JOINT MEETING WITH WASHINGTON COUNTY BOARD OF EDUCATION
The Board of County Commissioners participated in a tour of the newly relocated offices
of the Board of Education at 10435 Downsville Pike, Hagerstown, and thereafter held a
joint meeting. County Commissioner President Terry L. Baker called the meeting to order
at 8:34 a.m. In attendance were Commissioners Ruth Anne Callaham, Jeffrey A. Cline,
and William B. McKinley. Vice President John F. Barr was absent from the meeting.
Board of Education members present were Justin Hartings, Paul Bailey, Donna
Brightman, Jacqueline Fischer, Karen Harshman, Wayne Ridenour, and Melissa
Williams.
LEGISLATIVE UPDATE
Board of Education member Donna Brightman discussed the key legislative initiatives
that may affect the school system's budget. The topics discussed were Thornton II, Pre -
Kindergarten Expansion, IT Gap, CIP, Education Stability, Out-of—County Buses,
Student Discipline, MSA Waiver, and Starting Time Task Force.
SECOND OUARTER BUDGET ADJUSTMENTS - BOARD OF EDUCATION
FY 2014 GENERAL FUND BUDGET
Chris South, Chief Financial Officer, Washington County Public Schools, requested
adjustments to the Second Quarter FY 2014 General Fund Budget by decreasing the
following categories: Administration - $18,380, Mid -Level Administration - $194,181,
Instructional Salaries - $196,516, Other Instructional Costs - $52,750, Student
Transportation Services - $21,199, Capital Outlay - $20,080, and Fixed Charges -
$90,540, and by increasing the following categories: Revenue - $161,850, Instructional
Textbooks and Supply - $1,385, Student Health Services - $101,095, Operation of Plant -
$78,732, and Maintenance of Plant - $574,284, for a net change in fund balance of $0.
Mr. South discussed the reasons for the category changes.
Commissioner Callaham, seconded by Cline, moved to approve the requested Second
Quarter adjustments to the Board of Education's FY 2014 General Fund Budget. The
motion passed unanimously. (4-0, Commissioner Barr was absent.)
CONVENE IN CLOSED SESSION
Commissioner Cline, seconded by Callaham, moved to convene in closed session at
8:55 a.m. to consider the acquisition of real property for a public purpose and matters
directly related thereto; and to consider a matter that concerns the proposal for a business
or industrial organization to locate, expand, or remain in the State, in accordance with
Section 10-508(a) (3) and (4) of the State Government Article of the Annotated Code of
Maryland. The motion passed unanimously.

In closed session, the Commissioners discussed specific aspects of a proposal by a local
business entity to expand its operations in the County as well as various aspects of the
potential purchase of real property with County staff, the elected members of the Board
of Education, various Washington County Public Schools (WCPS) staff, and several
representatives of the local business entity.
During closed session, the Commissioners requested that the Board of Education and
WCPS staff keep the Commissioners updated regarding the progress as this matter moves
forward.
Present during closed session were Commissioners Terry L. Baker, Jeffrey A. Cline, Ruth
Anne Callaham, and William B. McKinley. Also present were Gregory Murray, County
Administrator; Sarah L. Sprecher, Assistant County Administrator; Katie Yoder,
Executive Administrative Assistant; John Martirano, County Attorney; Debra Murray,
Finance Director; Justin Hartings, Paul Bailey, Donna Brightman, Jacqueline Fischer,
Karen Harshman, Wayne Ridenour, and Melissa Williams; and Washington County
Public Schools staff members Dr. Clayton Wilcox, Chris South, Boyd Michael, Chad
Criswell, Anthony Trotta, and two representatives of a local business entity proposing to
expand its operations in the County.
RECONVENE IN OPEN SESSION
Commissioner Cline, seconded by McKinley, moved to reconvene in open session at
10:10 a.m. The motion passed unanimously.
RECESS
The Commissioners recessed at 10:10 a.m. to return for their regular meeting at the
County Administration Building, 100 W. Washington Street, Room 227, Hagerstown.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Barr offered the Invocation followed by the Pledge of Allegiance to the
Flag by the full assemblage.
CALL TO ORDER
President Terry L. Baker called the regular meeting of the Board of County
Commissioners of Washington County, Maryland to order at 10:29 a.m. in the County
Administration Building located at 100 West Washington Street, Room 227, Hagerstown,
with the following members present: Vice President John F. Barr and Commissioners
Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley.
APPROVAL OF MINUTES — FEBRUARY 25, 2014
Commissioner Barr, seconded by McKinley, moved to approve the minutes of February
25, 2014. The motion passed unanimously.

