The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:30 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Linda C. Irvin, and Commissioners R. Lee Downey,
Richard E. Roulette and John S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Reverend Carl Zinn, Christ Reformed Church,
followed by the Pledge of Allegiance to the Flag by the full assemblage.
CHILDREN'S COUNCIL - CERTIFICATE OF WELCOME
Commissioner Irvin, Commissioner/representative on the Children's Council,
explained the new program developed by the Children's Council, in conjunction with
the Washington County Hospital, whereby a certificate will be presented welcoming
each newborn into the County. Commissioner Bowers presented the first Certificate
of Welcome to Paula Crebbs whose daughter, Holly, was born on January l, l990 at
2:37 a.m.
ACCEPTANCE OF SUBDIVISION & OPTION AGREEMENTS
Motion made by Commissioner Roulette, seconded by Irvin, to accept an Irrevocable
Letter of Credit (No. 0064) for the amount of $l00,000 from Antietam Development
Company for Highland Manor Phase II to guarantee that all work will be completed in
six months and to accept Option Agreements for the Showalter Road project from
Laban R. Showalter et al, for 252 square feet and from Elmer M. Showalter, et
al,for .423 acres in fee simple, for no consideration. Unanimously approved.
CHILD CARE/ZONING REGULATION APPLICATION
Paul Prodonovich, Director of Permits & Inspections, and Gary Rohrer, Chief,
Division of Planning and Codes Administration, appeared before the Commissioners
for the purpose of getting their input concerning an amendment to the Zoning
Ordinance to establish child care facilities as an accessory use in Commercial and
Industrial districts. The Commissioners directed Mr. Prodonovich to proceed in
drafting an amendment for them to review.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Task Force on Homelessness meeting; Commissioner
Downey reported on the Drug & Alcohol Abuse Advisory Council meeting and the
Steering Committee for the City of Hagerstown; Commissioner Shank reported on the
Chamber of Commerce elections; and Commissioner Roulette reported on the Tourism
Advisory Commission meeting.
NARCOTICS TASK FORCE - TRANSFER OF FUNDS
Motion made by Commissioner Roulette, seconded by Shank, to approve the request
made by the Narcotics Task Force and State's Attorney to transfer $2,500 from the
State's Attorney's Capital Outlay Budget for NTF software (0l-5-0ll3-687-000) to
the Narcotics Task Force line item Office Furniture & Equipment (0l-5-l202-687-
0l0)for computer equipment. Unanimously apppoved.
REVISED PROCEDURES FOR PUBLIC HEARINGS
The Commissioners discussed the revised Presiding Officer Statement and procedures
for rezoning hearings. The Commissioners made minor revisions and Ralph France,
County Attorney, suggested that he distribute this to attorneys and consultants who
are ususally involved in rezoning cases to obtain their input. The Commissioners
agreed with this recommendation.
ABATEMENT OF PROPERTY TAXES - THREE ACRE PARCEL
Motion made by Commissioner Roulette, seconded by Irvin, to abate the taxes on a
three-acre parcel of land owned by Fairchild Industries to be used for drainage,
which was agreed upon when the County purchased property from Fairchild.
Unanimously approved.
PROPOSED TRAVEL TRAILER USER FEES
Ralph France, County Attorney, presented a proposed Ordinance to provide for the
imposition of travel trailer and mobile home park user fees for their review. The
Commissioners suggested revisions and agreed to schedule a public hearing on this
matter. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Shank, to convene in Executive
Session at l0:45 a.m. in regard to property and legal matters in accordance with
Section l0.508 of the State Government Article of the Annotated Code of Maryland.
Unanimously approved.

Motion made by Commissioner Shank, seconded by Roulette, to reconvene in Regular
Session at ll:00 a.m. Unanimously approved.
ANNUAL VISIT - CONGRESSWOMAN BEVERLY BYRON
Congresswoman Beverly Byron visited with the Commissioners to discuss any concerns
or problems they have with programs under the jurisdiction of the Federal
government. The Commissioners discussed various topics including the need for
radar equipment at the Washington County Regional Airport, runway extension to
Route ll, and timely reimbursement from the FAA for the purchase price of the
Burkholder farm. Other topics discussed were water safety on the Potomac River,
Community Development Block Grant funding, and possible legislation regarding
recycling and packaging. The Commissioners asked Representative Byron for
assistance in obtaining prevailing wage rates for the 70/8l rail spur project from
the Department of Labor.
PRESENTATION OF NEW WASHINGTON COUNTY PIN
Leroy Burtner, Director of the Economic Development Commission, presented
Congresswoman Byron and the Commissioners with the new Washington County pin. The
new pin depicts the bust of George Washington with nine stars at the top
representing the municipalities in Washington County. Mr. Burtner thanked the EDC
Promotions Committee, Paulette Sprinkle, Community Coordinator and his staff
members for their participation in development of the pin.
BY-LAWS - CONVENTION & VISITORS BUREAU
Robert O'Connor, Director of the Office of Tourism, introduced the officers of the
newly established Convention & Visitors Bureau: President - Paul Waggoner, Vice
President - Frank Sagi, Treasurer - Jack Young, and Secretary - Sam Bayer. Mr.
O'Connor also presented a copy of the by-laws, which were adopted at their meeting,
to the Commissioners. Mr. O'Connor stated that they are now fully supported by the
private sector through the hotel/motel tax and from State grants to operate the
Tourism Visitors Centers and they will receive no County General Fund support. The
Commissioners thanked them for a job well done.

Motion made by Commissioner Downey, seconded by Roulette, to convene in Executive
Session at l2:45 p.m. in regard to personnel, property and legal matters in
accordance with Section l0.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Irvin, to reconvene in Regular
Session. Unanimously approved.
APPOINTMENT - SOLID WASTE MANAGEMENT ADVISORY COUNCIL
Motion made by Commissioner Downey, seconded by Irvin, to appoint Mike McGauhey to
the Solid Waste Management Advisory Committee. Unanimously approved.

Motion made by Commissioner Irvin, seconded by Shank, to adjourn at 2:40 p.m.
Unanimously approved.
