HomeMy WebLinkAbout880913 September l3, l988 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:40 a.m. by the President, Ronald L. Bowers with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook, followed by the Pledge of Allegiance to the Flag by the full assemblage. AIRPORT STATUS REPORT Ron Myers, Chairman of the Airport Commission, and Leigh Sprowls, Airport Manager, appeared before the Commissioners to give a status report of the major projects at the Washington County Regional Airport. Mr. Myers informed the Commissioners that the Air Business Park has been advertised and a pre-bid conference will be held on September 22, with a bid opening date of October 4. The architect for the terminal project is now waiting on plan approval from the Department of Permits & Inspections before proceeding and the Commission is awaiting a decision from the Maryland Historical Trust regarding the house located near the site, but the financing is in place for the project. The Commissioners asked several questions regarding the infrastructure and its location on Showalter Road. Mr. Myers concluded by announcing that there will be a "birthday party" for the Airport on October l4-l6 and invited the Commissioners to the festivities. PROCLAMATION - HOME IMPROVEMENT MONTH President Bowers read and presented a proclamation to John Harrell, President of the Western Maryland Council of Home Improvement Contractors, naming September l988 as Home Improvement Month in Washington County and urging all citiens to assign and reappraise the condition, equipment and facilities in their homes with a view to instituting remodeling programs when and as appropriate. COMPLETED CAPITAL PROJECTS - TRANSFER James Young, Director of Finance, appeared before the Commissioners to request that completed projects in the Capital Projects Fund be transferred to the Fixed Asset Fund in the amount of $4,77l,9l9. Motion made by Commissioner Roulette, seconded by Irvin to transfer the completed projects from the Capital Improvements Projects Fund in the amount of $4,77l,9l9 to the General Fixed Asset Fund. Unanimously approved. CONVENE AS BOARD OF HEALTH Motion made by Commissioner Roulette, seconded by Irvin to convene sitting as the Board of Health at l0:30 a.m. and to keep separate minutes of this meeting. Unanimously approved. BID OPENING - FLEET VEHICLES The bids for fleet vehicles were publicly opened and read aloud. The following firms and their proposals were as follows: Hoffman Chevrolet - one 4-door sedan - $l3,284, one l/2-ton pickup (diesel) - $l2,209, one 1/2-ton pickup with 4 wheel drive (gasoline) - $l0,874, 4 mid-size cars with front wheel drive - $ll,334 each or a total of $45,336, 4 3/4-ton pickups with 4 wheel drive - $l4,370 each or $57,480 total, 5 compact cars with front wheel drive - $8,922 each or a total of $44,6l0 and one subcompact car - $8,035; Martin Truck Corporation - one 1/2-ton pickup with 4 wheel drive - $l3,7l2, one 1/2-ton pickup with 4 wheel drive (gasoline) - $l2,9l2, 4 3/4-ton pickups with 4 wheel drive - $l4,626 each or $58,504 total; Curtis Chevrolet - 4 3/4-ton pickup with 4 wheel drive - $l4,435 each or $57,732 total, one 1/2-ton pickups with 4 wheel drive (gasoline) - $l2,732, one 4-door sedan - $l2,l60, one 1/2-ton pickup with 4 wheel drive (diesel) - $l3,494, 4 mid-size cars with front wheel drive - $ll,2l2.90 each or $44,85l.60 total. All bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - BULK ICE CONTROL SALT The bids for bulk ice control salt were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Domtar Industries - No Bid; Cargill Salt - cost per ton delivered (all sections) - $33.25/ton; Akzo International Salt Company - cost per ton (all sections ) $34.28/ton; Morton Thikol - cost per ton (all sections) - $35.28/ton. The bids will be reviewed by appropriate officials prior to a decision being rendered. SEPTEMBER l3, l988 MINUTES, CONT'D. BID OPENING - AIRPORT RUNWAY 2/20 - INSTALLATION OF VASI AND REILS One bid was received for installation of a VASI and Reils for Runway 2/20 at the Washington County Regional Airport - AIP Project 3-24-00l9-07. The firm participating in the bidding and its proposal was as follows: Valentine Electric - $59,874.50. The bid will be reviewed by appropriate officials prior to a decision being rendered. (Decision rendered later in this Session.) SELF-INSURANCE PROGRAM - UPDATE James Young, Director of Finance, appeared before the Commissioners to report on the financial status of the self-insurance programs for Fiscal Year l988. Mr. Young is proposing that $l50,000 be transfered from Workmen's Compensation Fund to the Group Insurance Fund to cover the negative balance in that account. The Commissioners agreed to the proposed transfer. MARYLAND, YOU ARE BEAUTIFUL PROGRAM RECOMMENDATION Karen Luther and Lieba Cohen, members of the Maryland, You Are Beautiful Selection Committee, appeared before the Commissioners to recommend nominating Harold Bible as Washington County's representative to the State for the Maryland, You Are Beautiful Program. Mr. Bible has provided voluntary service to deaf people in Washington County for 20 years and also established the Deafnet Association, he serves as interpreter to the deaf at church, funeral services, weddings and trial hearings and also teaches sign language at Hagerstown Junior College. Motion made by Commissioner Roulette, seconded by Snook to accept the Selection Committee's nomination of Harold Bible as Washington County's representative to the Maryland, You Are