COMMISSIONERS' REPORTS AND COMMENTS
Commissioner Cline thanked the Washington County Board of Education for the tour of
its new Administration Building. He congratulated all who were involved in the Business
Awards ceremony sponsored by the County's Department of Business Development and
the Hagerstown -Washington County Chamber of Commerce. Mr. Cline attended a
business outreach visit to Sentinel Capital Solutions and the 10th anniversary celebration
of Hagerstown Magazine. He attended the High Rock Marketing Summit and the
Agricultural Education Center's spaghetti dinner. Commissioner Cline was present at the
Eagle Scout Court of Honor for Jordyn Edlund.
Commissioner Callaham reported on the High Rock Marketing Summit attended by over
200 people. She attended a Hagerstown Regional Airport Marketing Committee meeting
and the Business Awards ceremony. Ms. Callaham was present at the business visit to
Sentinel Capital Solutions and the Cycle United event. She attended the spaghetti dinner
at the Agricultural Education Center and the Eagle Scout ceremony for Jordyn Edlund.
Commissioner Barr attended the 10th anniversary celebration of Hagerstown Magazine
and the Business Awards ceremony. He reported on a meeting in Annapolis for the
Maryland Association of Counties. Mr. Barr expressed a Happy Birthday greeting to his
grandmother who was recognized recently in The Herald -Mail Newspaper.
Commissioner McKinley attended the Business Awards ceremony. He attended the
Washington County Builders and Contractors Association meeting where Commissioner
Cline was the guest speaker. Mr. McKinley was present at the Hagerstown Regional
Airport marketing meeting and the 10th anniversary celebration of Hagerstown Magazine.
Commissioner Baker thanked the Board of Education for hosting the morning meeting
and tour of its new facility. He attended the business outreach meeting to Sentinel Capital
Solutions. Commissioner Baker was present at the Community Action Council board
meeting and noted that it is in the process of hiring a new director.
CITIZENS' PARTICIPATION
There were no citizens present who wished to participate.
REPORTS FROM COUNTY STAFF
Emergenev Services/Denartment of Business DeveloDment
Leslie Hart, Agricultural Marketing Specialist, Department of Business Development,
and Kevin Lewis, Director, Emergency Services, advised of a Grain Bin Rescue seminar
organized by Price and Price Farming in conjunction with the Agricultural Education
Center and Department of Business Development. The event on March 8th and 9th will
present information and raise awareness of grain bin rescue procedures.

Health and Human Services
Stephanie Stone, Director, Health and Human Services, requested permission to advertise
and fill the following three budgeted, full-time positions: one (1) Grade 11 Building
Inspector, Engineering and Construction Management; and two (2) Grade 8 Collection
Operator Trainees, Water Quality. The Commissioners discussed the positions.
Commissioner McKinley, seconded by Callaham, moved to approve the request as
presented. The motion passed unanimously.
En6neerina and Construction Manavement
Rob Slocum, Director, Engineering and Construction Management, informed the
Commissioners of meetings of the Advisory School Design Review Committee regarding
the West City School project and provided updates on the Professional Court Bridge
grant and Yale Drive project.
BID RENEWAL — UNIFORMS FOR WASHINGTON COUNTY SHERIFF'S
OFFICERS
Rick Curry, Buyer, Purchasing Department, and Randy Wilkinson, Chief Deputy,
Sheriffs Department, recommended renewal of the contract for Uniforms for
Washington County Sheriff s Officers (PUR-1206) to Red the Uniform Tailor, Inc., of
Lakewood, New Jersey, for a one year period beginning April 16, 2014 at the same terms
and conditions, with the exception of increasing the cost of felt hats to $96.50 and straw
hats to $84.50. Mr. Curry indicated that uniforms are purchased on an as -needed basis.
The Commissioners discussed the recommendation.
Commissioner Callaham, seconded by Barr, moved to renew the contract with Red the
Uniform Tailor, Inc., of Lakewood, New Jersey, as presented. The motion passed
unanimously.
CONTRACT RENEWAL — CONSTRUCTIONBUILDING INSPECTION
SERVICES REOUIREMENTS CONTRACT
Karen Luther, Purchasing Director, and Rob Slocum, Director, Engineering and
Construction Management, requested approval to renew the primary requirements
contract for Construction/Building Inspection Services (PUR-1155) to Development
Facilitators, Inc. of Millersville, Maryland, based on its request for a one and one-half
percent increase to hourly rates contained in the contract originally awarded on May 17,
2011. The Commissioners discussed the proposal.
Commissioner Barr, seconded by McKinley, moved to renew the contract as presented.
The motion passed unanimously.

