HomeMy WebLinkAbout07.24.2012 Minutes11117:1R)XII write] WYLaS7.allu WASHINGTON COUNTY Hagerstown, Maryland July 24, 2012 The Commissioners met at Volvo Powertrain, 13302 Pennsylvania Avenue, Hagerstown, at 8:30 a.m. to tour the facility and discuss business operations with its management and employees. President Terry L. Baker called the regular meeting of the Board of County Commissioners of Washington County, Maryland to order at 10:37 a.m. at Volvo Powertrain with the following members present: Vice President John F. Bair and Commissioners Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. CONVENE IN CLOSED SESSION Commissioner Barr, seconded by Cline, moved to convene in closed session at 10:37 a.m. to consider a matter that concerns the proposal for a business or industrial organization to expand or remain in the State, in accordance with Section 10-508 (a)(4) of the State Government Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed plans by a business entity to possibly expand its operations in the County. During closed session, the Commissioners instructed Staff to work closely with State officials and representatives of the company in order to determine various ways the State and County may be able to assist the company as it moves forward with its possible plans for expansion. Present during closed session were Commissioners Terry L. Baker, John F. Barr, Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. Also present were Gregory Murray, County Administrator; Vicki Lumm, County Clerk; John Martirano, County Attorney; Rob Ferree, Deputy Director, Economic Development Commission; Sarah Sprecher, Public Relations Director; Volvo Powertrain employees: Wade Watson; Amy Crouse; Dawn Fenton; Josh Martin; Frank Morrisey; Belinda Vinson; Adam White; and Dave Perkins, President, UAW Local 171.Other attendees were Delegate Andrew Serafrni; and Maryland Department of Business and Economic Development (DBED) officials: Secretary Christian Johansson; Dominick Murray, Robert Williams, and Jayson Knott. RECESS The Commissioners recessed at 11:47 a.m. to attend a lunch and tour of the Washington County Ag Expo and Fair, 7313 Sharpsburg Pike, Boonsboro. Agriculture Marketing Specialist Leslie Hart received a proclamation from the Commissioners proclaiming July 21-28 "Washington County Ag Expo and Fair Week." President Terry L. Baker reconvened the regular meeting of the Board of County Commissioners of Washington County, Maryland to order at 1:47 p.m. at 100 West Washington Street, Room 227, with the following members present: Vice President John F. Barr and Commissioners Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. July 24, 2012 Page 2 INVOCATION AND PLEDGE OF ALLEGIANCE Pastor Mark Sandell of St. Andrew Presbyterian Church provided the Invocation followed by the Pledge of Allegiance to the Flag by the full assemblage. APPROVAL OF MINUTES — JULY 17. 2012 The minutes of the July 17, 2012 meeting will be scheduled for approval during the July 31, 2012 meeting. CITIZENS PARTICIPATION David Barr and Walter Williams requested funds to reimburse families of the age 13 Hagerstown PONY League All-Star team travelling this week to Fullerton, California to compete at the next level of play. The Commissioners declined to provide funding and referred the league to the County's Office of Community Grant Management that now reviews such requests on behalf of the Commissioners. COMMISSIONERS REPORTS AND COMMENTS Commissioner Cline attended a meeting of the Boonsboro Economic Development Commission and a tribute to Woody Guthrie by the Hancock Arts Council. He was present at the 50`h anniversary celebration of the Coffman Nursing Home. Mr. Cline attended a Washington County Volunteer Fire and Rescue Association picnic. He congratulated local sports teams on their victories this season. Commissioner Callaham reported on events she attended during this week's Ag Expo. She was present at the Coffinan Nursing Home anniversary celebration. Ms. Callaham participated in business visits to Clean Earth and M.S. Johnston. She enjoyed participating in the Discovery Station/Lions Club Golf Tournament. Commissioner Callaham attended the Washington County Sports Hall of Fame event and congratulated this year's inductees. Commissioner Barr attended the Commission on Aging Board meeting where members discussed wish items to be included in the planned Senior Center. He thanked Commissioner Callaham for joining him and his family in collecting gate admissions at the Ag Expo last evening. He commended Agriculture Marketing Specialist Leslie Hart for her work done to make the event run smoothly. Commissioner Baker participated in interviews conducted as part of the Strategic Economic Development Plan (SEDP) process. He enjoyed the WCVFRA picnic. Mr. Baker congratulated the Coffman Home on its anniversary celebration. He attended the Washington County Business Forum with the farm community held at the Ag Center. Commissioner Baker thanked Volvo Powertrain for this morning's tour and meeting. He praised the company for its presence in the community for over fifty years. Commissioner Baker thanked Leslie Hart for arranging today's lunch and tour by the Commissioners of the Ag Expo. He stated that he would be collecting tickets at the gate this evening. July 24, 2012 Page 3 Commissioner McKinley thanked Volvo Powertrain officials for the informative tour and discussion this morning. He praised the Washington County Playhouse for its excellent productions offered to Washington County citizens for many years. Mr. McKinley attended the Civil War display at the Washington County Museum of Fine Arts and events at Ag Expo. He spoke to members of the farming community about the great economic development that agriculture brings to the State. He participated in the SEDP interviews and business visits to Clean Earth and M.S. Johnston. Commissioner McKinley advised that The Herald -Mail interviewed him regarding recycling in the County. BID AWARD — HIGHWAY DEPARTMENT SUPER DUTY TRUCK Rick Cuny, Buyer, Purchasing Department, and Jack Reynard, Fleet Manager, Highway Department, recommended award of the bid for one F550 Crew Cab/Chassis Super Duty Truck with a Service Body for use by the Highway Department (PUR-1184) to the