank, seconded by Snook, to renew the contract
for the HVAC system for County buildings with Zeigler Mechanical Contractors
for l992-93, in the amount of $56,060. Unanimously approved.
BUDGET PRESENTATION
Washington County Free Library - Charles Blank, Director, and Sharan
Marshall, Assistant Director, presented the Washington County Free Library
Fiscal Year l993 budget request for a total County share of $932,785;
Economic Development Commission - Terry Randall, President of the Economic
Development Commission, and Leroy Burtner, Executive Director, presented the
Fiscal Year l993 budget request in the amount of $249,825.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Shank, seconded by Snook, to convene in
Executive Session at 2:l6 p.m. regarding personnel and property matters and
to confer with the County Attorney in accordance with Section l0.508 of the
State Government Article of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to reconvene in
Regular Session at 4:30 p.m. Unanimously approved.
APPROVAL OF PROPOSED ADDITION - RANDALL OFFICE COMPLEX
Motion made by Commissioner Shank, seconded by Snook, pursuant to the
provisions of the covenant in the deed dated November l, l982, by the Board
of County Commissioners of Washington County to Herbert D. Gossard and
Marjorie A. Gossard, his wife, recorded in the Washington County Land
Records at Liber 735, folio 76, to approve all improvements as constructed
on said property and further approves the plans and specifications for the
proposed addition to said improvements as set forth on the drawings by
McCleary and Earley entitled "New Addition for Randall Office Complex, Hump
Road, Hagerstown, Maryland, dated February l8, l992, comprising pages
numbered A-1, A-2, A-3, P-1 and M-1". Unanimously approved.
HAGERSTOWN AVIATION SERVICES
Motion made by Commissioner Snook, seconded by Irvin-Craig, that Barry
Teach, County Administrator, has the authority with regard to Hagerstown
Aviation Services, Inc., to: l) Terminate the right of Hagerstown Aviation
Services, Inc., to do business on the Washington County Regional Airport as
an FBO, except as regards the use and possession of the Avionics Hangar and
the Maintenance Equipment Hangar as provided for by contract dated June 2,
l986, between the County and Richard A. Henson; 2) Accept an Assignment from
the City of Hagerstown of the Lease Agreement dated May l, l972 involving
the FBO, Hagerstown Aviation Services, Inc., whereby the President of the
County Commissioners was authorized to accept an Assignment of the Lease on
behalf of the Board of County Commissioners; 3) Give notice to Hagerstown
Aviation Services, Inc., to vacate the Washington County Regional Airport
property except as regards the use and possession of the Avionics Hangar and
the Maintenance Equipment Hangar as provided for by contract dated June 2,
l986, between the County and Richard A. Henson; and 4) Give the County
Attorney authority to enter suit in District Court Eleven to force the
eviction of Hagerstown Aviation Services, Inc. from the Washington County
Regional Airport property, except as regards the use and possession of the
Avionics Hangar and the Maintenance Equipment Hangar as provided for by
contract dated June 2, l986, between the County and Richard A. Henson.
Unanimously approved.