PROFESSIONAL DESIGN SERVICES FOR WASHINGTON COUNTY
CENTRAL ADMINISTRATION BUILDING OFFICE
Karen Luther and Rob Slocum requested the Commissioners to authorize by Resolution,
an Intergovernmental Cooperative Purchase of architectural and engineering services and
to award a contract to Bushey Feight Morin Architects, Inc., of Hagerstown, Maryland
for architectural and engineering services for the Washington County Administration
Building Office Renovations for $145,256.00 by utilizing the Washington County Public
Schools RFP #2013-33 On Call Architectural and Engineering Services contract. Mr.
Slocum described the plan to renovate the existing buildings located at 100 and 120 West
Washington Street, including providing an expanded County Commissioner meeting
room. The Commissioners discussed the project and funding for the renovations.
Commissioner Baker stated that he would not be supporting the proposal.
Commissioner Callaham, seconded by Barr, moved to award the contract for architectural
and engineering services to Bushey Feight Morin Architects, Inc. for $145,256.00 as
presented. The motion passed with Commissioners Callaham, Barr, Cline, and McKinley
voting "AYE" and Baker "NO." (Resolution No. RS -2014-04 is located in the County
Commissioners' Office.)
RECESS
The Commissioners recessed at 11:30 a.m. to attend a budget presentation and luncheon
with the Washington County Free Library Board of Trustees at 100 South Potomac
Street, Hagerstown.
AFTERNOON SESSION
President Terry L. Baker called the afternoon session to order at 1:35 p.m. with the
following members present: Vice President John F. Barr and Commissioners Ruth Anne
Callaham, Jeffrey A. Cline, and William B. McKinley.
CAPITAL IMPROVEMENT PROGRAM DISCUSSION
Debra Murray, Finance Director, and Sara Greaves, Accountant, of the Capital
Improvement Program (CIP) Committee, discussed several categories in the County's
FY 2015 draft CIP Plan that included the Board of Education, Hagerstown Community
College, and the Road Improvement Capital Plan.
Board of Education - A total project cost of $143,669,500 is projected over the next ten
years. Funding includes the Bester Elementary School Replacement, West City
Elementary School Phase I, Sharpsburg Elementary -School Replacement, Western
Heights Middle School Modernization, and E. Russell Hicks Middle School
Renovation/Addition. The funds include concepts for two over -capacity schools. No
changes were presented. The Commissioners discussed this category.

Hagerstown Communitv College - A total project cost of $47,011,800 is projected over
the next ten years. Funding comprises the Campus Operations Building, Student Center
Expansion, Technology Center Renovation, Police, Fire and Emergency Services
Training Facility, Teacher Education Center, and the Central Utility Plant Upgrade. No
changes were presented. The Commissioners discussed this category.
Road Improvement- A total project cost of $147,340,810 is projected over the next ten
years. The Pavement Maintenance and Rehabilitation Program was discussed, as well as
the Highway Western Section Fuel Tank Replacement and Highway Equipment and
Vehicle Replacement Program. Funding includes Yale Drive Phase I and II, Southern
Boulevard Phase I, and Eastern Boulevard widening. No changes were presented. The
Commissioners discussed this category.

Commissioner McKinley, seconded by Commissioner Cline, moved to convene in closed
session at 2:26 p.m. to discuss the appointment, employment, assignment, promotion,
discipline, demotion, compensation, removal, resignation, or performance evaluation of
appointees, employees, or officials over whom this public body has jurisdiction, or any
other personnel matter that affects one or more specific individuals; and to consult with
counsel to obtain legal advice on a legal matter, in accordance with Section 10-508(a) (1)
and (7) of the State Government Article of the Annotated Code of Maryland. The motion
passed unanimously.
In closed session, the Commissioners discussed a specific County personnel/employee
matter with County staff and counsel; and discussed the recommendation to fill a current
open County employee position with County staff.
During closed session, the Commissioners provided direction to staff relating to the
recommendation to fill an open employee position and instructed staff to bring that
matter forward during open session for further discussion and consideration. The
Commissioners also directed staff to bring back the personnel/employee matter for
further discussion in a future closed session.

OTHER BUSINESS
Health and Human Services
Stephanie Stone, Director, Health and Human Services, presented the recommendation
that John Pennesi be promoted to Deputy Director of the Department of Parks and
Facilities at Grade 15, Step 7.
Commissioner McKinley, second by Cline, moved to promote John Pennesi to Deputy
Director of the Department of Parks and Facilities at Grade 15, Step 7, as presented. The
motion passed unanimously.
YOUTH MERITORIOUS AWARDS — MARCH 2014
The Commissioners presented certificates of merit to the following students selected by
the Washington County Office of Community Grant Management to receive March 2014
Youth Meritorious Awards: Makenzie Prichard of Clear Spring Middle School and Ava
Paul of Western Heights Middle School. Each student received a Washington County
lapel pin from the Commissioners and a $100 Staples gift card from the WCCP. The
Commissioners commended the students and families for their accomplishments.

3:08 p.m. to discuss the appointment, employment, assignment, promotion, discipline,
demotion, compensation, removal, resignation, or performance evaluation of appointees,
employees, or officials over whom this public body has jurisdiction, or any other
personnel matter that affects one or more specific individuals; to consider a matter that
concerns the proposal for a business or industrial organization to locate, expand, or
remain in the State; and to consult with counsel to obtain legal advice on a legal matter,
in accordance with Section 10-508(a) (1), (4) and (7) of the State Government Article of
the Annotated Code of Maryland. The motion passed unanimously.
In closed session, the Commissioners continued the earlier discussion relating to a
specific County personnel/employee matter with staff and Counsel and discussed the
various aspects of a proposal by a business entity to expand its operations in the
County/State with County staff.
During closed session, the Commissioners provided specific direction to County staff
regarding the personnel/employee matter and staff's recommendation. The
Commissioners also provided direction to County staff relating to continued discussions
with a business entity proposing to expand its operations in the County/State.