responsive, responsible bidder, Hagerstown Ford of Hagerstown, Maryland, which submitted the lowest Base Bid of $75,000.00 and Alternate No. 1 (extended warranty) at $2,700.00 for the total sum of $77,700.00. Mr. Curry indicated that the County received three bids for the item and that funds for its purchase are contained in the Highway Department's budget. Commissioner Barr, seconded by McKinley, moved to award the bid for one F550 Crew Cab/Chassis Super Duty Truck with a Service Body for use by the Highway Department to the responsive, responsible bidder Hagerstown Ford of Hagerstown, Maryland as presented. The motion passed unanimously. OTHER BUSINESS Anuointments To Boards And Commissions Board of Zonin¢ An_veals Commissioner Barr, seconded by Cline, moved to appoint Paul Fulk to a first full, three- year term as an alternate member of the Board of Zoning Appeals from August 1, 2012 through July 31, 2015. The motion passed unanimously. REPORTS FROM COUNTY STAFF Human Resources Stephanie Stone, Director of the Health and Human Services Department requested permission to advertise and fill a Grade 8 Emergency Call Taker position in the Division of Emergency Services. Commissioner Barr, seconded by Callaham, moved to approve the request as presented. The motion passed unanimously. Office Of Communitv Grant Manaeement Jim Hovis, Director, Washington County Office of Community Grant Management discussed recent meetings of the Community Organization Funding Committee and advised that Mike Guessford was elected its Vice Chair. He stated that staff has been working to clarify the procedures for non-profit organizations to be added to the July 24, 2012 Page 4 Code of the Public Local Laws of Washington County, Section 1-108 list for eligibility to be considered for baseline funding by the County in Fiscal Year 2014. The Commissioners discussed the timeline for organizations to make a request to be added to the 1-108 list. Mr. Hovis advised that the annual deadline to request to be added to the 1-108 list for possible Fiscal Year 2014 funding will be August 15. He indicated that the County would soon be issuing a press release regarding the 1-108 list as well as the various procedures to apply for funding. GRANT AWARD - GOVERNOR'S OFFICE FOR CHILDREN Jim Hovis and Thomas Kline, Local Management Board (LMB) Manager, Office of Community Grant Management, recommended that the Commissioners accept an award from the Governor's Office for Children (GOC) to the Washington County Office of Community Grant Management (OCGM) for Fiscal Year 2013 of $569,579.00. Mr. Kline advised that the award includes permission from the GOC to utilize $137,096.00 in LMB Earned Reinvestment funds to supplement the Community Partnership award in fiscal year FY 2013 to the same level it was in FY 2012 for a total budget of $706,675.00. LMB Earned Reinvestment funds are State general funds the LMB "earned" through allocations from the GOC but were not fully spent. The CPA will be entered into as of July 1, 2012 for a one-year period ending June 30, 2013. Commissioner McKinley, seconded by Barr, moved to accept the grant award as presented. The motion passed unanimously. GRANT AWARD - MARYLAND STATE DEPARTMENT OF EDUCATION, Jim Hovis and Thomas Kline recommended acceptance of the Maryland State Department of Education (MSDE) award to the Office of Grant Management of $277,993.00 to implement the local Healthy Families home visitation program in Washington County for FY 2013 of $277,993.00. Mr. Kline stated that on June 21, 2012, the OCGM submitted to the Maryland State Department of Education Division of Special Education/Early Intervention Services the FY 2013 Healthy Families Grant Application. Healthy Families Washington County (HFWC) is a child abuse and neglect prevention program that serves first time parents residing in Washington County. HFWC staff conducts home visits to improve parenting skills and parent/child interactions, enhance family functioning, and encourage healthy lifestyles, among other goals. Commissioner Barr, seconded by McKinley, moved to accept the grant award as presented. The motion passed unanimously. APPOINTMENTS TO BOARDS AND COMMISSIONS (cont.) Electrical Board of Examiners and Supervisors Commissioner Barr, seconded by McKinley, moved to reappoint Charles E. Shindle, Sr. (Fire & Rescue designee) and Steve Ryan (Utility representative) to additional two-year terms on the Electrical Board of Examiners and Supervisors through June 30, 2014; and appoint Ulf "Magnus" Dahlgren as a member at -large to a fust, two-year term through June 30, 2014. The motion passed unanimously. July 24, 2012 Page 5 CONVENT, IN CLOSED SESSION Commissioner Callaham, seconded by Cline, moved to convene in closed session at 2:50 p.m. to consider the acquisition of real property for a public purpose and matters directly related thereto; discuss the appointment, employment, assignment, promotion, compensation, and/or performance evaluation of appointees, employees, or officials over whom the public body has jurisdiction; discuss personnel matters that affect one or more specific individuals; discuss public security, as the public body has determined that public discussion would constitute a risk to the public or public security, including the deployment of fire services and staff, in accordance with Section 10-508(a)(1), (3), and (10) of the State Government Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed specific aspects of the potential purchase of property with County staff, discussed the potential upgrade of an individualu Nee, and discussed the status of certain fire services and staff in Washington Countycl osea session the Commissioners instructed Staff to gather the necessary factual information and begin the negotiation process with the current property owner regarding the potential purchase of real property; and instructed Staff to place the request for an upgrade of an individual employee as well as the ongoing issue relating to the deployment of fire services and staff for discussion on next week's open agenda. The Commissioners attended a "Smilhsburg and the Ails" exhibit sponsored by the Washington County Historical Society and the Smithsburg Historical Society at the Miller House, 135 West Washington Street, Hagerstown.
