HomeMy WebLinkAbout12.07.2010 MinutesBOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY Hagerstown, Maryland December 7, 2010 The County Commissioners -Elect attended a swearing-in ceremony at the Washington County Circuit Courthouse presided over by Administrative Judge John H. McDowell. Dennis J. Weaver, Clerk of the Circuit Court, administered the oath of office to the following members: Terry L. Baker, John F. Barr, Ruth Anne Callaham, Jeffrey A. Cline, and William B. McKinley. Following the ceremony, a reception was held at the Washington County Museum of Fine Arts. CALL TO ORDER The first meeting of the Board of County Commissioners of Washington County, Maryland for the 2010-2014 administration convened at 1:02 p.m. by County Administrator Gregory B. Murray. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was given by Commissioner Barr, followed by the Pledge of Allegiance to the Flag by the full assemblage. CONVENE IN CLOSED SESSION Commissioner Barr, seconded by McKinley, moved to convene in closed session at 1:04 p.m, to discuss the appointment, employment, assignment, and/or performance evaluation of appointees, employees, or officials over whom it has jurisdiction; and to discuss a personnel matter that affects one or more specific individuals, in accordance with Section 10-508 of the State Government Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed the appointment, employment, assignment, and/or performance evaluation of appointees, employees, or officials over whom it has jurisdiction; and discussed personnel matters that affect one or more specific individuals. Present during closed session were Commissioners Terry L. Baker, John F. Barr, Ruth Anne Callaham, Jeffrey A. Cline and William B. McKinley. Also present were Gregory Murray, County Administrator; Vicki Lumm, County Clerk; John Martirano, County Attorney, Kirk C. Downey, Assistant County Attorney, and Andrew F. Wilkinson, Assistant County Attorney. ELECTION OF BOARD PRESIDENT Commissioner Barr, seconded by Callaham, moved to elect Terry L. Baker as President of the Board of County Commissioners for the 2010-2014 term of office. The motion passed unanimously. President Baker thanked the citizens for their support and stated that he looked forward to guiding the County along with his fellow Commissioners. ELECTION OF VICE PRESIDENT Commissioner Cline, seconded by McKinley, moved to elect John F. Barr as Vice -President of the Board of County Commissioners for the 2010-2014 term of office. The motion passed unanimously. December 7, 2010 Page 2 APPOINTMENT OF COMMISSIONER REPRESENTATIVES TO BOARDS AND COMMISSIONS Commissioner Barr, seconded by Callaham, moved to appoint the following Commissioners to County Boards and Commissions for the 2010-2014 term: Commissioner Baker - Community Action Council, Economic Development Commission, Fire & Rescue Communications Advisory Board, Metropolitan Planning Organization, Recreation and Parks Advisory Board, Social Services Board, Tri -County Council for Western Maryland, United Way — Emergency Food & Shelter Program (FEMA), and the Weed Control Committee. Commissioner Barr _Area Agency on Aging, Emergency Services Advisory Council, Local Management Board, MACo Legislative Committee, Mental Health Authority, Washington County Museum of Fine Arts, Pension Fund Board, Transportation Advisory Committee, and the Tri -County Council for Western Maryland. Commissioner Cline - Advisory Commission to the Board of Health, Agricultural Education Center, Disabilities Advisory Committee, Historic District Commission, MACo Legislative Committee, and the Solid Waste Advisory Commission. r3 Commissioner Callaham - Commission on Aging, Historical Advisory Committee, Housing Authority of Washington County, Metropolitan Planning Organization, PenMar Development Corporation, Public Golf Corporation, and the Commission for Women. Commissioner McKinlev - Agricultural Land Preservation Advisory, Economic Development Commission, Hagerstown Regional Airport Advisory Commission, Maryland Association of Counties, Metropolitan Planning Organization, Planning Commission, and the Water and Sewer Advisory Commission. The motion passed unanimously. REAPPOINTMENT — COUNTY ADMINISTRATOR Commissioner Barr, seconded by McKinley, moved to reappoint Gregory B. Murray as the County Administrator for the 2010-2014 term of office. The motion passed unanimously. REAPPOINTMENT — COUNTY CLERK Commissioner Callaham, seconded by Barr, moved to reappoint Vicki C. Lumm as the County Clerk for the 2010-2014 term of office. The motion passed unanimously. REAPPOINTMENT — DIRECTOR OF THE OFFICE OF BUDGET AND FINANCE Commissioner Cline, seconded by McKinley, moved to reappoint Debra S. Murray as the Director of the Office of Budget and Finance for the 2010-2014 term of office. The motion passed unanimously. December 7, 2010 Page 3 COMMISSIONER COMMENTS President Baker thanked his fellow Commissioners for nominating him as President and stated that he looked forward to the opportunity to serve Washington County. He also thanked County Staff for their work done on behalf of the County. Commissioner Barr stated that he was honored to serve as Vice President of the new Board. He also thanked County Staff. Mr. Barr indicated that he spoke on behalf of the Commissioners during a public hearing held last week regarding the possible merger of Allegheny Power and First Energy of Akron, Ohio. He attended a ceremony at Hagerstown's City Park for Hospice. Commissioner Barr thanked County Clerk Vicki Lumm and Executive Administrative Assistant Katie Yoder for their work done to organize the Commissioners' swearing-in events today. Commissioner McKinley also thanked County Staff, and the voters of Washington County for electing him to office. He expressed an optimistic outlook for the future of the County. Commissioner Cline commented that the he looked forward to working with County Staff and his fellow Commissioners and taking on the challenges that may lie ahead. Commissioner Callaham echoed the comments of her fellow Commissioners. She thanked voters for putting together such a fine team of Commissioners. COUNTY ADMINISTRATOR COMMENTS County Administrator Gregory B. Murray reiterated comments regarding County Staff, stating that they were helpful, highly qualified, and of a high caliber. COUNTY CLERK SWEARING-IN Circuit Court Clerk Dennis Weaver administered the oath of office to Vicki C. Lumm, as the Clerk to the Board of County Commissioners.
