The Meeting was called to order at 3:45 p.m., by the President, Richard E.
Roulette, to set the Tax Rate and adopt the budget for Fiscal Year 1991-92.,
with the following Commissioners present, Ronald L. Bowers, Vice President, Linda
C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
The meeting was opened with discussion by the Commissioners with suggestions for
the coming year. All five Commissioners agreed that a constant vigilance on a
monthly basis with James Young, Finance Director, is necessary. Also, Mr. Young
and Barry Teach, County Administrator, will be developing accounting procedures for
Line Item transfers for the coming year. Commissioner Bowers very strongly
recommended that all areas, not just the county government, should bear the burden,
with equal shares of reductions, if revenue shortfalls occur. The Commissioners
agreed that examination of every agency the county funds is necessary if mid-year
budget cuts are needed. Commissioner Shank was adamantly opposed to using Bond
money to buy machinery on a long term pay-back. Money generated at the Landfill
and the Airport is for operational purposes and should be in reserve for capital
equipment. The other Commissioners were in agreement that Enterprise funds must
generate enough money to pay for themselves.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to adopt the Tax Rate
of $2.21 per $100 of assessed valuation for the Fiscal Year 1991-92. Unanimously
approved.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to adopt the County
Budget as presented at the public hearing, held on May 28, 1991, in the following
amounts: General Fund, $75,710,000, Highway Fund, $10,597,684, and the Capital
Improvements Budget in the amount of $17,127,243, for the Fiscal Year 1991-92.
Unanimously approved.
The Meeting was closed by Commissioner Roulette at 4:30 p.m., and the meeting was
adjourned.
