Baker called the regular meeting of the Board of County Commissioners of Washington County, Maryland to order at 8:26 a.m. at 100 West Washington Street, Room 227, with the following members: Vice President John F. Barr and Commissioners Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. CONVENE IN CLOSED SESSION Commissioner Barr, seconded by Cline, moved to convene in closed session at 8:26 a.m. to discuss the appointment, employment, assignment, and/or performance evaluation of appointees, employees, or officials over whom this public body had jurisdiction; to discuss other personnel matters that affect one or more specific individuals; to consider the acquisition of real property for a public purpose and matters directly related thereto; to consult with counsel to obtain legal advice on a legal matter; and to consult with staff, consultants, or other individuals about pending or potential litigation, in accordance with Section 10-508 (1) (3), (7), and (8) of the State Government Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed the potential appointment of individuals to various bodies over which the Commissioners have appointment authority, discussed issues related to the potential acquisition of real property with staff and counsel, and consulted with staff and counsel about legal issues relating to an ongoing construction project. During closed session, the Commissioners instructed staff to place the potential appointments on a future open session agenda for further consideration and discussion, provided direction to staff regarding continuing negotiations relating to the potential acquisition of real property, and instructed staff to gather additional information and return at a future meeting to continue discussions relating to legal issues arising from an ongoing construction project. Present during closed session were Commissioners Terry L. Baker, Jeffrey A. Cline, and William B. McKinley. Also present were Gregory Murray, County Administrator; Vicki Lumm, County Clerk; Kirk C. Downey, Deputy County Attorney; Kendall Desaulniers, Assistant County Attorney; and at various times, Commissioners John F. Barr and Ruth Anne Callaham; Joe Kroboth, III, Public Works Director; Joe Kuhna, Real Property Administrator; Rob Slocum, Deputy Director, Public Works Engineering and Construction; and Gary Pozzouli, Project Manager, Capital Projects Engineering. RECONVENE IN OPEN SESSION Commissioner Callaham, seconded by McKinley, moved to reconvene in open session at 9:37 a.m. The motion passed unanimously. APPROVAL OF MINUTES — NOVEMBER 6, 2012 AND NOVEMBER 13.2012 Commissioner Barr, seconded by McKinley, moved to approve the minutes of November 6, 2012. The motion passed unanimously. COMMISSIONER'S RECOGNITION Commissioner Barr recognized County Purchasing Agent Karen Luther for volunteering to be part of a special panel during a recent Maryland Association of Counties (MACo) symposium on Innovative Ways to Save Your County Money. The Commissioners thanked Ms. Luther for her participation and volunteerism. RENTAL ALLOWANCE PROGRAM STATE FISCAL YEAR 2013 APPLICATION Dave Jordan, Director, and Sherry Neil, Deputy Director, Washington County Community Action Council, Inc., recommended approval of the submission of the State Fiscal Year (SFY) 2013 Rental Allowance Program (RAP) Application and Grant Agreements to the Maryland Department of Housing and Community Development. Mr. Jordan indicated that the FY 2013 RAP allocation is $40,000.00. The program offers a monthly rental subsidy of $220.00, $250.00, or $400.00, depending on household size, paid directly to the landlord. He stated that participants must be income eligible and demonstrate a housing crisis. Commissioner McKinley, seconded by Barr, moved to approve the Community Action Council submitting the SFY 2013 RAP Application and Grant Agreements to the Maryland Department of Housing and Community Development. The motion passed unanimously. BID AWARD — SWIMMING POOL AND WATER/WASTEWATER TREATMENT CHEMICALS Rick Curry, Buyer, Purchasing Department, recommended that the County Commissioners reject all bids for Items No. 10 and 16 for water/wastewater treatment chemicals and award the bids for water/wastewater treatment chemicals (PUR-1195) to the responsive, responsible bidders with the lowest bids as specified below, with the award of Items No. 13, 26, and 27 being contingent upon the vendors providing proof of good standing from the Maryland Department of Assessments and Taxation. Mr. Curry indicated that Items No. 10 and 16 are no longer used by the Department of Water Quality. He recommended the following bid awards: Item #8 — Sodium Hypochlorite (12,000 gals.) to Univar USA, Inc. at the unit price of $1.24 (Gallon Bulk); Item #12 — Sodium Hypochlorite (105 drums) to Amato, Ind., Inc. at the unit price of $1.92/gal. Mr. Curry stated that