EMPLOYEE SERVICE AWARDS BREAKFAST
The County Commissioners met at the Hager Hall Conference and Event Center, 901
Dual Highway, Hagerstown at 7:30 a.m. for the annual employee Service/Retirement
Awards breakfast and program. County Administrator Greg Murray gave opening
remarks and President Terry L. Baker gave the Invocation. The Commissioners presented
awards in appreciation to County employees for their years of service to Washington
County government. The following retirees were also recognized: James Powell, Linda
Weicht, Brian Banzhoff, Thomas VanMetre, Evelyn Burnett, Jack Risinger, Kevin
Knight, and Norman Bassett. The Commissioners thanked the employees for their work
and dedication in serving Washington County citizens.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Callaham offered the Invocation followed by the Pledge of Allegiance to
the Flag by the full assemblage.
CALL TO ORDER
President Terry L. Baker called the regular meeting of the Board of County
Commissioners of Washington County, Maryland to order at 9:49 a.m. in the County
Administration Building located at 100 West Washington Street, Room 227, Hagerstown,
with the following members present: Vice President John F. Barr and Commissioners
Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley.
APPROVAL OF MINUTES — MAY 14.2013
Commissioner McKinley, seconded by Barr, moved to approve the minutes of May 14,
2013. The motion passed unanimously.
COMMISSIONERS' REPORTS AND COMMENTS
Commissioner Cline acknowledged County employees and retirees recognized during the
morning Service Awards Breakfast. He thanked the Town of Funkstown for hosting last
week's evening meeting of the Commissioners. Mr. Cline attended the Maugansville
Ruritan Club banquet commemorating 60 years of service to the community. He attended
the Senior Fair at Hager Hall and the Adult Education commencement ceremony at
Hagerstown Community College (HCC). Commissioner Cline enjoyed the Recreation
Department's youth dance program at North Hagerstown High School and the parade
during Smithsburg Pride Days on the occasion of its 2001h anniversary. He participated in
the ribbon -cutting ceremony for the new Pittsburgh Institute of Aeronautics (PIA) school
facility at the Hagerstown Regional Airport and visited Funkstown Park to see the
National Wagon Train participants. He attended the ceremony to posthumously award
Quinn Hoover the rank of Eagle Scout.

Commissioner Callaham reported visiting with students at Paramount Elementary School
who sent thank you letters of support for Children's Village. She was present at the Fort
Detrick Change of Command ceremony and also welcomed participants of the Vets Roll
event traveling through Hagerstown on their way to Washington, DC. She attended the
Quinn Hoover Court of Honor ceremony. Ms. Callaham attended the Senior Expo and a
Black Rock Golf Board meeting. Commissioner Callaham attended a Commission on
Aging Board meeting where Meritus Medical Center personnel presented a proposal for a
wellness center.
Commissioner Barr thanked all employees recognized at the morning awards event for
their years of service to the County. He attended the Senior Fair and a Local Management
Board meeting. Mr. Barr discussed the Transportation Advisory Committee meeting and
the Department of Social Services' graduation ceremony where individuals were awarded
their General Equivalency Diplomas (GEDs). Mr. Barr participated in the PIA ribbon -
cutting event and praised all parties who helped to make the new facility a reality. Mr.
Barr attended the University System of Maryland -Hagerstown campus graduation and the
Maryland Municipal League (MML) meeting. He presented a proclamation to veterans
participating in the Vets Roll visit. Commissioner Barr announced that the PigNic
barbeque competition would be held this weekend at Fort Ritchie.
Commissioner McKinley thanked County employees and retirees honored at the Service
Awards breakfast. He attended the ribbon -cutting event for Spherion located on East Oak
Ridge Drive. He participated in the Smithsburg Pride Days parade and celebration. Mr.
McKinley congratulated graduates of the GED external diploma program. He also
attended the PIA ribbon -cutting event and the University System of Maryland -
Hagerstown Campus graduation ceremony. Commissioner McKinley attended the MML
event at Hagerstown Suns Stadium.
Commissioner Baker presented a certificate during the Maugansville Ruritan Club's 60th
Anniversary dinner and commended the club for its community service. He attended the
Family Center graduation ceremony and addressed graduates during the HCC ceremony.
Mr. Baker attended the Recreation Department's dance recital and the PIA ribbon -cutting
event. He thanked the Health and Human Services Department for its work to organize
the Service Awards breakfast.
PUBLIC HEARING — COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION
President Terry L. Baker convened a Public Hearing at 10:13 a.m. to obtain public
comment regarding submission of the County's application for the Community
Development Block Grant program for Fiscal Year 2014. Susan Buchanan, Grant
Manager, and Jim Hovis, Director, Office of Community Grant Management, discussed
the application that requests $800,000 to be used to fund Americans with Disabilities Act
(ADA) related improvements to the County Building located at 120-128 West

