HomeMy WebLinkAbout08.30.2010 MinutesBOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY Hagerstown, Maryland August 30, 2010 JOINT PUBLIC HEARING — REZONING CASE RZ-10-004 AND WASHINGTON COUNTY WATER AND SEWERAGE PLAN AMENDMENT WS -10-001 A joint public hearing of the Board of County Commissioners of Washington County, Maryland and the Washington County Planning Commission was convened in Courtroom #1 at 7:02 p.m. to hear testimony and receive evidence in Rezoning Map Amendment RZ-10-004 and Washington County Water and Sewerage Plan Amendment WS -10-001. County Commissioners present were President John F. Barr, and Commissioners Terry L. Baker, Kristin B. Aleshire, James F. Kercheval, and William J. Wivell. Presiding at the hearing was County Planning Commission Chair George Anikis. Planning Commission members present were Terry Reiber, Sam Ecker, Andrew Bowen, and Linda Kelly. County Staff present were Tim Lung, Chief Planner; Mike Thompson, Director -Planning Department; Julie Pippel, Director -Department of Environmental Management; and Kirk C. Downey, Assistant County Attorney. Mr. Anikis reviewed the procedures for the public hearing. County Clerk Vicki Lurmn administered the oath to those who planned to give testimony. On behalf of the Washington County Department of Planning and Conmumity Development, Tim Lung, Chief Planner, presented the staff reports for RZ-10-004. Applicant Sassan Shaool, and Rodrigo Avellaneda of WASHCO Developments, Inc., presented details of the application for a revision to the Rosewood Village PUD Development Plan to replace 4.87 acres of residential development with a commercial use. Testimony was given by John Porter, 19739 Tranquility Court, Hagerstown, Maryland (Exhibit #1) and C. M. "Mike" Harshman, 11102 Dolores Court, Hagerstown, Maryland (Exhibit #2). Upon hearing all testimony, Mr. Anikis stated that the record is closed and the hearing for RZ-10-004 was concluded. Chief Planner Tim Lung presented the staff reports for WS -10-001, a comprehensive amendment to the Washington County Water and Sewerage Plan. There were no individuals present who wished to offer testimony. Chair George Anikis commented on various aspects of the Plan.