departments would solicit bids as needed for items where no bids were received. The contract term is for one year with no renewals, tentatively beginning December 1, 2012. Commissioner Barr, seconded by McKinley, moved to reject all bids for Item Nos. 10 and 16 for water/wastewater treatment chemicals and award the bids for water/wastewater treatment chemicals to the responsive, responsible bidders with the lowest bids as specified in the agenda packet, with the award of Items Nos. 13, 26, and 27 being contingent upon the vendors providing proof of good standing from the Maryland Department of Assessments and Taxation. The motion passed unanimously. CONTRACT AWARDS FOR GASOLINE AND DIESEL FUEL DELIVERIES Rick Curry recommended award of the Gasoline and Diesel Fuel Deliveries contracts (PUR 1196) to the responsive, responsible bidders who submitted the lowest bids as follows: 1) Contract for gasoline and diesel tank -wagon deliveries to A. C. & T. Company, Inc., of Hagerstown, Maryland at the unit prices stated in its bid; 2) Contract for gasoline transport deliveries to James River Solutions of Ashland, Virginia at the unit prices stated in its bid; and 3) Contract for diesel transport deliveries to Cato, Inc. of Salisbury, Maryland at the unit prices stated in its bid. Mr. Curry stated that the requirements contract guarantees neither a maximum nor a minimum quantity. He provided specifics of the contracts and stated that the terms are for one-year with no option to renew. November 27, 2012 Page 4 Commissioner Callaham, seconded by Barr, moved to award the bids for Gasoline and Diesel Fuel Deliveries as presented. The motion passed unanimously. CONTRACT AWARD FOR HAULING OF SCRAP TIRES FOR RECYCLING Rick Curry recommended award of the contract for the Hauling of Scrap Tires from the Forty West Landfill for Recycling (PUR 1197) to the responsive, responsible bidder Emanuel Tire Company of Baltimore, Maryland, based on estimated annual quantities at unit costs for the sum total cost of $11,850.00. Mi•. Curry indicated that the one-year contract tentatively begins January 1, 2013 with the option by the County to renew for up to three additional consecutive one-year periods. The County guarantees neither a minimum nor a maximum quantity of tires under the contract. The Commissioners discussed the contract with Cliff Engle, Deputy Director, Department of Solid Waste. Commissioner McKinley, seconded by Cline, moved to award the contract for Hauling of Scrap Tires for Recycling to the responsible, responsive low bidder, Emanuel Tire Company of Baltimore, Maryland, based on estimated annual quantities at unit costs for the sum total cost of $11,850.00. The motion passed unanimously. COMMISSIONERS' REPORTS AND COMMENTS Commissioner Cline congratulated the Williamsport Wildcats Girls' Volleyball team for winning the State 2A Championship. He described Veterans Day memorial events held at Clear Spring High School and Northern Middle School. lvlr. Cline was present for the Agricultural Education Center breakfast fundraiser and dedication of the new Transportation Museum. He participated in business outreach visits to Perfect Stitch and RAMPF Molds. He attended the Washington County Teachers' Association Legislative Breakfast. Commissioner Cline also attended the Maryland Municipal League (MML) meeting in Clear Spring. He congratulated all participants in the 50`x' Annual JFK Ultra - Marathon and the Thanksgiving Day Turkey Trot. Commissioner Cline stated that he and his brother Mike would be speaking at the Somerford Assisted Living and Alzheimer's Facility on November 28 regarding Alzheimer's disease and its effect on families. Commissioner Callaham counted seventeen events she attended including the Turkey Trot. She noted that 100 children age ten and under participated in the event. Ms. Callaham was present at the Lobbying Coalition meeting and advised that member John Latimer would be contacting participants to determine issues of importance. Commissioner Callaham described various Veterans Day ceremonies she attended and thanked all past and current veterans for their service. Commissioner Barr discussed a presentation by Gary Maynard, Maryland Secretary of Public Safety, during a recent Chamber of Commerce Eggs and Issues breakfast. Mr. Barr attended the dedication of the former North Potomac Street Armory now being used by Turning Point. He spent two days in Annapolis for the MACo Fall Retreat. Commissioner Barr attended the Agricultural Education Center's breakfast and a Veterans Day wreath laying ceremony at the County's Circuit Courthouse. He attended a Hospice fundraiser and November 27, 2012 Page 5 the Community Foundation's People's Choice Awards. He toured Perfect Stitch and RAMPF Molds during the recent small business outreach. Mr. Barr congratulated and thanked the companies for the