The Regular Meeting of the Board of County Commissioners was called to order at
9:00 a.m. by the President, Richard E. Roulette, with the following members
present: Vice President Ronald L. Bowers, and Commissioners Linda C. Irvin-Craig,
John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by County Attorney, Ralph H. France, II, followed by
the Pledge of Allegiance to the Flag by the full assemblage.
PUBLIC HEARING - AGRICULTURAL LAND PRESERVATION DISTRICTS
Commissioner Roulette convened the public hearing at 9:05 a.m. in order to hear
public testimony regarding applications for the establishment of four agricultural
land preservation districts. Eric Seifarth, Associate Planner - Agriculture,
presented the applications for review. Mr. Seifarth stated that all of the
applications have been approved by the Agricultural Land Preservation Advisory
Board. No one was present to testify for or against the applications.
Motion made by Commissioner Bowers, seconded by Shank, to approve application AD
-90-36, submitted by Carl and Joan Hendershot, for establishment of an Agricultural
Land Preservation District, as presented. Unanimously approved.
Motion made by Commissioner Shank, seconded by Snook, to approve application AD-90
-56, submitted by Carl and Jeanette Hull, for establishment of an Agricultural Land
Preservation District, as presented. Unanimously approved.
Motion made by Commissioner Shank, seconded by Irvin-Craig, to approve application
AD-90-57, submitted by Ronald and Connie Hose, for establishment of an Agricultural
Land Preservation District, as presented. Unanimously approved.
Motion made by Commissioner Bowers, seconded by Shank, to approve application AD
-90-6l, submitted by Harry and Peggy Cosey, for establishment of an Agricultural
Land Preservation District, as presented. Unanimously approved.
BOARD/COMMISSION REPORTS
Commissioner Irvin-Craig reported on the letter she received listing the
legislative priorities of the Mid-Maryland Emergency Medical Services and
activities planned for Historic Preservation Week. Commissioner Snook reported on
the Recreation Commission meeting.
WASHINGTON COUNTY LAND QUALITY FOUNDATION
Steven Ernst, a board member of the Washington County Land Quality Foundation,
appeared before the Commissioners to see if they had made a decision regarding
their request for funding. The Commissioners indicated that they are hesitant to
commit to funding of new programs at this time but may give this request further
considertion after they determine how the County stands budget-wise. They also
suggested that Mr. Ernst contact the State to see if funding is still available
from Program Open Space and the Maryland Environmental Trust due to recent State
budget cuts.
PARKVIEW MEADOWS SUBDIVISION - SNOW REMOVAL
The Commissioners agreed not to conditionally accept the streets in Phase I of the
Parkview Meadows Subdivision until they receive the engineer's study on the
drainage at this location, but they did consent to providing snow removal services
for these roads.
MEETING SCHEDULED WITH BOARD OF EDUCATION
Barry Teach, County Administrator, informed the Commissioners that a meeting has
been scheduled with the Board of Education for January 29 to discuss their proposed
Capital Budget program.
CITIZEN PARTICIPATION
Gerald Ditto suggested that the Agricultural Land Preservation District Advisory
Board closely review applications for Agricultural Preservation Districts if the
land is located near residential developments.
James Mosher stated that he hopes the Commissioners believe there is value to open
space being preserved even if it is not used for agricultural purposes.
Steven Ernst, who is a member of the Agricultural Land Preservation District
Advisory Board, stated that the role of the program in Washington County is to
preserve land for production of food and fiber and, if the land meets the
qualifications, even if it would cease to be used for agricultural purposes, it
would still be preserved for future use.

CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Irvin-Craig, seconded by Snook, to convene in Executive
Session at l0:50 a.m. in regard to personnel and property matters and to confer
with the County Attorney, in accordance with Section l0.508 of the State Government
Article of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Bowers, seconded by Shank, to reconvene in Regular
Session at ll:55 a.m. Unanimously approved.
RECESS - FARM BUREAU LEGISLATIVE LUNCHEON
The Meeting was recessed at ll:56 a.m. in order to attend the annual Washington
County Farm Bureau Legislative Luncheon.
AFTERNOON SESSION
The Afternoon Session was convened at 2:20 p.m. by President Richard E. Roulette
with the following members present: Vice President, Ronald L. Bowers, and
Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
HEALTH PLANNING AGENCY
Katherine Cannan, Executive Director of the Health Planning Agency of Western
Maryland, along with Washington County members Charles Rouzer, Margaret Kline,
George Allen, Dr. Mark Jameson, Nancy Russell and Jean Kaylor, appeared before the
Commissioners to provide an orientation packet and information regarding the Health
Planning Agency. Ms. Cannan reviewed the governing structure, the l99l budget,
membership list and gave a brief overview of the Health Planning Commission. She
explained that the HPA provides a format so that Western Marylanders can have a say
about planning and certificates of need for health facilities. Ms. Cannan then
answered questions from the Commissioners.

Motion made by Commissioner Shank, seconded by Bowers, to convene in Executive
Session at 3:00 p.m. in regard to personnel and property matters and to confer with
the County Attorney, in accordance with Section l0.508 of the State Government
Article of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Shank, seconded by Irvin-Craig, to reconvene in Regular
Session at 4:00 p.m. Unanimously approved.
At 3:l5 p.m. Commissioner Bowers was excused from the Meeting.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Shank, to adjourn at 4:05 p.m.
Unanimously approved.