Washington Street, including ramps, doors, railings, and upgrades to restrooms, making
the building more accessible. Ms. Buchanan discussed the application and requested
approval of a resolution of support authorizing the submission of the County's
application for the Community Development Block Grant (CDBG) program for Fiscal
Year 2014. County Administrator Greg Murray praised the work done by the Office of
Community Grant Management to locate available funding for these -type projects and
their assistance to the Town of Funkstown for its planned project to make its Town Hall
ADA accessible.
The Public Hearing was opened for public comment. There were no individuals present
who wished to comment. Commissioner Callaham questioned whether the fund was
restricted to ADA issues and Ms. Buchanan answered in the affirmative.
The Public Hearing was closed at 10:19 a.m. The meeting was opened for discussion by
the Commissioners. There were none.
Commissioner Barr, seconded by Cline, moved to approve a resolution of support
authorizing the submission of the County's application for the Community Development
Block Grant Program for FY 2014. The motion passed unanimously. (Resolution No. RS -
2013 -08 is located in the County Commissioners' Office.)
FFY 2013 EMERGENCY SOLUTIONS GRANT APPLICATION
David Jordan, Director, Sherry Neil, Deputy Director, and Diana Fulchiron, newly hired
Grants Administrator, Washington County Community Action Council, provided details
of the Emergency Solutions Grant (ESG) Program that provides funds to prevent
homelessness and improve the quality of existing emergency and transitional shelters for
the homeless in Washington County. Ms. Fulchiron requested approval of its submittal to
the Department of Housing and Community Development and advised that the FFY 2013
grant of $75,000 will be used to by the Community Action Council, CASA, St. John's
Shelter, and REACH for maintenance and operation of their shelters and to provide direct
services to individuals. The Commissioners welcomed Ms. Fulchiron to the position and
wished Sherry Neil well in her new position in Fresno, California.
Commissioner Callaham, seconded by Barr, moved to approve submission of the FFY
2013 Emergency Solutions Grant application and forthcoming grant and sub -recipient
agreements to the Department of Housing and Community Development. The motion
passed unanimously.
CITIZENS' PARTICIPATION
Robert Maginnis, 21942 Leitersburg-Smithsburg Road, Smithsburg, discussed the Board
of Education's purchase of the former Allegheny Energy building for its new offices.

CIVIL WAR TRUST CONSERVATION EASEMENT — SCHWARTZ
PROPERTY
Eric Seifarth, Rural Preservation Administrator, Planning and Zoning, introduced Andrea
Reese, Grants Manager of the Civil War Trust. Mr. Seifarth requested acceptance of a
$22,000 Conservation Easement to be granted by the Trust to Washington County over
the Robert B. and Renee Schwartz property. All related costs will be 100% paid by the
Trust. Ms. Reese advised that the Civil War Trust is the nation's largest non-profit
organization dedicated to the preservation of Civil War battlefields. The Trust would
purchase the 15 -acre property located at the Antietam Battlefield and the County would
administer the grant and also monitor the easement and enforce any future violations of
its terms. The proposal is contingent upon the Trust receiving federal grant funding and
closing on the purchase of the property. The Commissioners discussed the matter.
Commissioner McKinley, seconded by Barr, moved to accept the Swartz property
Conservation Easement to be granted by the Civil War Trust, with all related costs paid
100% by the Civil War Trust, and to adopt an Ordinance to approve acceptance of a
Conservation Easement under the Civil War Battlefield Land Acquisition Grants
Program, as presented. The motion passed unanimously. (Ordinance No. ORD -2013-18 is
located in the County Commissioners' Office.)
MARYLAND AGRICULTURAL LAND PRESERVATION PROGRAM
FY 2013-14
Eric Seifarth and Chris Boggs, Land Preservation Planner, Planning and Zoning,
presented a recommendation to approve a $20,000 commitment from the local share of
the Agricultural Transfer Tax fund to the 60/40 match component of the Maryland
Agricultural Land Preservation Program (MALPP) easement program for FY 2013-14.
Mr. Seifarth indicated that each year MALPP requests that counties advise if they wish to
obligate funds to the 60/40 match portion of the Land Preservation Easement Program.
One-half of the State fund is split equally between counties as "general allotment."
Washington County's portion for this half of the funding will be $1 million for FY
2013-14. Due to the record low agriculture transfer tax collections over the past few
years, $20,000 (40%) is being budgeted from the County's locally controlled agricultural
transfer tax.
Commissioner Barr, seconded by McKinley, moved to approve a $20,000 commitment
from the local share of the Agricultural Transfer Tax fund to the 60/40 match component
of the Maryland Agricultural Land Preservation Program (MALPP) easement program
for FY 2013-14 as submitted. The motion passed unanimously.

