I have researched our files and have determined that the lateral to this property was constructed by
the developer under the Maugans Meadows Project. We have field verified that the property is not
connected to the public sewer system. Brian and Craig met with Ms. Randolph and discussed the issue
with her. Ms. Randolph stated she appeared before the Advisory Commission and they granted her
exemption from connecting to the system. After researching the minutes from 2000 — 2004 the only thing I
could find was regarding the over flows at Maugansville Pump Station which prompted a letter from Brian
Brandt and to the residence in Maugansville about disconnecting sump pumps in the area. Ms. Randolph
stated a study was performed on the spring which runs under her house and she stated if she had to
connect to the public sewer system it would damage the integrity of the stream as well as her house. I
have not been able to locate any information regarding the study she is referencing. I have attached a
copy of the sewer lateral sheet, sewerage permit from the Health Dept., copy of her bill from the City of
Hagerstown, and copies of the Advisory Commission Meetings. Let me know if you need further
information.

Chairperson Diehl called the Regular Session Meeting of the Water and Sewer Advisory
Commission to order at 6:10 p.m. at the Washington County Water and Sewer
Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Christopher Yte , Secretary Michael
Armel, Commissioner Gordon Crabb, Comm' , Commissioner Bonnie
Parks, Commissioner Steve Klick, Gregory Murray, Director of Water and Sewer and
Jamie Calandrelle, Office Associate IV. Absent: Vice -Chairperson Glenn Fishack

READING CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes — March 23, 2000
Motion moved by Commissioner Parks, seconded by Secretary Armel to postpone
approval of minutes to the next advisory commission meeting scheduled May 11, 2000.

ADVISORY COMMISSION COMMENTS
Schedule of Advisory Commission Meetings — It was decided among the advisory
commission members present that the meeting schedule dates would remain the same. It
was discussed to designate a scheduled meeting as a workshop session to concentrate on
a specific topic starting in June, 2000 and alternating every other month thru September,
2000. Listed below is the summer schedule.

Commissioner Crabb stated he reviewed the information provided to him regarding the
closure of the Nicodemus Plant. He recommended the Nicodemus Plant be the topic of
discussion at the Workshop Session to be scheduled in June 8, 2000. Discussion
followed.
Secretary Armel inquired about the approved budget including the labor cost. Director
Murray stated he would provide a copy of the final budget to Secretary Armel.
Secretary Armel presented the Advisory Commission with a letter addressed to Senator
Mikulski and Senator Sarbanes in reference to the Advisory Commission supporting the
Board of County Commissioners in their request for assistance with the water and sewer
debt. After discussion it was agreed upon all to send the letter. (Attachment # 3)
Secretary Armel stated an organization called Environmental and Energy Study Institute
presented a forum on CSPAN and the topic involved water infrastructure and urban
development and the clean water act. Discussion followed.
Commissioner Klick inquired about an article in the Herald Mail in reference to
automated meter readings. Director Murray stated the Water and Sewer Department
purchased automated meter readers from Panhandle Pipe. That information after it is
received is then downloaded into our software for billing purposes.
Commissioner Parks stated at the Board of County Commissioners Meeting held April
11, 2000 a Maugansville property owner, Joyce Dunn, voiced her concern regarding the
sewage backup in her area. Director Murray stated the Department has researched her
concern and has been in contact with Ms. Dunn. He also stated the inflow and infiltration
problem appeared after heavy rains. Commissioner Parks stated Maugansville
Elementary School also has concerns while using their dishwasher. Discussion continued.
Commissioner Crabb inquired about the House Bill 1417. Director Murray stated that
information could also be found on the Maryland General Assembly web site. He also
stated House Bill 1417 to date has not been signed. Discussion followed.
Commissioner Crabb inquired about the use and revenue of the water towers. Director
Murray stated the revenue for use of the water towers is $14,480.00 Discussion followed.
DIRECTOR COMMENTS
Project & Summary Report — April 13, 2000 (Attachment #4) — Director Murray
reviewed the entire packet. He stated the Mapping(I&I (Inflow and Infiltration) is 50%
complete. He also referred to the Elk Ridge Water Tank which is in the designing stages.