employment opportunities they provide in the community. He attended The Salvation Army's kettle campaign kickoff for the holiday season and the Maryland Symphony Orchestra's Annual Gala Ball fundraiser. Commissioner McKinley congratulated the Red Heifer Winery for opening a new small business in the community. He attended the Great Feast at the Technical High School and also the People's Choice Awards. Mr. McKinley attended Veterans Day ceremonies at Sharpsburg and Northern Middle Schools. He also attended the recent small business visits and a Planning Commission meeting. Commissioner McKinley described a Commissioner visit to Paramount Elementary School to see a composting project maintained by students. Commissioner Baker reported on the business outreach visit to RAMPF Molds. He attended the MML meeting and congratulated the newly sworn -in City of Hagerstown Mayor and Council members. Mi•. Baker congratulated participants and thanked organizers of the JFK 50 -Mile Ultra -Marathon and Thanksgiving Day Turkey Trot. He reported attending a Veterans Day birthday party at the Morris Frock American Legion. BROADBANDIMPACTSTUDY Ron Whitt, Director, Information Technologies, presented information on the Washington County Broadband Impact Study (PUR-1192) that has been administratively awarded to the responsive, responsible bidder, Design Nine, Incorporated of Blacksburg, Virginia with the lowest price proposal for this project. Three firms' proposals were found to be responsive and responsible, and upon opening, revealed the following project prices: Design Nine, Incorporated, Blacksburg, Virginia - $ 28,650.00 Magellan Advisors, Miami Beach, Florida - $ 75,000.00 Columbia Telecommunications Corporation, Kensington, Maryland - $100,000.00 Mr. Whitt advised that the County Coordinating Committee funding of $14,325.00 for the project would be provided via a grant from the Appalachian Regional Commission and $14,325.00 would come from the County's Capital Improvement Project budget. The Commissioners thanked Mr. Whitt for the presentation. CITIZENS' PARTICIPATION Tom Riford, President and CEO of the Hagerstown/Washington County Convention and Visitors Bureau (CVB), and Georgene Charles, founder of the Antietam National Battlefield Memorial Illumination event, provided information on the 24`h annual commemoration to be held on December 1. Mr. Riford and Ms. Charles acknowledged event sponsors, the American Business Women's Association, Antietam National Battlefield, and CVB, and the many volunteers that help make the memorial a success. Mr. Riford read a proclamation recognizing the event that was originally read by Congressman Roscoe Bartlett on the floor of the State House of Representatives. The Commissioners thanked both individuals for their volunteerism and service to the community. November 27, 2012 Page 6 Richard Gruber, Hagerstown, discussed his proposal to expand the Girls Inc. facility to accommodate a larger Senior Citizens Center. BUDGET TRANSFER — FORTY WEST LANDFILL WE, MITIGATION MODIFICATION DESIGN SERVICES Dave Mason, Environmental Engineer, Division of Environmental Management, requested approval of a $63,000.00 budget transfer for Forty West Landfill Wetland Mitigation Modification Design Services. Mr. Mason stated that regulations required the County to build wetlands on the Forty West Landfill property as part of the original development plans but monitoring reports have shown that the wetlands are not functioning as intended. Rehabilitation project measures would include design, construction, and inspection services for the wetlands. Mr. Mason advised that the excess funds of $63,000.00 from the Cell 6/7 construction budget would be transferred to this project if approved. The Commissioners discussed the issue. Commissioner McKinley, seconded by Barr, moved to approve a budget transfer of $63,000.00 for the Forty West Landfill Wetland Mitigation Modification Design Services as presented. The motion passed unanimously. CITY/COUNTY COOPERATIVE EFFORT — AVAILABILITY OF PROPERTY AND FUNDING SOURCE FOR THE LOCATION OF A NEW SENIOR CENTER County Administrator Greg Murray discussed property offered by the City of Hagerstown, and a funding source for its purchase, for the location of a new Senior Center in Washington County. He stated that the Hagerstown City Council recently introduced an ordinance that would allow the transfer of the former U.S. Army Reserve Armory (Armory) on Willard Street to the County for $625,000.00. Mr. Murray discussed the current condition of the Armory, the funding available for its purchase from a Community Development Block Grant (CDBG), and the zoning approval necessary for the proposed use. He advised that the newly -elected Mayor and City Council would be voting on the proposal during its December 4 meeting. The Commissioners discussed the matter. Commissioner