County Administrator Gregory Murray requested a budget transfer of $25,560 for the
Sherriff s Department representing seized funds of the Narcotics Task Force, into an
account to be used for the purchase of new replacement weapons.
Commissioner Barr, seconded by McKinley, moved to approve the budget transfer of
$25,560 to the Washington County Sheriff's Department as presented. The motion passed
unanimously.
Mr. Murray praised County employees for their work done during the past year and
congratulated retirees recognized at the Service Awards breakfast.
REPORTS FROM COUNTY STAFF
Department of Solid Waste — Phone Book Recycling Contest
Tony Drury, Recycling Coordinator, Department of Solid Waste, gave a report on the
annual phone book recycling competition where students in Washington County schools
collect used phone books. He announced that Fountain Rock Elementary School was the
first place winner. The event helps to raise awareness about recycling and keeps phone
books out of the waste stream. Mr. Drury recognized sponsors of the $350 in cash and
prizes to be awarded all winners during a ceremony on May 30: Grosh's Lawn Service,
EZtouse.com, and the Washington County Teacher's Federal Credit Union.
Public Relations and Community Affairs — National Building Safety Month
Assistant County Administrator Sarah Sprecher and "Bob the Builder" appeared before
the Commissioners to discuss the County's participation in events during National
Building Safety Month. She recognized sponsors AC&T, the local Lowe's and Home
Depot stores, and the PenMar Association of Realtors.
Office of Community Grants Management — State Foreclosure Settlement Grant
Jim Hovis, Director, and Susan Buchanan, Grant Manager, Office of Community Grant
Management, announced the procurement of State funding through the Neighborhood
Conservation Initiative. The $715,000 grant is part of a settlement reached by Maryland
Attorney General Douglas F. Gansler with the nation's five largest mortgage servicers for
foreclosure abuses, fraud, and unacceptable mortgage servicing practices. Settlement
funds were given to the Department of Housing and Community Development for
distribution. Washington County's portion will be implemented by three local non-profit
organizations: Community Action Council for rental rehabilitation, Housing Authority of
Washington County for their Rent -to -Own Program, and the Hagerstown Neighborhood
Development Partnership, Inc. for down -payment assistance. Mr. Hovis thanked
personnel for their efforts to secure the funds. The Commissioners praised Mr. Hovis and
his office staff for their diligence.
U.S. DEPARTMENT OF JUSTICE — 2013 HIRING PROGRAM
Deputy Carly Hose, Sheriff's Department, recommended acceptance of a U.S.
Department of Justice, Office of Community Oriented Policing Service 2013 COPS

