HomeMy WebLinkAbout10.18.2011 Public Hearing RZ-11-004BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY Hagerstown, Maryland October 18, 2011 PUBLIC HEARING — MAP AMENDMENT APPLICATION (RZ-11-004) A joint public hearing of the Board of County Commissioners of Washington County, Maryland and the Washington County Planning Commission was convened at 6:00 p.m. at 100 West Washington Street, Room 255, Hagerstown, to hear testimony regarding. Zoning Map Amendment Application RZ-11-004 on property owned by Mansoor Enual Shaool, located on the north side of Varsity Lane in Election District 18. The Applicant is requesting a change in use designation within the Rosewood Village Planned Unit Development (PUD) from Residential Use to Commercial lise due to`a proposed increase from 17.89% to 29.31 % of commercial use within the PUD. Present were County Commissioners Vice President John F. Barr, and Commissioners Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. Planning Commission members present were Chair Terry Rciber, Sam Ecker, Andrew Bowen, and Dennis Reeder, County Staff present were Tim Lung, Deputy Director of the Division of Plan Review and Permitting; Jennifer M. Smith, Director of the Division of Plan Review and Permitting; Greg Murray, County Administrator; Kirk C. Downey, Assistant County Attorney; and Vicki Lumm, County Clerk. Mr. Downey reviewed the procedures for the Public Hearing and Ms. Lumm administered the oath to those who planned to give testimony. Mr. Lung presented the Staff Report for RZ-11-004, dated October 4, 2011, on behalf of the Washington County Department of Planning and Zoning, and requested that it be entered it into the record of the hearing. There were no questions or comments from the Commissioners or Planning Commission members. (Commissioner Terry L. Baker arrived at 6:16 p.m.) Rodrigo Avellaneda, Project Manager, and Adam Shaool, of WASHCO Developments, Inc., testified in favor of the application and discussed the rationale for the proposed increase of commercial uses in the PUD. Both individuals also acknowledged that traffic concerns expressed by the Washington County Land Development -Engineering Department during its review of the application would be addressed during the design approval process. Questions were posed by Commissioners Callaham and McKinley, and Planning Commission ChairTerry Reiber. There were no other individuals present who wished to testify in support of or against the Application.
