A Special Meeting of the Board of County Commissioners of Washington County was called to
order at 3:40 p.m. by the President Richard E. Roulette, with the following members present: Vice
President Ronald L. Bowers and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory
I. Snook.
HEALTH DEPARTMENT BANK ACCOUNTS
Barry Teach, County Administrator, advised the Commissioners to have the bank accounts
changed from the Advisory Board of Health to the Washington County Health Department for
deposit of County funds. The Commissioners agreed to this suggestion.
BUILDING MANAGEMENT PROGRAMS
Barry Teach informed the Commissioners that he has been contacted by a building management
company which would examine operational costs and recommend ways to save the County money
through management of buildings. He stated that there are no costs involved with the study unless
the recommendations are adopted and implemented and the predicted savings are realized. The
Commissioners directed Mr. Teach to explore the concept and gave their authorization to seek
proposals for building management.
OFFICE SPACE - VETERANS' COMMISSION
Mr. Teach informed the Commissioners that, due to State budget cuts, the Veterans' Commission
has lost their office space and has asked if there is 600-700 sq. ft. available in a County building.
The Commissioners suggested they contact the Community Action Council to see if they have any
unused space.
TOURISM CONTRACT - I-70 TOURIST INFORMATION CENTER
Mr. Teach advised the Commissioners that the State contract for operating the I-70 West Tourist
Information Center is being revised and will be cut 42%. The current agreement calls for the State
to pay l00% of expenses up to $90,608 plus $l0,000 administrative fees in Fiscal Year l992 and
$99,664 plus $ll,000 administrative fees for Fiscal Year l993. He stated that their revised amounts
are to pay l00% up to $48,ll6.97 for Fiscal Year l992 and $64,l55.96 for Fiscal Year l993 (with no
administrative fees). If the County chooses not to revise the contract, the State of Maryland would
operate the Center, transferring County personnel over to State employees and the expense would
no longer go through County budgets.
Motion made by Commissioner Snook, seconded by Shank, to approve the revision of the contract
with the State of Maryland for operation of the I-70 West Tourist Information Center, as presented.
Unanimously approved.
SOLID WASTE ADVISORY COMMITTEE - RECOMMENDATIONS
After considering the Solid Waste Advisory Committee's recommendations on Tuesday, the
Commissioners asked that the Coordinating Committee qualify firms at their December 2 meeting to
include design/build and design, build and operate for both the clean and dirty MRF.
OPERATING PERMIT - SANITARY LANDFILL
Mr. Teach informed the Commissioners that the State has formally approved the revised operating
permit hours for the Sanitary Landfill to allow the City of Hagerstown to utilize the landfill starting at
4:00 a.m.
HOLIDAY MEETING SCHEDULE
The Commissioners decided not to hold meetings on Christmas Eve or New Years Eve but to hold
a special meeting on Monday, December 23, and to begin the January 7 meeting at 8:00 a.m.