Baker questioned the total costs of locating a Senior facility at the Armory site, i.e. remediation, engineering, and design, and the pace at which the proposal was moving. Commissioner Cline, seconded by Barr, moved to approve the purchase of the Armory site for a Senior Center using CDBG funds, contingent upon the city's vote for its use as a Senior Center and the property's receipt of the necessary zoning approval to permit its use as a Senior Center. The motion passed with Commissioners Cline, Barr, Callaham, and McKinley voting "AYE" and Commissioner Baker "NO." REPORT OF THE 2012 SALARY STUDY COMMISSION Theodore Reeder, Chair of the 2012 Salary Study Commission (SSC), presented the recommendations of the SSC, which is required by statute to be convened every four years to study and report on salaries of the following positions: Board of County Commissioners, Board of Education, Orphans' Court Judges, Board of License Commissioners, Sheriff, November 27, 2012 Page 7 and County Treasurer. Mr. Reeder discussed the SSC recommendations, which include increased salaries for the following positions: County Commissioner (member salary from $30,000.00 to $35,000.00, President's Salary from $33,000.00 to $40,000.00); Board of Education (member salary from $6,100.00 to $7,000.00, President's Salary from $6,200.00 to $7,200.00); Orphans' Court Judge (Judge's salary from $7,000.00 to $7,800.00); Sheriff (salary from $88,000.00 to $100,000.00), and Board of License Commissioners (member salary from $9,600.00 to $10,600.00, Chair's salary from $9,850.00 to $10,850.00.) Deputy County Attorney Kirk C. Downey advised that the Commissioners will make recommendations to the County's General Assembly Delegation for the future salaries of the County Commissioners and Sheriff, and must set the other positions' salaries by local law. He indicated that any salary change for an elected office would not take effect until the next term of office following the gubernatorial election of 2014. The Commissioners thanked Mr. Reeder and members of the SSC for their volunteer work performed on behalf of County citizens. RECESS The Commissioners recessed at 11:29 a.m. to attend a ribbon -cutting ceremony for the Red Heifer Winery at 24606 Raven Rock Road, Smithsburg, AFTERNOON SESSION President Terry L. Baker called the afternoon session to order at 1:33 p.m. with the following members: Vice President John F. Barr and Commissioners Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. PRESENTATION OF JUNE 30.2012 AUDITED FINANCIAL STATEMENTS Debra Murray, Budget and Finance Director, and William Seymour, CPA, SB & Company, LLC, presented findings from the audited financial statements of the County's budget year ending June 30, 2012. Mr. Seymour indicated that the opinion was unqualified, or clean, and that the company has conformed to accounting practices generally accepted in the United States. The Commissioners discussed the report and commended the Budget and Finance Department staff for the work they perform. Ms. Murray thanked her staff for preparation of the financial statements. LAND ACOUISITION RECOMMENDATION — HAGERSTOWN REGIONAL AIRPORT Phil Ridenour, Airport Director, and Joe Kuhna, Real Property Administrator, presented a recommendation to purchase approximately 0.80 acres of land north of Nick's Airport Inn from Airport Properties, LLC for $290,000.00 and to allow Nick's Airport Inn (Nick's) use of twenty-seven parking spaces in other County owned parking areas near the business for overflow parking as needed. Mr. Ridenour stated that an appraisal indicated a Fair Market Value of $8.00 per square foot based on a Sales Comparison Approach. The appraisal also recommended that the County provide twenty-seven parking spaces to Nick's via easement and in exchange for the loss of parking spaces in the parcel the County would be acquiring. November 27, 2012 Page 8 Mr. Ridenour stated that based on 0.80 acres at $8.00 per square foot, the appraised value of the parcel is $297,000.00. He advised that the County would seek reimbursement from the Federal Aviation Administration (90%) and Maryland Aviation Administration (5%) for acquisition of the parcel. The Commissioners discussed the proposal. Commissioner McKinley, seconded by Barr, moved to purchase approximately 0.80 acres of land north of Nick's Airport Inn from Airport Properties, LLC for $290,000.00 and allow Nick's Airport Inn the use of twenty-seven parking spaces in other County -owned parking areas near the business for overflow parking as needed, and to convey an easement for twenty-seven existing parking spaces located in front of the restaurant. The motion passed unanimously. (Ordinance No. ORD -2012-34 is located in the County Commissioners' Office.) (Commissioners Callaham and Barr left the meeting during discussion of the next agenda item.) WASHINGTON