A detailed explanation of the request is attached. The Board of Elections is requesting the conversion of a part-time county position to a full-time position.The reduction of part-time wages is an estimate based on prior year and current year hours worked.Also,please note that part-time wages was significantly over budget in FY15 and will be in FY16. The Public Systems Manager position has had a significant increase in roles and responsibilities as the agency has evolved in it's daily operations. The increase requested for this upgrade is $2,040 in wages and $500 in variable benefits. This position would be responsible for monitoring all of the Day Reporting Center clients in their community setting, monitoring those on GPS, responding to violations, coordinating with the Adult Drug Court and arresting violators and transporting them to the Detention Center. Proposing to create a new position entitled "Records Unit Supervisor" in the Police Records area where there are Office Associates who perform a multitude of tasks related to police reports, motor vehicle accidents, citations, warrants, summons, etc. If this request is approved, an Office Associate would be "promoted" thus eliminating an Office Associate's position. For the last several years the option was to task a Judicial Lieutenant to assist and supervise them. The services of the Judicial Lieutenant are better served supervising deputies. Proposing to create a new position entitled "Records Unit Supervisor" in the Police Records area where there are Office Associates who perform a multitude of tasks related to police reports, motor vehicle accidents, citations, warrants, summons, etc. If this request is approved, an Office Associate would be "promoted" thus eliminating an Office Associate's position. The additional employees would allow all station checks and station routine maintenance to be performed on the night shift. The day shift would be broken down into four groups of two to perform system repairs. 6 - 4 SUBJECT: Budget Request for Capital Improvement Project Inspectors PRESENTATION DATE: Tuesday, February 23, 2016 PRESENTATION BY: Robert Slocum, P.E., Director- Engineering and Const. Management and Rich Eichelberger, Dept. Director, ECM- Construction RECOMMENDEDATION: Move to approve a budget request and hiring of two Capital Improvement Project Inspector positions to realize a cost savings opportunity REPORT-IN-BRIEF: The Construction Department in the Division of Engineering and Construction Management (ECM) currently utilizes one full time staff inspector and approximately five on call contract inspectors. The contract inspectors cost more, yet were intended to supplement inspection requirements during peak periods. A cost savings will be realized by hiring staff inspectors to fill year round needs, thereby reducing the contract inspectors. DISCUSSION: Qualified inspectors are essential to the quality and progress of construction. One inspector may cover multiple small projects or one large project at a time. Grant funding often has specific owner inspection requirements for quality assurance and material clearance. Inspector communication and documentation is critical in protecting the County’s best interest. It is not uncommon for an inspector to save the County and the Contractor from unnecessary expense. The Construction Department has one full time Capital Improvement Project Inspector, grade 11, on staff. In 2011, the BOCC declined to fill the second staff inspector position, which was vacated through a promotion. With the second position eliminated and steady construction activity, more contract inspectors have been required year round. ECM has utilized up to four contract inspectors year round. In addition, two to three contract inspectors are used part time; approximately nine months per year. The annual cost of each staff inspectors is approximately $67,643. The annual cost for a junior contract inspector is $104,187. A senior contract inspector, with additional credentials and experience, costs $138,174 per year. The cost savings to hire a year round staff inspector rather than a contract inspector is $39,004 and $72,991 respectively. The expenses above include overhead costs for a staff inspector position and mileage rates for a contract inspector position. ATTACHMENTS: Additional CIP Construction Inspector Memo, FY 2017 New Position Request Form AUDIO/VISUAL NEEDS: N/A Open Session Item SUBJECT: Contract Awards (PUR-1303) – Group Health Insurance – Medical, Prescription, Care Management/Wellness, Dental, Vision