The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, John R. Salvatore, and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Robert E. Timmons, Mt. Calvary Church of God,
followed by the Pledge of Allegiance to the Flag by the full Assemblage.
STATUS REPORT - ALCOHOL PREVENTION SPECIALIST
Dr. John Neill, Health Officer, along with Henry Brown, Addictions Coordinator,
appeared before the Commissioners to introduce Ruth Schuyler, recently appointed
Alcohol Prevention Specialist, and to submit a status report on the program. They
reported that a formalized program is in place with special attention being given
to making prevention a community activity through existing programs. They also
said that a news bulletin is being compiled. The Commissioners expressed their
appreciation for the report and asked to be kept informed.
PUBLIC COMPETITIVE ISSUANCE OF BONDS
Motion made by Commissioner Salvatore, seconded by Snook to concur with the
recommendation of the County Administrator and Director of Finance and proceed with
a public competitive issuance of the County's $5,000,000 public improvement bonds,
and to get a cost estimate from Baker Watts for providing financial advisory
services relating to the issue. Unanimously approved.
REZONING CASES - RZ-326, 331, 332, 333 & 334
After due consideration of the matters and facts adduced at the Public Hearing held
on November 18, 1985, the comments submitted in writing within ten (10) days
following said Hearing and the recommendations made by the Planning Commission, the
following decisions were rendered:
REZONING CASE RZ-326
Motion made by Commissioner Roulette, seconded by Downey to DENY the application of
Richard N. and Joan Bikle for the reclassification of land located on the East side
of Greensburg Road, 400' northeast of Route #64 intersection, consisting of 2.98
acres from Agriculture (A) to Industrial Restricted (IR) and to adopt the findings
of fact of the Planning Commission in this Case as the findings of fact of this
Board. Unanimously approved.
REZONING CASE RZ-331
Action deferred to a later date on this Case.
REZONING CASE RZ-332
Motion made by Commissioner Snook, seconded by Downey to APPROVE the application of
Alton W. Rinard for the reclassification of land located on the south side of
Sensel Road in Hancock, Maryland consisting of .48 acres from Residential Urban
(RU) to Conservation (C) and to adopt the findings of fact of the Planning
Commission in this Case as the findings of fact of this Board. Unanimously
approved.
REZONING CASE RZ-333
Motion made by Commissioner Roulette, seconded by Salvatore to APPROVE the
application of the Planning Commission for a Text Amendment for reduction of lot
size in the Planned Residential (PR) Districts, with the lot width for a corner lot
to be 100', and to adopt the Findings of fact of the Planning Commission in this
Case as the findings of fact of this Board. Motion carried with Commissioners
Roulette, Salvatore, Snook and Bowers voting "AYE" and Commissioner Downey
"ABSTAINING".
REZONING CASE RZ-334
Motion made by Commissioner Salvatore, seconded by Downey to DENY the application
of the Planning Commission for cemeteries, mausoleums and memorial gardens to be a
principal permitted use in the Conservation and Highway Interchange Districts, but
to add them to those districts as Special Exceptions, thereby providing the
opportunity for public testimony through the Board of Zoning Appeals, and to adopt
the findings of fact of the Planning Commission in this Case as the findings of
fact of this Board. Motion carried with Commissioners Salvatore, Downey, Roulette
and Bowers voting "AYE" and Commissioner Snook "ABSTAINING".

APPOINTMENT TO PARKS & RECREATION BOARD
Motion made by Commissioner Salvatore, seconded by Snook to appoint Donald West to
serve as a member of the Parks & Recreation Board for a term to expire January 7,
1988. Unanimously approved.
APPOINTMENT TO RECREATION COMMISSION
Motion made by Commissioner Roulette, seconded by Downey to appoint Paula
Worthington to serve as a member of the City/Council Recreation Commission for a
term to expire January 7, 1989. Unanimously approved.
PROCEED WITH BIDDING AIR UNIT STATION
Motion made by Commissioner Roulette, seconded by Salvatore to proceed with the
preparation of specifications for bidding a station to house the Washington County
Air Units. Unanimously approved.
