The Commissioners presented service pin awards to those employees at the
Transportation Department who have been employed by the County for five years or
more.
The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Richard E. Roulette, with the
following members present: Commissioners Linda C. Irvin-Craig, John S. Shank, and
Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
James Augustine, Supervisor/Dispatcher at the County Commuter, delivered the
Invocation, followed by the Pledge of Allegiance to the Flag by the full
assemblage.
ANNUAL REPORT - CONVENTION & VISITORS BUREAU
Robert O'Connor, Director of the Washington County Convention & Visitors Bureau,
presented copies of their first Annual Report for l990 to the Commissioners for
their review. Mr. O'Connor thanked Paulette Sprinkle, Community Coordinator, for
her help in preparing the report.
BOARD/COMMISSION REPORTS
Commissioner Snook reported on the Recreation Commission meeting; Commissioner
Irvin-Craig reported on the Historic District Commission meeting; Commissioner
Shank reported on the Arbor Day celebration in Funkstown; and Commissioner Roulette
reported on the Association of Retarded Citizens Board meeting.
APPROVAL OF MINUTES - MARCH 26, 1991
Motion made by Commissioner Irvin-Craig, seconded by Snook, to approve the minutes
of March 26, l99l, as corrected. Unanimously approved.
HANCOCK ELDERLY HOUSING PROJECT - MONTEREY HOUSE
Karen Hoff, Multi-Family Housing Specialist, appeared before the Commissioners to
review the income and expense proforma, update the status of the project and review
the Community Development Block Grant application to be submitted. Erich Rose,
developer for the project, was also in attendance to answer any questions. Ms.
Hoff explained that the rents will be calculated at 30% of the tenant's income and
the County, as Public Housing Authority, will hold the lease and manage the
project. Ms. Hoff and Richard Willson, Director of Housing & Community
Development, then answered questions from the Commissioners.
Motion made by Commissioner Snook, seconded by Irvin-Craig, to agree to grant the
tax abatement for County real estate taxes for the Hancock Elderly Housing
Project, known as Monterey House, when and if the project is approved by the State
over a l5 year period. Unanimously approved.
APPOINTMENTS - SOLID WASTE ADVISORY COMMISSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to appoint James Black,
Irv Cather, Margaret Comstock, John Clopper, James Mosher, Harry Reynolds, Linda
Smith, Donald Spickler, and Ralph Young to the Solid Waste Advisory Commission for
staggered terms of one to three years to be determined at their organizational
meeting, contingent upon their acceptance. Unanimously approved.
PURCHASE OF ADDITIONAL SPRAYER - WEED CONTROL
Motion made by Commissioner Shank, seconded by Irvin-Craig, to approve the Weed
Control Committee's purchase of an additional sprayer for the price of $l,500.
Unanimously approved.
ABATEMENT OF TAXES - JRA EXECUTIVE AIR
Motion made by Commissioner Irvin-Craig, seconded by Shank, to approve the
abatement of County real estate taxes for JRA Executive Air - Hangar 2l, in the
amount of $l,09l.20 for one-half year, which, under the provisions of the lease
will be repaid to the County as a payment-in-lieu of taxes. Unanimously approved.
REQUESTS - TOWN OF WILLIAMSPORT
The Commissioners discussed several requests made by the Town of Williamsport at
their recent meeting. In regard to the Town's request for the County to provide
containers for recycling and institute a curbside recycling program, the
Commissioners advised Mr. Teach to have Harvey Hoch, Recycling Coordinator, contact
Town officials to discuss this request.
The Commissioners agreed to accept the 40 acres of land owned by the Town and, in
exchange for this, to provide for the extension of Church Street. The
Commissioners requested that the County Attorney negotiate the agreement.