Beautiful Program. Unanimously approved. BOARD/COMMISSION REPORTS Commissioner Irvin reported on the Mid-Maryland Emergency Medical Service Advisory Council meeting, Women's Commission, Leadership Hagerstown and the Drug and Alcohol Abuse Advisory Council; Commissioner Roulette reported on the Planning Commission meeting; Commissioner Downey reported on the Advisory Board of Health meeting; and Commissioner Snook reported on agenda items for the upcoming Parks Board meeting. APPROVAL OF MINUTES - AUGUST 23, l988 Motion made by Commissioner Irvin, seconded by Downey to approve the minutes of August 23, l988, as submitted. Unanimously approved. LEGISLATIVE REQUESTS Barry Teach, County Administrator, reviewed the legislative proposals submitted by various County agencies to be given to the Delegation to the General Assembly for possible legislation. - Salaries: The Commissioners agreed to request the following salaries: County Commissioner - $l8,500, Sheriff - $35,000, State's Attorney - $63,000, and Judges of the Orphan's Court - $6,500. - The Commissioners agreed to discuss the Sanitary Commission's request for legislation. - Request authorization for additional bonding authority for possible projects, including expansion of the Detention Center, additional school construction, road improvement, and facilities for the Health Department. - The Commissioners decided to wait for the final report from the Impact Fee Study Commitee before making a decision regarding legislation. - The Commissioners agreed to seek an exemption which would allow a governmental agency to record a deed on a property which has delinquent property taxes if it would be for a public improvement project. Also discussed was introducing legislation to place more responsibility on the underage person attempting to illegally purchase alcholic beverages. FUEL OIL BID AWARD Motion made by Commissioner Roulette, seconded by Irvin to be included on the Board of Educations bid for fuel oil and award the contract to A.C.& T. who submitted the low bid of 6.4868 cents per gallon, as recommended by the Purchasing Agent. Unanimously approved. SANDY HOOK RESOLUTIONS Motion made by Commissioner Roulette, seconded by Irvin to approve the following resolutions adopted by the Sanitary Commission to: Create Subdistrict l9 - Sandy Hook Sewer; adopting the final Wastewater Facilities Plan for Sandy Hook; Create Subdistrict l9-l - Sandy Hook Water and adopting the Water Facilities Study for Sandy Hook and also plats for Sandy Hook Water and Sandy Hook Sewer. Unanimously approved. SEPTEMBER l3, l988 MINUTES, CONT'D. POSSIBLE INCINERATION PROCESS - INDEPENDENT CEMENT Barry Teach, County Administrator, informed the Commissioners that there may be a possibility that the Independent Cement plant in Hagerstown could be used to reduce a significant part of the County's waste stream through their incineration process which they use in making the cement. Mr. Teach stated that the technology is in place now to use the facilities and suggested that this be a part of the feasibility study which Washington County has agreed to participate in with Carroll, Frederick and Howard Counties. Another advantage to using this process would be that the ash produced through incineration is used as a raw material in making the cement. The Commissioners agreed to convey this information to the other three counties participating in the feasibility study to investigate the possibility of incineration and ask them to make this a part of the that study. RENEWAL OF MIDDLE DEPARTMENT INSPECTION AGENCY LEASE Motion made by Commissioner Downey, seconded by Roulette to renew the lease agreement with the Middle Department Inspection Agency for 264 sq. ft. of office space in the County Office Building and to increase the rental to $l,980 to be payable in monthly installments of $l65. Unanimously approved. DESIGN OF VETERANS MEMORIAL GARDEN MARKER The Commissioners agreed on a design for the Veterans Memorial Garden marker to be placed at Halfway Park and stated that they are committed to the project but requested that contact be made with local veterans' agencies to see if they would be willing to contribute financially to the project. BID AWARD - RUNWAY LIGHTS - AIP PROJECT 3-24-0019-07 Motion made by Commissioner Irvin, seconded by Snook to award the bid for the installation of a VASI and Reils for Runway 2/20 at the Washington County Regional Airport to the low bidder, Valentine Electric, who submitted the proposal of $59,874.50. Unanimously approved. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Irvin to convene in Executive Session at 2:20 p.m. in regard to personnel, property and potential litigation in accordance with Section l0.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Downey, seconded by Irvin to reconvene in Regular Session at 3:45 p.m. Unanimously approved. EMPLOY CLEAR SPRING PARK ATTENDANT Motion made by Commissioner Irvin, seconded by Downey to employ Charles Gladhill as Park Attendant at the Clear Spring Park to fill an existing vacancy. Unanimously approved. EMPLOY "B" MECHANIC - COUNTY COMMUTER Motion made by Commissioner Roulette, seconded by Snook to employ Roger Corbiser as "B" Mechanic at the County Commuter to fill an existing vacancy and to allow him 6 months to fulfill the residency requirement. Unanimously approved. EMPLOY PART-TIME BUS OPERATOR Motion made by Commissioner Irvin, seconded by Roulette to employ Charles Basore as a Part-time Bus Operator at the County Commuter to fill an existing vacancy.