Director Murray also stated in reference to the BNR Upgrade at Conococheague WWTP
the water use and appropriation permit has not been received from the Maryland
Department of the Environment. He also referenced the Citicorp -Highfield Chemical
Tanks project which will save in chemical costs approximately $27,000 per year.

Director Murray also commented on the City -County Connector Force Main project.
Currently ownership of the title of the water line is an issue and is being researched.

Director Murray stated all employees received a copy of the letter of appreciation from
the Advisory Commission at the employee meeting held last Friday, April 7, 2000.

a spill/discharge that occurred in March 22, 2000. (Attachment #2) She referred to a
report dated March 22, 2000 addressed to Mr. Doug Hutzell MDE. (Attachment #3)
She also stated she received a letter from Senator Alex Mooney's office regarding this
situation as well as copies of letters he mailed to County Administrator Rod Shoop and
Water and Sewer Advisory Commission May 11, 2000

Washington County Commissioner Paul Swartz, (Attachment #4� After further
discussion, Chairperson Diehl stated several items that need to be reviewed are as
follows:
1-Locate policy on reporting overflows.
2-Designate holding advisory commission meetings in outlying areas including
Maugansville.
3-Update communications between engineering and planning departments
regarding future growth and capacities.
4-Notify Doug Hutzell and discuss the overflow/spill that occurred.
Secretary Armel questioned whether the local newspaper is notified or the radio station
when an overflow or spill occurs. Operations Coordinator Bishop stated he would look
research the policy on reporting overflows/spills.
ADVISORY COMMISSION COMMENTS
Secretary Armel stated he attended the planning commission and gave a brief summary
of ongoing projects.
COUNTY COMMISSIONER COMMISSION COMMENTS
County Commissioner Wivell stated he attended the Western Maryland Commissioners
Meeting. He referred to Carroll County and an issue regarding their discharge from one
of their treatment plants.
County Commissioner Wivell also stated Governor Glendenning has appointed an
individual from the Environmental Protection Agency to the State Department of
Planning. Discussion continued.
OPERATIONS COORDINATOR COMMENTS

This is the Follow up letter to the spill I reported to your office 3-22-00 @ 3:OOP:
1 -Date/ Time: 3-22-00/ Approx. 9:00 A
2 -Location: Maugansville Pumping Station, gravity manhole #102, just off of Maugansville Rd
3 -Spill/ Volume: We estimate that will the manhole overflowed we lost approx. 20,000 gallons, of
wastewater/ ground water.
4 -Cause of Spill: Due to the 2inches of rain we received, the ground water table was up, compacting this
problem are illegal hookups to our sanitary sewers in the area ( down spouts, sump pumps etc...). The
combination of all this added to the normal flow, caused our collection system to the station to charge we
began to receive wastewater at a greater rate than we could pump out , (both pumps running pump approx.
500 gpm). Both pumps ran continuous for more than a day at at the time of peak flow 9:OOA-4:OOP the
station just coould not keep up with the influent it was receiving.
5 -Steps taken to reduce/ eliminate:Once the rains stopped and the pumps could catch up, the overflow
condition stopped.We are currently in beginning stages of a system wide Infiltration and inflow study to
correct problem areas in our systems, also to crack down on illegal hook-ups into our sanitary sewers.
Once the overflow stopped our clean-up crews removed all solids and debris from the overflow, hosed
down the affected area and spread lime at the site.

Thank you for taking the initiative to investigate the water and sewage drainage
problem that Ms. Joyce Dunn brought to your attention at the County meeting Wednesday
evening. Ms. Dunn called my office late Wednesday to explain her observations and I
strongly advised that she approach the Commissioners about this problem.
