SUBJECT: Brumbaugh-Kendle-Grove Farmstead update
PRESENTATION DATE: Tuesday July 19, 2016
PRESENTATION BY: Phil Ridenour, Airport Director
RECOMMENDED MOTION: Move to advertise a Request for Proposals(RFP) for the
demolition ofthe Farmstead in accordance with Stipulation V of the Memorandum of Agreement
MOA)between Federal Aviation Administration, Maryland Historic Trust (MHT)and
Washington County.
REPORT-IN-BRIEF: The property was acquired on July 13, 1999 using FAA funding.
Due to the historical nature of the property, there was a decision made to develop an MOA.That
MOA was fully executed on June 15, 2011.
DISCUSSION: Timeline for the execution of the MOA is as follows:
September 14, 2011 —In accordance with the MOA, a
Working Group was formed and conducted their first
meeting to develop a marketing plan for the disposition of
the property.
April 11, 2014—RFP was advertised for Option I
Adaptive Reuse of the farmstead in its present location for
an aviation related purpose).
o No proposals were received for Option I
July 17,2015—It was determined by the working group
and County to re-advertise Option I
July 29,2015—Second RFP was advertised for Option I
o No proposals received
September 11, 2015 in a meeting between the MHT, FAA
and the County, it was decided to advertise Options II
Relocate farmhouse barn and some or all of the
outbuildings elsewhere on airport property)and Option III
Relocate the farmhouse, barn and some or all of the other
outbuildings off airport property and adaptively reuse them
for a specified purpose) in the same RFP
April 14, 2016—RFP for Options II and III was advertised
o No proposals received
As a result of the above actions, we are at the point in the MOA
where we have three courses of action:
1. Modify the Marketing Plan requirements and re-offer
a. We feel as though we have done this already by re-
advertising for Option I
2. Demolish the property in accordance with the MOA,
Stipulation V
3. Chose to renovate and occupy for airport needs or other
options which may preserve the structure.
At the Thursday June 30, 2016 meeting of the Airport Advisory
Commission,there was a vote taken to support the demolition of
the structures in accordance with the MOA.
FISCAL IMPACT: No planned fiscal impact at this time
CONCURRENCES: Airport Advisory Commission
ALTERNATIVES: The Commissioners may choose one of the other two courses of
action offered within the MOA.

SUBJECT: Special Recognition: Purchasing Department — UPPCC Agency
Certification

RECOMMENDED MOTION: N/A
REPORT-IN-BRIEF: Through its Agency Certification Award program, the
Universal Public Procurement Certification Council (UPPCC) identifies organizations that have
earned the distinguished and unique honor of achieving and/or maintaining a high percentage of
qualifying staff that are UPPCC Certified. This program was developed to recognize those
organizations that have made a concerted effort to achieve procurement excellence. All qualified
Washington County Purchasing Department staff have received one or both of the UPPCC
Certifications of Certified Professional Public Buyer and/or Certified Public Procurement
Officer. In order to maintain certified status, an individual is required to recertify (45 contact
hours) every five (5) years in three (3) categories of involvement: Continuing Education —
Accredited; Continuing Education—Non-Accredited; and Professional Contributions.
Each agency category has a specified percentage of qualifying procurement staff that must be
UPPCC certified in order to achieve the award. The three (3) categories and their corresponding
requirements are as follows:
Small Agency (1-11 qualifying employees): 100% of qualifying staff must be UPPCC
certified in order to achieve the award
Mid-Sized Agency (12-50 qualifying employees): 90% of qualifying staff must be UPPCC
certified in order to achieve the award
Large Agency (51+ qualifying employees): 75% of qualifying staff must be UPPCC certified
in order to achieve the award
Applies to Washington County
The UPPCC Agency Certification Award is an annual recognition for which qualifying agencies
must apply every year for consideration. The 100% qualifying certified Purchasing Department
staff consists of:

The Sterling Agency Award is an advanced level of recognition reserved for those agencies that
apply for and achieve UPPCC Agency Certification Award recognition for three (3) consecutive
years. Washington County has achieved this award by having 100% of the qualifying staff
certified in 2013 thru 2016 and will receive recognition in the award announcements at the NIGP
Annual Forum at National Harbor, Maryland this August.

SUBJECT: Rehabilitation of Taxiway at Hagerstown Regional Airport— Approval to
Accept Grant Award

RECOMMENDED MOTION: Move to approve the acceptance of grant funds from the
Federal Aviation Administration in the amount of$2,171,663.
REPORT-IN-BRIEF: The Hagerstown Regional Airport submitted an application to the
Federal Aviation Administration requesting funding for the rehabilitation of Taxiway C at the
Hagerstown Regional Airport to ensure compliance with the Geometry Standards. This project
was previously approved in the FY2016 CIP budget.
DISCUSSION:The Office of Community Grant Management has review the
funding guidelines. There is a County match requirement of 2.5%which is included in the
Airport's approved CIP budget, in addition to a 2.5%match provided by the Maryland Aviation
Administration for a total project amount of$2,285,961.05.

SUBJECT: Senator Amoss Funding Allocation
PRESENTATION DATE: July 19, 2016
PRESENTATION BY: R. David Hays, Director of Emergency Services
RECOMMENDED MOTION: Move to accept the recommendations of the Director of
Emergency Services, authorizing the Department of Budget and Finance to distribute the FY
2016 Senator William H. Amoss Fire, Rescue, and Ambulance Fund subsidy as outlined in the
attached document. The total fiscal year 2016 funding received by the County is$305,043.00.
REPORT-IN-BRIEF: The State of Maryland distributes four equal quarterly payments to each
County for support of local fire and rescue operations. The County in turn distributes the
funding to all vol. fire and rescue corporations. Financial accountability and reporting is handled
within the Division of Emergency Services and the County files a financial report with the State
on an annual basis. A noted change for FY 2016 is included in the distribution formula. The
change includes a reserved amount of$11,732.42 for the Fairplay Vol. Fire Company. This
reserved funding will be distributed if,or when,the Company receives an approval by the
B.o.C.C.'s to begin providing emergency services within Washington County, Md.
DISCUSSION: The Senator William H.Amoss Fire, Rescue and Ambulance Fund is
authorized within the Public Safety Article of the Annotated Code of Maryland. The Maryland
Emergency Management Agency is responsible for the program.
FISCAL IMPACT: Loss of funding would result in the reduction of capital equipment funding
and expenditures that are available to the independent fire and EMS companies.
