The Regular Meeting of the Board of County Commissioners was called to order at
l0:00 a.m. by the President, Ronald L. Bowers, with the following members present:
Vice President Linda C. Irvin and Commissioners R. Lee Downey, Richard E. Roulette
and John S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
PRESENTATION OF STATE CITATION - RONALD HOVIS
Delegate Peter Callas presented a citation to Ronald Hovis on behalf of Governor
Schaefer and the State of Maryland in recognition of his volunteer service to the
citizens of the quad-state area in promoting safety on the Potomac River. Delegate
Callas stated that Mr. Hovis was instrumental in reducing the number of deaths on
the Potomac River this year. Mr. Hovis thanked Commissioner Bowers and Delegate
Callas for their support.
LOCAL COORDINATING COUNCIL - LETTER OF INTENT
Robert Brandt, member of the Local Coordinating Council, appeared before the
Commissioners to request that they submit a Letter of Intent to the Governor's
Office of Children and Youth in order for them to be considered for a State grant.
Mr. Brandt stated that they are proposing the provision of services to return seven
children, currently placed out-of-state, to Washington County or other placements
in Maryland. He also explained that, if accepted, the Local Coordinating Council
would then be asked to complete a formal, detailed proposal.
Motion made by Commissioner Irvin, seconded by Roulette, to submit a Letter of
Intent to the State Office of Children and Youth on behalf of the Local
Coordinating Council to present a proposal fo Phase I funding. Unanimously
approved.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Task Force on Homelessness meeting and the
Airport Commission meeting and Commissioner Roulette reported on the Planning
Commision meeting.
PUBLIC HEARING - PURCHASE OF RONEY/DOWNEY PROPERTY
The President convened the public hearing at l0:40 a.m. for the purpose of
considering the purchase of a parcel of ground containing 5.ll acres owned by Mary
E. Roney and G. Harriet Downey, located near Sunset Lane and Springfield Lane in
Williamsport, Maryland. Ralph France, County Attorney, stated that the purpose of
this purchase is to expand senior citizen housing at Park View Knolls for the price
of $76,650. Barry Teach, Administrator, noted that the Mayor and Council of
Williamsport have endorsed the expansion of Park View Knoll. No one was in
attendance to comment regarding the purchase of this property.
Motion made by Commissioner Roulette, seconded by Shank, to approve the purchase of
5.ll acres of land, owned by Mary E. Roney and G. Harriet Downey, located near
Sunset Lane and Springfield Lane in Williamsport, for the purchase price of $76,650
in accordance with the contract between the Board of County Commissioners and Mary
E. Roney and G. Harriet Downey. Unanimously approved.
REGIONAL AIRPORT - INTERNATIONAL FLIGHT
Art Richards, President of Richards World of Travel, announced that he will be
sponsoring two trips to the Bahamas departing directly from the Washington County
Regional Airport on November l5 and January 27.
BID OPENING - PUBLIC ENTITY LIABILITY & LAW ENFORCEMENT LIABILITY
INSURANCE
The bids for public entity liability and law enforcement license insurance were
publicly opened and read aloud. Firms participating in the bidding and their
proposals were as follows: Corroon & Black - General Liability - $98,668, Law
Enforcement Liability - $45,64l ($5,000 deductible) or $42,l40 ($l0,000
deductible); Poor, Bowen, Bartlett and Kennedy - Law Enforcement Liability -
$55,798 (retroactive to l986) or $33,479 (retroactive to 8/3l/90). The bids will
be reviewed by appropriate officials prior to a decision being rendered.