Hiring Program grant. Ms. Hose indicated that the Sheriff's Office plans to utilize
funding by the U.S. Department of Justice to assist in covering salary/fringe benefits for
the hiring of four deputies, including one School Resource Officer. The grant is a 75%
County/25% Board of Education match or a maximum payout of $125,000 per deputy,
totaling $500,000 over the course of three years.
Commissioner Barr, seconded by McKinley, moved to accept the U.S. Department of
Justice grant as presented. The motion passed unanimously.
GOVERNOR'S OFFICE OF CRIME CONTROL AND PREVENTION -
SCHOOL BUS SAFETY ENFORCEMENT FUND GRANT
Deputy Hose recommended acceptance of the School Bus Safety Enforcement Fund
grant of $14,960. She advised that the Sheriff's Office plans to utilize the funding
provided by the Fund to provide law enforcement presence during the times of drop
off/pickup of children and following school buses while monitoring "hot spot" areas.
Funding would be used toward salary and overtime.
Commissioner Cline, seconded by McKinley, moved to accept the $14,960 School Bus
Safety Enforcement Fund grant as presented. The motion passed unanimously.
GOVERNOR'S OFFICE OF CRIME CONTROL AND PREVENTION — BODY
ARMOR GRANT
Deputy Hose requested acceptance of a Body Armor Grant of $37,013.76 from the
Governor's Office of Crime Control and Prevention (GOCCP). The grant will cover the
cost of replacing 51 body armor vests and requires a 50/50 match.
Commissioner Barr, seconded by McKinley, moved to accept the $37,013.76 Body
Armor Grant as presented. The motion passed unanimously.
GOVERNOR'S OFFICE OF CRIME CONTROL AND PREVENTION - LAW
ENFORCEMENT TRAINING SCHOLARSHIP PROGRAM BASIC SCHOOL
RESOURCE OFFICER COURSE GRANT
Deputy Hose requested approval of a $1,443 grant to cover the cost of a Basic School
Resource Officer Course for the new School Resource Officer.
Commissioner McKinley, seconded by Barr, moved to accept the $1,443 Basic School
Resource Officer Course grant as presented. The motion passed unanimously.
GOVERNOR'S OFFICE OF CRIME CONTROL AND PREVENTION — LAW
ENFORCEMENT TRAINING SCHOLARSHIP PROGRAM SIMUNITIONS,
SCENARIO INSTRUCTOR'S COURSE GRANT
Deputy Hose requested approval of a $649 grant for the Simunitions Scenario Instructor
Course for attendance by a Sheriff's Department deputy.

Commissioner Bair, seconded by McKinley, moved to accept the $649 grant as
presented. The motion passed unanimously.
CONVENE IN CLOSED SESSION
Commissioner McKinley, seconded by Callaham, moved to convene in closed session at
11:00 a.m. to discuss the appointment, employment, assignment, compensation, and/or
performance evaluation of appointees, employees, or officials over whom this public
body has jurisdiction; to discuss other personnel matters that affect one or more specific
individuals; and to consider matters that concern proposals for businesses or industrial
organizations to locate, expand, or remain in the State, in accordance with Section 10-
508(a) (1) and (4) of the State Government Article of the Annotated Code of Maryland.
The motion passed unanimously.
In closed session, the Commissioners discussed various issues relating to proposals from
several companies (including requests for incentives) that plan to expand/locate their
business operations in the County.
During closed session, the Commissioners agreed to continue to discuss these issues
during closed session later in today's meeting.
Present during closed session were Commissioners Terry L. Baker, John F. Barr, Jeffrey
A. Cline, Ruth Anne Callaharn, and William B. McKinley. Also present were Gregory
Murray, County Administrator; Sarah Sprecher, Assistant County Administrator; Vicki
Lumm., County Clerk; John M. Martirano, County Attorney; Robert Mandley, EDC
Project Coordinator, and Debra Murray, Finance Officer.
RECONVENE IN OPEN SESSION
Commissioner Cline, seconded by Barr, moved to reconvene in open session at 11:53
p.m. The motion passed unanimously.
RECESS - JOHN FRYE HISTORIC PRESERVATION LUNCHEON AND
AWARDS CEREMONY
The Commissioners recessed at 11:53 a.m. to attend the 2013 John Frye Historic
Preservation Awards luncheon and ceremony at the Academy Theatre, 58 East
Washington Street, Hagerstown, sponsored by the Washington County Historical
Advisory Committee and the Hagerstown -Washington County Convention and Visitors
Bureau. President Terry Baker presented awards to the following organization and
individuals: "Preservation Award" to Donald L. and Mary Jane Spickler for the donation
of the Spickler-Shank General Store to the Washington County Rural Heritage Museum;
"Advocacy Award" to Thomas B. Riford, President and CEO of the Hagerstown -
Washington County Convention and Visitors Bureau for outstanding advocacy and
leadership in support of heritage education and the promotion of Washington County's

rich historical sites; and "Restoration Award" to the Hagerstown Aviation Museum for
the outstanding preservation and restoration of heritage aircraft and aviation artifacts
depicting extraordinary aviation history of the Hagerstown area.
AFTERNOON SESSION
President Terry L. Baker called the afternoon session to order at 2:00 p.m. with the
following members present: Vice President John F. Barr and Commissioners Ruth Anne
Callaham, Jeffrey A. Cline, and William B. McKinley.