MINUTES OF DECEMBER 17, 1985 MEETING
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners' Meeting of December 17, 1985, as submitted.
Unanimously approved.
AMENDMENT TO AIP-3 CONTRACT
Motion made by Commissioner Roulette, seconded by Salvatore to approve of an
amendment to the contract with Delta Associates for inspection services on Airport
Improvement Project -3, Partial Paralell Taxiway and Lighting, to increase the not -
to -exceed fee to $24,500 due to the additional time required because the contractor
is behind schedule. Unanimously approved.
LINE ITEM TRANSFER - E.D.C. BUDGET
Motion made by Commissioner Downey, seconded by Roulette to approve of the transfer
of $1,000 in the Economic Development Commission Budget from Contracted Services,
Enterprise Zone (86-424-200) to Advertising (86-421-000). Unanimously approved.
ALLOCATE FUNDS FOR CLEAR SPRING AMBULANCE CLUB BASE STATION
Motion made by Commissioner Snook, seconded by Roulette to appropriate up to $3,200
from Capital Contingency to fund the purchase of a Radio Base Station for the new
Clear Spring Ambulance Club facility. Unanimously approved.
PUBLIC HEARING - ABANDONMENT AND CONVEYANCE OF PARK HEAD ROAD
The President convened the Meeting in Public Hearing at 11:00 a.m. to permit any
resident of Washington County to testify concerning the proposed abandonment of .9
miles of Park Head Road and to convey the abandoned roadbed to the adjoining
property owner, Fairview Orchards. John Porterfield, General Manager of Fairview
Orchards, said that the road only serves the orchard and allows the public to come
onto their property. Fred Younker, whose property abuts Fairview Orchards, said
that orchard owners had erected a fence on his property which is currently being
disputed in the courts, and if the said roadway is abandoned and conveyed to
Fairview Orchards, his property will be landlocked. There being no one else
present to testify for nor against said abandonment and conveyance, the Public
Hearing was closed at 11:10 a.m. and the Meeting convened in Regular Session.
TABLE FURTHER CONSIDERATION OF PARK HEAD ROAD ABANDONMENT
Motion made by Commissioner Salvatore, seconded by Roulette to table further
consideration and a decision on the proposed abandonment and conveyance of Park
Head Road until there has been a final disposition of the litigation on the
property dispute between Fairview Orchards and Fred Younker. Unanimously approved.
STREET ACCEPTANCE - ROCKY SPRING ACRES, SECTION A
Motion made by Commissioner Downey, seconded by Roulette to accept conditionally
the recently constructed portion of Mar -Roc Drive (550' +/-) associated with Rocky
Spring Acres, Section A into the County Roadway System. Unanimously approved.
STREET ACCEPTANCE - LONDONTOWNE APARTMENT, SECTION III
Motion made by Commissioner Downey, seconded by Roulette to accept conditionally
the recently constructed portion of Queen Anne's Court (750' +/-) associated with
Londontowne Apartments, Section III into the County Roadway System. Unanimously
approved.

CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Salvatore to convene in Executive
Session at 11:20 a.m. in regard to property and personnel matters, pursuant to the
Authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Roulette to convene in Regular
Session at 12:25 p.m. Unanimously approved.
RIGHT OF WAY AGREEMENT WITH POTOMAC EDISON RE EASTERN BOULEVARD
Motion made by Commissioner Salvatore, seconded by Roulette to approve of the
agreement with Potomac Edison, as submitted this date, for the relocation of
electrical distribution lines immediately south of the future intersection of
Security Road and Eastern Boulevard. Unanimously approved.
EMPLOY MEO I - ROADS DEPARTMENT
Motion made by Commissioner Salvatore, seconded by Downey to employ Donald Lee
Faith in the position of Motor Equipment Operator I for the Washington County Roads
Department. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Roulette to adjourn at 1:00 p.m.
Unanimously approved.