NECESSARY ROAD IMPROVEMENTS - REPUBLICAN AVENUE
Russell Townsley, consultant for the project, appeared before the Commissioners to
discuss a proposed development on Republican Avenue and the requirements made by
the Engineering Department before they will approve this project. Mr. Townsley
stated that the Planning Commission recommended that the County Engineer review the
project for adequacy of Republican Avenue when the preliminary plans were
submitted. Mr. Townsley also said that Glenn Dull, County Engineer at that time,
was working with them to try and resolve problems with the intersection at Route 66
and a blind curve on Republican Avenue but Terry McGee, who replaced Glenn Dull as
County Engineer, will not approve the project. Mr. McGee stated that he cannot
approve the development since limited sight distance on two curves on Republican
Avenue and the improvements needed at its intersection with Route 66, make it
unsafe. He also informed the Commissioners that no public right-of-way is
available to improve the road. The Commissioners took this matter under advisement
at this time.
PUBLIC HEARING - ORDINANCE TO PROVIDE TAX CREDITS FOR AGRICULTURAL LAND
The President convened the Public Hearing at ll:45 a.m. to consider an ordinance
entitled "An Ordinance to Provide Tax Credits for Agricultural Land in Washington
County, Maryland." Eric Seifarth, Associate Planner - Agriculture, reviewed the
proposed Ordinance. After hearing all testimony, Commissioner Bowers announced
that the record will be held open for ten (l0) days in order to receive public
comments. Letters of support for the Ordinance were received from the Towns of
Williamsport and Boonsboro and the South County Democratic Club. The Hearing was
closed at l2:40 p.m.
RECESS
The meeting was recessed from l2:40 p.m. to l:40 p.m. for lunch.
APPROVAL OF MINUTES - JULY 3l, l990
Motion made by Commissioner Irvin, seconded by Downey, to approve the minutes of
July 3l, l990, as corrected. Unanimously approved.
ANTIETAM DRIVE - RAILROAD CROSSING
The Commissioners agreed to schedule a public hearing to proceed with the closing
of the railroad crossing at Antietam Drive.
CHANGE ORDER - DETENTION CENTER DESIGN
Motion made by Commissioner Roulette, seconded by Shank, to approve a Change Order
for the design contract for the addition at the Washington County Detention Center
to include a Facility Program for "E" Pod, in the amount of $4,500. Unanimously
approved.
HOUSING PRESERVATION GRANT
Motion made by Commissioner Irvin, seconded by Roulette, to accept the Housing
Preservation Grant in the amount of $ll0,000 from the Farmers Home Administration
to upgrade substandard housing and to authorize Commissioner Bowers to execute the
grant acceptance agreement. Unanimously approved.
GRANT - MARYLAND SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT
Motion made by Commissioner Roulette, seconded by Downey, to accept a grant from
the Maryland Small Cities Community Development Block Grant in the amount of
$260,00 for the Highfield/Cascade Wastewater Treatment Facility. Unanimously
approved.
BID AWARD - JANITORIAL SERVICES
Motion made by Commissioner Roulette, seconded by Irvin, to award the bid for
janitorial services for the County Administration Building to Hagerstown Goodwill
Industries who submitted the low bid of $23,9l8.52. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Shank, seconded by Roulette, to convene in Executive
Session at l:25 p.m. in regard to personnel, property and to confer with the County
Attorney in accordance with Section l0.508 of the State Government Article of the
Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin, seconded by Downey, to reconvene in Regular
Session at 2:35 p.m. Unanimously approved.

RIGHT-OF-WAY AGREEMENTS
Motion made by Commissioner Shank, seconded by Irvin, to accept the following
agreements: An Option Agreement with Mildred F. Litton, for 2.47 acres on Hopewell
Road in the amount of $50,000 in fee simple; Carolyn B. Hammond, et. al, for 7,645
sq. ft. in fee simple, 250 sq. ft. in perpetual easement, and 3,000 sq. ft. in
revertible easement needed for the Leitersburg/Smithsburg Road project in the
amount of $2,050; and Clarence D. & Evelyn Duffey for 8.354 sq. ft. in fee simple
and revertible easement as shown on the right-of-way plat in the amount of $3,000.
Unanimously approved.
REMOVAL OF TREES - REGIONAL AIRPORT
Motion made by Commissioner Roulette, seconded by Shank, to approve the payment of
$2,500 to Roy Byers for the removal of trees in the clear zone at the Washington
County Regional Airport. Unanimously approved.
DOUB/STERLING ROAD - RAILROAD CROSSING
Motion made by Commissioner Roulette, seconded by Irvin, to adopt a resolution
declaring the Conrail railroad crossing at Doub/Sterling Road to be a danger to ife
and property at the existing grade, in accordance with Article 23, Section 227 of
the Annotated Code of Maryland and to direct the County Attorney to notify Conrail
of this resolution and request further protection against danger at the said
crossing. Unanimously approved.

Motion made by Commissioner Roulette, seconded by Irvin, to adjourn at 2:40 p.m.