COUNTY FREE LIBRARY CHANGE ORDERS Joe Kroboth, III, Public Works Director, requested approval of two change orders for the Washington County Free Library (Library) for expenses associated with the extension of the Contractor's General Conditions in the amount of $151,641.00, and to revise the finish for HVAC ductwork for a credited amount of $38,829.00. Mr. Kroboth discussed the various reasons for delays in the Library project that are not the fault of the contractor. Under the contract terms, the Contractor may be reimbursed for expenses associated with each day of extension where the delay is caused by acts or events outside of its control. Mr. Kroboth stated that the amount claimed totals $151,641.00, minus a credit of $38,829.00 for a net amount change order of $112,812.00. The funds are available from the approved project budget. He indicated that the Library project could possibly be completed with up to a $3.4 Million budget surplus. The Commissioners discussed the matter and reviewed the change order process. Commissioner McKinley, seconded by Cline, moved to approve tvo change orders for the Washington County Free Library for expenses associated with the extension of the Contractor's General Conditions in the amount of $151,641.00 and to revise the finish for HVAC ductvork for a credit amount of $38,829.00. The motion passed unanimously. (Commissioners Callaham and Barr were absent from the vote.) (Commissioners Callaham and Barr returned to the meeting at 2:00 p.m.) PROPOSED REVISIONS TO THE WASHINGTON COUNTY STORMWATER MANAGEMENT. GRADING. SOIL EROSION AND SEDIMENT CONTROL ORDINANCE Jennifer Smith, Director, Plan Review and Permitting, and Elmer Weibley, Manager, Washington County Soil Conservation District, discussed proposed revisions to the Washington County Stormwater Management, Grading, Soil Erosion and Sediment November 27, 2012 Page 9 Control Ordinance (ORD No. 2010-018) adopted on November 30, 2010. Ms. Smith stated that new Maryland regulations require local jurisdictions to adopt a revised ordinance that incorporates the regulatory changes by January 27, 2013. To meet this requirement, she described proposed revisions to the existing Ordinance, along with additional revisions to help streamline the plan approval process for minor development projects. Elmer Weibley reviewed proposed revisions that have resulted in a complete rewrite of Chapter 5, including the elimination of the two -acre exemption for single-family lot disturbances; and the establishment of a maximum twenty -acre grading unit for most construction sites. The Commissioners discussed the revisions. It was their consensus to hold a public hearing regarding the proposal on December 18, 2012. REAL PROPERTY ACQUISITION — 20112 MARBLE OUARRY ROAD Joe Kuhna, Real Property Administrator, presented a request to close negotiations for the acquisition of real property at 20112 Marble Quarry Road. Mr. Kuhna stated that the approximate 6,000 square feet right of way is necessary to allow for the placement of superstructure, concrete wingwalls, and embankment stabilization for repairs to the Marble Quarry Road Bridge. The bridge will be improved from one lane to two lanes. He advised that $1,602.00 is available in the Capital Improvement Project Budget for the acquisition. The Commissioners discussed the request. Commissioner Bair, seconded by McKinley, moved to approve the acquisition of real property at 20112 Marble Quarry Road for the purposes stated, adopt an ordinance approving said purchase, and authorize the execution of the necessary documentation to finalize the acquisition. The motion passed unanimously. (Ordinance No. ORD -2012-35 is located in the County Commissioners' Office.) REAL PROPERTY ACOUISITION — ROBINS GLENN HOMEOWNERS ASSOCIATION, INC. Joe Kuhna requested approval of option agreements for several partial real property acquisitions for Robins Glenn Homeowners Association, Inc. ($90,000.00), Tax Map 50, Parcel 1642, and 11335 Robinwood Drive ($33,630.00) for future widening and improvements planned in the area. He stated that $123,630.00 is available in the Capital Improvement Project Budget for the acquisitions. The Commissioners discussed the request. Commissioner McKinley, seconded by Barr, moved to approve option agreements for partial real property acquisitions for Robins Glenn Homeowners Association, Inc., Tax Map 50, Parcel 1642, and 11335 Robinwood Drive, adopt an ordinance approving said purchase, and authorize the execution of the necessary documentation to finalize the acquisition. Downey introduced new Assistant County Attorney Kendall Desaulniers. The Commissioners welcomed her to the position. Countv Clerk — Annointments to County Boards and Commissions Washineton County Housine Authority Commissioner Barr, seconded by McKinley, moved to appoint John Lestitian and Toni Sandridge to the