Williamsport officials also requested an additional Sheriff's Deputy be assigned
for 8 hours per week. The Commissioners felt that this was not consistent with
what is currently paid by other municipalities in the County, but agreed to offer
the rate of $l3/hour, which is the same rate offered to the other towns.
BID AWARD - PURCHASE OF CONVERSION VAN - NARCOTICS TASK FORCE
Motion made by Commissioner Snook, seconded by Shank, to award the bid for a
conversion van for the Narcotics Task Force to Audio Intelligence Devices who
submitted the low bid in the amount of $57,229. Unanimously approved.
APPOINTMENT - EMPLOYEES COUNCIL
Motion made by Commissioner Irvin-Craig, seconded by Snook, to appoint Mary Taylor
as the County Commuter's representative to the Employees Council. Unanimously
approved.
PROPOSED AMENDMENT TO COUNTY'S WATER & SEWER PROGRAM
Barry Teach, Administrator, informed the Commissioners that he received a letter
from the Maryland Environmental Service requesting that the County include the
Maryland Correctional Institution's wastewater treatment plant in the County's
Water and Sewer Plan since MCI has applied for a grant through the water quality
loan fund and the project must be listed in the County's plan before approval may
be granted. The Commissioners took this matter under advisement at this time.
SANITARY COMMISSION - HIGHFIELD PROJECT
Barry Teach, Administrator, informed the Commissioners that the Sanitary Commission
is planning to use $l.5 million in bond funds from the Conococheague Wastewater
Treatment Plant funds for the Highfield Sewer Project, since the bids for the
Conococheague plant came in lower than expected. The Commissioners had no
objections to this proposal.
CITIZEN PARTICIPATION
James Devine spoke to the Commissioners regarding a hazardous turn lane at
Hagerstown Junior College, the GPAE program through the Department of Human
Resources and various other matters of concern.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Snook, seconded by Shank, to convene in Executive
Session at ll:l0 a.m. in regard to personnel matters in accordance with Section
l0.508 of the State Government Article of the Annotated Code of Maryland.
Unanimously approved.
Commissioner Bowers arrived at the meeting at ll:l5 a.m.

Motion made by Commissioner Shank, seconded by Irvin-Craig, to reconvene in Regular
Session at ll:40 a.m. Unanimously approved.
At this time Commissioner Snook was excused from the Meeting.
BUDGET PRESENTATION - CONVENTION & VISITORS BUREAU
Robert O'Connor, Director of the Convention and Visitors Bureau, and Paul Waggoner,
President of the Advisory Board, presented the budget request for Fiscal Year l99l-
92, as follows: Community Promotions - $247,392, I-8l Information Center -
$28,072, I-70 West Information Center - $83,440 (paid by the State of Maryland),
and Breezewood Information Center - $46,234.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to convene in
Executive Session at l2:45 p.m. in regard to personnel, property and legal
matters, in accordance with Section l0.508 of the State Government Article of the
Annotated Code of Maryland. Unanimously approved.
Commissioner Snook returned to the meeting at l2:45 p.m.

BUDGET REQUESTS - FISCAL YEAR 1991-92
Recreation - Ronald Kidd, Director, and Ronald Phillips, President, of the
Hagerstown/Washington County Recreation Commission presented the Fiscal Year l99l-
92 budget in the amount of $365,962. Parks - Edith Sweigert, Parks Administrator,
and David Emmert, President of the Parks Board, presented the FY l99l-92 budget
request in the amount of $6l4,9l0 and $60,000 for the Martin L. Snook Memorial Park
Pool budget. Roads Department - J. Theodore Wolford, Superintendent, James
Sterling, Assistant Superintendent, and J. C. Charles, Shop Superintendent,
presented the Roads Department's FY l99l-92 budget request for a total of
$4,733,l08. Hagerstown Junior College - Dr. Norman Shea, President, and Roger
Firey, President of the Board of Trustees, presented Hagertown Junior College's FY
l99l-92 budget request for a County share of $2,967,000.
EMPLOY AUTO SERVICE MECHANIC - ROADS DEPARTMENT
Motion made by Commissioner Snook, seconded by Irvin-Craig, to employ Homer
Spradlin as an Auto Service Mechanic at the Roads Department to fill an existing
vacancy. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Bowers, seconded by Shank, to adjourn at 3:30 p.m.
Unanimously approved.