CHANGE ORDERS m WASHINGTON COUNTY FREE LIBRARY
Gary Pozzouli, Project Manager, Capital Projects -Engineering, and Aaron House, Project
Architect, Bushey Feight Morin Architects, Inc., requested approval of three change
orders to Dustin Construction for the Washington County Free Library project for
expenses associated with caisson work and an additional security gate, for a net add
amount of $59,178. Mr. Pozzouli described the work that was necessary due to limestone
bedrock encountered at elevations above the estimated top of rock socket elevations, and
for a lower level security gate and hardware added later to the project for security
purposes. Mr. Pozzouli advised that the change orders would be covered under the
project's CIP fund budget. The Commissioners discussed the need for the change orders.
Commissioner Callaham stated that she would be abstaining from voting due to having a
family member on the Washington County Free Library's Board of Directors.
Commissioner Cline, seconded by McKinley, moved to approve three change orders
from contractor Dustin Construction for the Washington County Free Library totaling
$59,178, as presented. The motion passed with Commissioners Cline, McKinley, and
Baker voting "AYE" and Commissioner Callaham "ABSTAIN."

ACOUISITION OF SEWER EASEMENTS
Joe Kuhna, Real Property Administrator, requested approval of three sewer easements for
new sewer line installation at the County's existing Sharpsburg Pike Pump Station. Mr.
Kuhna described the project to upgrade the pump station to accommodate future
development within its drainage basin. Sewer easements are required from Bowman
2000, LLC ($10,761), Cross Creek Builders, LLC ($8,530), and Cross Creek
Homeowners Association, Inc. ($3,006). Funds to cover the purchases are contained in
the Capital Improvement Project (CIP) budget.
Commissioner Barr, seconded by McKinley, moved to approve three sewer easements for
new sewer line installation at the County's existing Sharpsburg Pike Pump Station as
presented, to adopt an ordinance approving said purchase, and to authorize the execution

of the necessary documentation to finalize the acquisitions. The motion passed
unanimously. (Ordinance No. ORD -2013-19 is located in the County Commissioners'
Office.)
HOTEL RENTAL TAX FUNDING REQUEST — MARYLAND SYMPHONY
ORCHESTRA
Jim Hovis, Director of the Office of Community Grant Management, presented a request
from the Maryland Symphony Orchestra (MSO) for $29,850 in direct expenses
associated with the 28th Annual Salute to Independence at the Antietam National
Battlefield to be held on July 6, 2013. Mr. Hovis introduced MSO Executive Director
Tamara Nuzzaci Park who in turn introduced incoming Executive Director Michael
Jones. MSO Conductor Elizabeth Schulze and various board members were also in
attendance. Mr. Hovis indicated that this event meets all seven goals established by the
County Commissioners for Hotel Rental Tax funding and the Commissioners have
financially supported it in the past. Ms. Park discussed the positive economic impact of
the event to hotels and businesses in the County.
Commissioner Cline, seconded by Barr, moved to provide $29,850.00 from the County's
portion of the FY 2013 Hotel Rental Tax Funds to the Maryland Symphony Orchestra's
Salute to Independence event. The motion passed unanimously.
CONTRACT AWARD — PROVISION OF HEALTHY FAMILIES HOME
VISITING SERVICES
Karen Luther, Purchasing Director, and Melissa Nearchos, Senior Project Manager,
Office of Community Grant Management, requested approval to award the contract for
the provision of Healthy Families Home Visiting Services (PUR-1215) to the responsive,
responsible sole proposer, Washington County Health Department of Hagerstown,
Maryland, for $271,043. The service to be provided fulfills the requirements of the
Maryland State Department of Education/Early Intervention Services and the Healthy
Families America model prevention program. Ms. Nearchos indicated that the Health
Department proposes to target at least 70 families during each month, to target at least
100 families to receive services in one year, and at least 75 families to receive an
assessment in one year. The Washington County Community Partnership would receive
$271,043 in State funding from the Maryland State Department of Education, Division of
Special Education/Early Intervention Services in Fiscal Year 2014.
Commissioner Barr, seconded by Callaham, moved to the award a contract for the
provision of Healthy Families Home Visiting Services to the responsive, responsible sole
proposer, Washington County Health Department of Hagerstown, Maryland, for
$271,043 as presented, contingent upon approval by the Governor's Office for Children.