Washington County Housing Authority to first, three-year terms through November 30, 2015. The motion passed unanimously. Washineton County Commission for Women Commissioner Callaham, seconded by Barr, moved to appoint Nicole Ingram and Bridgett Jones Smith to the Washington County Commission for Women to first, three-year terns through November 30, 2015. The motion passed unanimously. Commissioner Callaham, seconded by Barr, moved to appoint Nakita Nelson to the Commission for Women to fill an unfulfilled term through January 31, 2013. The motion passed unanimously. Washineton County Local Manaeement Board Commissioner Barr, seconded by Cline, moved to appoint Paul Pittman, Jr. as a community representative to fill an unexpired term on the Washington County Local Management Board through June 30, 2015. The motion passed unanimously. County Administrator County Administrator Greg Murray discussed available figures comparing recycling efforts in the County, including new customers, since July 1, 2012. He stated that 6,874 customers now used curbside recycling, showing an increase of 1,088 users. Based on actual data, tonnage amounts showed an additional 839,936 pounds of recycling projected to occur this fiscal year in Washington County. The previous cost for recycling paid by Solid Waste customers through permits fees was $452,240.00 with current costs of $57,375.00, a saving in operating costs this year of $394,865.00. He advised that the recycling program is on target to cover its own costs. Mr. Murray stated that the information would be placed on the County's website and provided to The Herald -Mail. PUBLIC HEARING — MARYLAND DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT NEIGHBORHOOD CONSERVATION INITIATIVE GRANT APPLICATION President Baker convened a public hearing at 3:00 p.m. in accordance with 24 CFR 570.486(a)(5) to obtain public comment regarding the submission of a grant agreement of $3,549,000.00 from the Maryland Neighborhood Conservation Initiative Program. James B. Hovis, Director, Office of Community Grant Management, informed the Commissioners that the State of Maryland is awarding the grant under the November 27, 2012 Page 11 Neighborhood Conservation Initiative (NCI) program. Funds are to be used for down payment and closing costs assistance to income eligible homebuyers to acquire houses as their primary residence, acquisition and rehabilitation of houses for resale or rental to income eligible persons, acquisition and redevelopment of blighted or abandoned properties to be used for new housing or community facilities, and other innovative strategies that demonstrate significant funding leverage and potential to stabilize local neighborhood housing markets. He indicated that the proposed projects to be submitted to the Department of Housing and Community Development (DHCD) for consideration, in order of priority ranking, are as follows: 1) The Boy's & Girl's Club of Washington County - $1,500,000.00 for the construction of the Boy's & Girl's Club at Noland Village; 2) Hagerstown Neighborhood Development Partnership, Inc., - $180,000.00 for its down payment assistance program available to low to moderate income persons; 3) Habitat for Humanity of Washington County - $600,000.00 for acquisition and rehabilitation of a multi -family condominium to be sold to low to moderate income persons; 4) The Housing Authority of Washington County, - $900,000.00 for the acquisition of properties for its Rent -to -Own Program; and 5) Washington County Community Action Council, - $200,000.00 for its Rental Rehabilitation Program to acquire and rehabilitate two vacant properties that will be rented to moderate or low income individuals and families. The public hearing was opened for public comment. Tim Henry, Volunteer with the Boys & Girls Club, discussed plans for a Boys & Girls Club facility at Noland Village. The meeting was opened for discussion and questions from for the Commissioners. The Commissioners recognized Jim Deemer, Director of the Boys & Girls Clubs since 1979, and thanked him for his years of service to youth in the community. The hearing was closed at 3:09 p.m. Commissioner Barr, seconded by Cline, moved to approve submission of an application for Neighborhood Conservation Initiative funding of $3,549,000.00 to the Maryland Department of Housing and Community Development as indicated. YOUTH MERITORIOUS AWARDS PRESENTATION — NOVEMBER 2012 The Commissioners presented a certificate of merit to Morgan Meuse of Clear Spring Middle School who was selected by the Washington County Community Partnership for Children and Families (WCCP) to receive a November 2012 Youth Meritorious Award. Morgan received a Washington County pin from the Commissioners and a $100 Office Max gift card fi•om the WCCP. The Commissioners commended Ms. Meuse and her family for her accomplishments.
