The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the followng
members present: Vice President Linda C. Irvin and Commissioners R. Lee Downey,
Richard E. Roulette and John S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Jean Burhans, member of the Zonta Club, followed by
the Pledge of Allegiance to the Flag by the full assemblage.
PROCLAMATION - ZONTA CLUB'S 60TH ANNIVERSARY
Commissioner Bowers presented a proclamation to Suzanne Hayes, President of Zonta
Club, proclaiming June 7, l990, as Washington County Zonta Day in honor of their
60th anniversary, and encouraging all citizens to recognize the splendid efforts
Zontians have put forth for the welfare of the County. Ms. Hayes introduced other
members of the Zonta Club in attendance and thanked the Commissioners for the
proclamation and the recognition.
INTRODUCTION OF EMPLOYEE
Paul Prodonovich, Director of Permits & Inspections, introduced Larry Baldwin, who
was recently hired as a Building Inspector.
INTRODUCTION - EXECUTIVE DIRECTOR - WASHINGTON COUNTY MENTAL HEALTH
AUTHORITY
Richard Grumbacher, President of the Washington County Mental Health Authority
Board, introduced the new Executive Director of the Mental Health Authority,
Frederic Leon Bayless. Mr. Bayless briefly described his background and added that
he hopes the Authority will be an organization the Commissioners will be proud of.
COMMUNITY ACTION COUNCIL - CERTIFICATE OF APPRECIATION
Due to the fact that he was unable to attend Community Action Council's 25th
anniversary celebration, Libby Earley, a member of CAC's Board of Directors,
presented Commissioner Bowers with a Certificate of Appreciation in recognition of
his time and expertise in helping people help themselves.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Airport Commission's activities and the meeting
with the Delegation to the General Assembly at the Maryland Correctional Training
Center; Commissioner Shank reported on the Economic Development Commission meeting
at Pleasant Valley; Commissioner Roulette reported on the Planning Commisison
meeting; and Commissioner Bowers informed the Board that he received petitions
regarding intersection improvements on Harp Road and cable T.V. service on Frog Eye
Road.
APPROVAL OF MINUTES - MAY 22, l990
Motion made by Commissioner Irvin, seconded by Downey, to approve the minutes of
May 22, l990, as corrected. Unanimously approved.
BID AWARD - ROOF - CIVIL DEFENSE CO. 28 BUILDING
Motion made by Commissioner Downey, seconded by Shank, to award the bid for the
roofing project at the Civil Defense Company 28 building to Kline Associated
Roofing Contractor, Inc., who supplied the only bid of $9,600 and to waive the
Performance Bond. Unanimously approved.
BID AWARD - TRANSPORT OF INDIGENT PATIENTS
Motion made by Commissioner Downey, seconded by Irvin, to award the bid for
transport of indigent patients to area, State and VA hospitals, for Fiscal Year
l99l, to County Medical Transport, Inc., who submitted the only bid for rates as
follows: Base Rate - $50/one way, Cost per Loaded Mile - $2.00; Options: Base
Rate - $l00/roundtrip, Oxygen - $l0/hr., Emergency status or expedited services -
$20, Extra Attendant - $20, Waiting time - $50, Heart monitor - $50, Night
differential - $20, Night differential (between 24:00 and 06:00) - $50, and
Incomplete Call - $50. Unanimously approved.
BELVEDERE ROAD - ONE-WAY TRAFFIC
Motion made by Commissioner Shank, seconded by Downey, to agree to make Belvedere
Road one-way towards its intersection with Jefferson Boulevard, as recommended by
the Transportation Advisory Committee and as requested by petition of residents on
Belvedere Road and Ronnie Drive. Unanimously approved.