Coverage PRESENTATION DATE: March 1, 2016 PRESENTATION BY: Karen Luther – Director of Purchasing; Rebecca Royal, Steve Dillman and Liz Logsdon, Account Executives with the County’s consultant, CBIZ Benefits & Insurance Services, Inc. RECOMMENDED MOTION: Move to award County employee health insurance coverage contracts to responsive, responsible proposers per the proposal of each in response to RFP No. PUR- 1303 as unanimously recommended by the Coordinating Committee. REPORT-IN-BRIEF: The Request for Proposal (RFP) was advertised on the State’s “eMaryland Marketplace” web site, on the County’s web site, and in the local newspaper. Twenty- three (23) firms executed a Limited Data Set Date Use Agreement in accordance with HIPPA requirements to electronically access the RFP document. Ten (10) firms were represented at the pre- proposal conference. Proposals were received on December 11, 2015 from sixteen (16) companies to provide one or more of the various coverages outlined herein. The Coordinating Committee met on January 14, 2016 to review each firm’s Qualifications & Experience/Technical Proposal. Price Proposals of the companies determined to be responsive were opened. The Committee then met on January 29 to review Price Proposals. The Committee also met on February 10 for providers’ presentations/ interviews and further evaluation/clarifications of finalists’ proposals. Subsequently, a teleconference was held on February 16 between the Committee and the consultant to finalize its recommendations. The Coordinating Committee was comprised of the County Administrator (Chairman), Director of Purchasing, Director of Health and Human Services, County Benefits Coordinator and County Attorney. Consultants for the procurement are Steve Dillman, Becky Royal, and Liz Logsdon, from CBIZ Benefits & Insurance Services, Inc. DISCUSSION: N/A FISCAL IMPACT: The preliminary projected amount budgeted in FY 2017 is $15,151,081 based on an 8.91% increase to the FY 2016 Approved Budget amount of $13,911,308. AUDIO/VISUAL NEEDS: Power Point Presentation by CBIZ representatives Open Session Item SUBJECT: Construction Bid Award Pavement Maintenance & Rehabilitation Program FY’16 Hot Mix Asphalt Applications, Contract No. MS-PMP-239-28 PRESENTATION DATE: Tuesday, March 1, 2016 PRESENTATION BY: Scott Hobbs, P.E., Deputy Director Division of Engineering & Construction Management RECOMMENDED MOTION: Move to award the base bid for the Pavement Maintenance and Rehabilitation Program FY’16 Hot Mix Asphalt (HMA) Applications contract to the lowest responsive, responsible bidder, Craig Paving, Inc. of Hagerstown, Maryland for the amount of $2,853,149.00 and move to approve a change order in the amount of $226,571.62 for the FY’15 Chip Seal project to increase the purchase order amount for final close out of last year’s contract. REPORT-IN-BRIEF: The project was advertised in The Herald Mail, on the County’s website, and on the State of Maryland’s website, e-Maryland Marketplace. Two (2) bids were received on Wednesday, January 13, 2016 as listed below and further detailed on the attached Bid Tabulation. Contractor: __Total Bid:__ Craig Paving, Inc. $2,853,149.00 New Enterprise Stone & Lime, Inc. $3,523,694.50 The bids have been evaluated and the low bid by Craig Paving, Inc. is in order. The engineer’s estimate is $2,704,526.54. DISCUSSION: The Pavement Maintenance & Rehabilitation Program for hot mix asphalt applications generally involves asphalt preservation, repair, and rehabilitation work. Applications include providing superpave hot mix asphalt overlays, patching, crack filling, and permanent pavement markings. The project will include approximately 10 miles of paving applications. The proposed contract follows standard State Highway Administration provisions for monthly liquid asphalt price adjustments as used in prior years. The bid documents provide one hundred seventy five (175) consecutive calendar days to complete the work. The Notice to Proceed date is anticipated to be on or about April 11, 2016 with a final completion date of October 2, 2016. The bid documents include Liquidated Damages in the amount of $500.00 per calendar day for work beyond the completion date and a County option to extend the work for one additional year. There are no major road closures associated with this work. Public notices will be made and road work signs posted prior to the start of work. The Road Listing is attached and will be posted on the County’s website for reference. FISCAL IMPACT: This is a budgeted