CONTRACT AWARD — POST -SECONDARY EDUCATION AND TRAINING_
COORDINATION FOR TEEN PARENTS IN WASHINGTON COUNTY
Karen Luther and Melissa Nearchos recommended award of the contract for Post -
Secondary Education and Training Coordination for Teen Parents in Washington County,
Maryland (PUR-1211) to the responsive, responsible sole proposer, Hagerstown
Community College of Hagerstown, Maryland for $60,545. Ms. Nearchos described the
program that provides support, guidance, case management and referral to community
resources for teen parents who are interested in obtaining their General Equivalency
Diploma/Extemal Diploma or advancing their education beyond high school. A Post -
Secondary Education and Training Coordinator will work directly with teen parents to
assist them in their educational goals.
Commissioner Barr, seconded by McKinley, moved to the award the contract for Post -
Secondary Education and Training Coordination for Teen Parents in Washington County,
Maryland to the responsive, responsible sole proposer, Hagerstown Community College
of Hagerstown, Maryland for $60,545 as presented, contingent upon approval by the
Governor's Office for Children. The motion passed unanimously.
CONTRACT AWARD — DIVERSION PROGRAM IN WASHINGTON COUNTY
Ms. Luther and Ms. Nearchos recommended awarding the contract for performing
Diversion Program Services (PUR-1210) to the responsive, responsible sole proposer,
Pressley Ridge of Pittsburgh, Pennsylvania for $174,625, and total in-kind funds of
$46,043. Ms. Nearchos stated that the diversion program provides case management and
diversion services to prevent at -risk youth from becoming involved in the juvenile justice
system.
Commissioner Callaham, seconded by Barr, moved to award the contract for performing
Diversion Program Services (PUR-1210) to the responsive, responsible sole proposer,
Pressley Ridge of Pittsburgh, Pennsylvania for $174,625 and total in-kind funds of
$46,043 as presented contingent upon approval by the Governor's Office for Children.
The motion passed unanimously.

In closed session, the Commissioners continued to discuss various issues relating to
proposals from several companies (including requests for incentives) that plan to
expand/locate their business operations in the County.
During closed session, the Commissioners provided general'direction to staff relating to
the proposals/requests for incentives received by the County from several companies and
instructed staff to have further discussions with these companies.

RECONVENE IN OPEN SESSION
Commissioner Cline, seconded by Callaham, moved to reconvene in open session at
3:09 p.m. The motion passed unanimously.
YOUTH MERITORIOUS AWARDS PRESENTATION — MAY 2013
The Commissioners presented certificates of merit to the following students selected by
the Washington County Community Partnership for Children and Families (WCCP),to
receive the May 2013 Youth Meritorious Awards: Jasmine Dotson of Western Heights
Middle School, and Christopher Tich of Western Heights Middle School. Each student
received a Washington County pin from the Commissioners and a $100 Office Max gift
card from the WCCP. The Commissioners commended the students and their families for
their accomplishments.
CONVENE IN CLOSED SESSION
Commissioner Callaham, seconded by McKinley, moved to convene in closed session at
3:32 p.m. to discuss the appointment, employment, assignment, compensation, and/or
performance evaluation of appointees, employees, or officials over whom this public
body has jurisdiction; to discuss other personnel matters that affect one or more specific
individuals; and to consider matters that concern proposals for businesses or industrial
organizations to locate, expand, or remain in the State, in accordance with Section 10-
508(a) (1) and (4) of the State Government Article of the Annotated Code of Maryland.
The motion passed unanimously.
In closed session, the Commissioners discussed the potential appointment of several
individuals to a County board, authority or commission over which the Commissioners
have appointment authority, discussed the potential recommendation of several
individuals to a board for which the Commissioners have input relating to the final
appointment; and discussed various issues/options relating to a proposal received from a
local business.

During closed session, the Commissioners instructed staff to bring forth the potential
appointments of individuals to a board, authority or commission over which the
Commissioners have appointment authority for further consideration and discussion
during a future open session; instructed staff to forward their recommendations for a
Board for which the Commissioners have input to the State; and provided direction to
staff as to how to proceed relating to a proposal received from a local business.

Health Center of Western Maryland, 1180 Professional Court, Hagerstown.