PUBLIC HEARING - AGRICULTURAL PRESERVATION DISTRICTS
The President convened the Public Hearing at l0:l5 a.m. in order to hear comments
regarding applications for establishment of Agricultural Preservation Districts.
Eric Seifarth, Associate Planner - Agriculture, reviewed Application AD-90-8,
submitted by Charles and Martha Wiles, for l90.88 acres located 3 miles west of
Downsville and on the south side of Falling Waters Road. Mr. Seifarth informed the
Commissioners that the property is zoned Agricultural, is outside the Urban Growth
Area and that 98% of the soils are Class I, II and III. No one was in attendance
to speak in opposition to establishment of this District. MOTION made by
Commissioner Shank, seconded by Roulette, to approve application AD-90-8, submitted
by Charles and Martha Wiles, for establishment of an Agricultural Preservation
District. Unanimously approved.
Mr. Seifarth also reviewed Application AD-90-l0, submitted by George and Carol
Engstrom, for establishment of an Agricultural Preservation District for 38.59
acres of land located 4 miles east of Hagerstown at the intersection of Old Forge
Road and Clopper Road. He explained that this property is eligible for the program
by being contiguous to the Schooley land which is in an Agricultural Preservation
District and which is larger than l00 acres. No one was in attendance to speak in
opposition to the establishment of the District. MOTION made by Commissioner
Roulette, seconded by Irvin, to approve application AD-90-l0, submitted by George
and Carol Engstrom, for establishment of an Agricultural Preservation District.
Unanimously approved.
MAY YOUTH OF THE MONTH AWARD
Commissioner Roulette presented a Certificate of Merit to Joanna Staub in
recognition of her selection as Youth of the Month for May l990, as recommended by
the Children's Council. Commissioner Roulette listed her achievements in 4-H,
community activities and academics. Joanna thanked the Commissioners for the
award.
BID AWARD - CHASSIS & BODY UNIT - COMPANY 25 EMERGENCY AIR UNIT
Motion made by Commissioner Roulette, seconded by Shank, to award the bid for
Option A-Chassis to Martin Truck Corporation, who submitted the low bid of $33,367
and to award the bid for Option B-Body and Air System to West Potomac Fire & Rescue
Equipment, Inc. and accept Option 4 proposed in the amount of $l44,000, as
recommended by the Purchasing Agent. Unanimously approved.
REAPPOINTMENT - WESTERN MARYLAND HEALTH PLANNING AGENCY
Motion made by Commissioner Downey, seconded by Shank, to reappoint Nancy Russell
to the Western Maryland Health Planning Agency to a three-year term as a Consumer
representative. Unanimously approved.
LINE ITEM TRANSFER - PARKS DEPARTMENT
Motion made by Commissioner Downey, seconded by Shank, to approve the line item
transfer requested by the Parks Department as follows: $l,000 from Arts Pavilion
Performances (0l-5-l80l-520-ll0) to Equipment Repairs (0l-5-l80l-542-000), $500
from Arts Pavilion Performances to Small Tools & Parts (0l-5-l80l-5l0-000), and
$300 from Arts Pavilion Performances to Household Supplies (0l-5-l80l-5ll-0l0).
Unanimously approved.
RECYCLING PROPOSALS
Barry Teach, Administrator, informed the Commissioners that proposals have been
reviewed by the Coordinating Committee regarding establishment of collection
centers at transfer stations and in County municipalities for recyclable
materials. The Coordinating Committee is recommending Browning-Ferris, Inc., who
submitted the low proposal of $86,382 per year, which includes rental of
containers, hauling containers and processing. Mr. Teach suggested that the
Coordinating Committee contact the towns to decide the frequency of collection,
responsibility of monitoring the sites, etc., and then report to the Commissioners
and contact BFI. The Commissioners agreed to this approach as outlined.
LEASING - BEAVER CREEK ROAD PROPERTY
Mr. Teach, Administrator, informed the Commissioners that he had received a request
from Scott Toms to lease three acres along Beaver Creek Road for agricultural
purposes. The Commissioners agreed to lease the land to Mr. Toms this growing
season for the amount of $25 per acre.
ROAD NAME CHANGE
Motion made by Commissioner Irvin, seconded by Roulette, to agree to change the
name of short Strite Road to Black Angus Road as suggested by the residents.
Unanimously approved.

BID OPENING - SHOWALTER ROAD RECONSTRUCTION
The bids for reconstruction of Showalter Road were publicly opened and read aloud.
Firms participating in the bidding and their proposals were as follows: Charles E.
Brake Co., Inc. - $l39,690.50, and Wolfe Brothers, Inc. - $2l6,072.50. The bids
will be reviewed by appropriate officials prior to a decision being rendered.

SUPPORT FOR MISS WASHINGTON COUNTY SCHOLARSHIP PAGEANT
Motion made by Commissioner Irvin, seconded by Shank, to support the Miss
Washington County Scholarship Program by providing the necessary funding for rental
of the Maryland Theatre, with the contingency that policy established that
contestants must reside, work in or attend school full-time in Washington County be
continued, with funds to be taken from the Visitors & Convention Bureau - Special
Events Budget. Unanimously approved.
ACCEPTANCE OF EASEMENT - PARKVIEW MEADOWS
Motion made by Commissioner Shank, seconded by Roulette, to formally accept the
dedication of an 8' easement, adjacent to the pedestrian walkway on Lots 90 and 9l
of Parkview Meadows subdivision and to accept fee simple title to the pedestrian
walkway right-of-way. Unanimously approved.
URBAN GROWTH AREA - WATER/SEWER STUDY
James Brittain, Director of the Planning Department, and Lynn Palmer, Executive
Director of the Sanitary Commission, presented the recommendations of the Urban
Growth Area Water/Sewer study being prepared by BCM Potomac, for the City of
Hagerstown and Washington County. Mr. Brittain informed the Commissioners that
this study is also being presented to the Hagerstown Mayor & Council at their
meeting later today. The Commissioners discussed the study and agreed to make this
an agenda item to be discussed at the meeting with the City of Hagerstown on June
l2.
BID AWARD - SHOWALTER ROAD RECONSTRUCTION
Motion made by Commissioner Irvin, seconded by Roulette, to award the bid for
reconstruction of Showalter Road to Charles E. Brake Co., Inc., who submitted the
low bid of $l39,690.50. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey, to convene in Executive
Session at l2:l0 p.m. in regard to personnel, property and legal matters in
accordance with Section l0.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin, seconded by Shank, to reconvene in Regular
Session at l:l5 p.m. Unanimously approved.
TRANSFER OF EMPLOYEE - GAS HOUSE ATTENDANT
Motion made by Commissioner Shank, seconded by Irvin, to transfer O. H. Helser from
the Parks Department to the Roads Department. Unanimously approved.
RECLASSIFICATION - COUNTY COMMUTER
Motion made by Commissioner Irvin, seconded by Downey, to reclassify Kenneth
Kinnard from "B" Mechanic to Maintenance Assistant/Stockroom Clerk at the County
Commuter. Unanimously approved.
SUPPLEMENTAL APPROPRIATION OF FUNDS - PERSONNEL
Motion made by Commissioner Irvin, seconded by Downey to appropriate up to $7,000
to the Personnel Department with funds to be taken from the Fund Balance, for the
purchase of office furniture. Unanimously approved.

Motion made by Commissioner Roulette, seconded by Irvin, to adjourn at l:20 p.m.