Capital Improvement Plan (CIP) project (RDI024) with an unencumbered balance of $5,719,281.87. Total expenses for the hot mix asphalt applications are estimated at $3,351,141.28; including $2,853,149.28 for proposed bid award, $212,992.28 for inspection/testing, $135,000 for 5% construction contingency, $150,000 for asphalt adjustment costs. Bids are due on March 3 for the FY’16 Chip Seal project. The estimate is $1,750,000 and involves 54 miles of chip seal applications this summer. During last year’s paving season, the County added five miles of additional road work to the FY’15 Chip Seal project. Roads were added to address failing pavement conditions while the contractor was mobilized on the project. Additional emulsion and patching work was also required on programmed roads to address failing conditions. This work came in under the program budget, yet over the contract purchase order amount by $226,571.62. The bid price for the FY’15 Chip Seal project was $1,545,915.49. The pavement management program database which includes information from road condition assessments and traffic counts is now several years old and in need of an update. Price proposals were received on February 10, 2016 for work to perform 765 traffic counts on roads throughout the County. Rummel, Klepper & Kahl submitted the lowest price proposal at $117,100.78 and the work will begin in March and continue until November. This updated information will be available on the County’s web map at the end of the year. The road condition assessments will begin later this spring and will cost approximately $150,000. CONCURRENCES: Director of Engineering and Construction Management ALTERNATIVES: This is the most cost effective and practical alternative. Roads are substandard and need repairs to extend service life. PRESENTATION BY: Jim Hovis, Director, Office of Community Grant Management and Kevin Cerrone, Director, Washington County Transit RECOMMENDED MOTION: Move to approve the resolution authorizing the filing of the application for grant funding under the Federal Transit Act and execution of the grant upon receipt by the way of concurrence of the County Attorney and to accept funding as awarded. REPORT-IN-BRIEF: Washington County Transit annually applies to the Maryland Transit Administration (MTA) for Federal and State operational and capital grant funding through the Annual Transportation Improvement Plan (ATP). The grant funds are used to operate authorized transportation programs within Washington County, Maryland, which includes the Section 5307 Public Transportation Program – Fixed Route Transit, the American Disability Act (ADA) Complementary Paratransit Program, the Job Opportunity Bus Shuttle (JOBS), the Statewide Special Transportation Assistance Program (SSTAP) – aka: Ride Assist Voucher Program, the Section 5303/5304 Technical Assistance Program (TDP) and the Capital Assistance Program. The fiscal year 2017 Section 5307 application requests $1,248,093 in State and Federal funds from MTA and the Federal Transit Administration (FTA) and $618,720 in local funding of which $103,500 is provided by the Washington County Department of Social Services (WCDSS). The Ride Assist Voucher application request $146,917 in State funds from MTA, a $30,750 in-kind (non-cash) match and a $38,222 passenger fares match. The TDP Program is requesting $81,000 in State and Federal funds from MTA and FTA and $9,000 in local funding. The Capital Assistance Program requests $535,500 in State and Federal funds from the MTA for Route Match Fixed-Route system and preventative maintenance. DISCUSSION: The Office of Community Grant Management has reviewed the grant application and funding guidelines. There are no unusual conditions or requirements attached to the acceptance of the grant. FISCAL IMPACT: A local match (General Fund, DSS & in-kind) is required to secure Federal and State grant funds. The local match requirement associated with the fiscal year 2017 application is $696,692 for operating and $59,500 for the capital procurements. Both amounts Board of County Commissioners of Washington County, Maryland Agenda Report Form are included in the Transit Department’s budget request for fiscal year2017 and are contingent upon the award of the applicable grant funds. CONCURRENCES: County Administrator, County Attorney ALTERNATIVES: If a decision was made not to apply for the grant funds and/or provide the local match requirements, the County would become ineligible for the Federal and State transit grant funds in fiscal year 2017.
