HomeMy WebLinkAbout10.12.2010 MinutesBOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY Hagerstown, Maryland October 12, 2010 JOINT PUBLIC HEARING — COMPREHENSIVE REZONING OF THE URBAN GROWTH AREA — URBAN GROWTH AREA REZONING MAP AMENDMENTS AND URBAN GROWTH AREA BOUNDARY ADJUSTMENTS A joint public hearing of the Board of County Commissioners of Washington County, Maryland and the Washington County Planning Commission was convened at 7:06 p.m. in the Kepler Theater at Hagerstown Community College, 11400 Robinwood Drive, Hagerstown, to hear testimony regarding the proposed Comprehensive Rezoning of the Urban Growth Area including Urban Growth Area Rezoning Map Amendments and Urban Growth Area Boundary Adjustments (UGA.) Present were County Commissioners President John F. Barr, Vice President Terry L. Baker, and Commissioners James F. Kercheval and William J. Wivell. (Commissioner Kristin B. Aleshire arrived at 9:15 p.m.) County Planning Commission members present were Chair George Anikis, Terry Reiber, Andrew Bowen, Clint Wiley and Linda Kelly. Washington County Planning Department staff in attendance was Steve Goodrich, Chief Planner; Tim Lung, Senior Planner; Mike Thompson, Director; and Bill Stahoviak, Environmental Planner. Mr. Anikis thanked the Urban Growth Area Advisory Committee for its work done to make recommendations regarding the UGA. He advised that written and email comments regarding the UGA would be received by the Washington County Planning Department through the close of business on October 22, 2010. Mr. Anikis indicated that the Planning Commission would review all written material and testimony given before making its recommendations to the Board of County Commissioners. Assistant County Attorney Kirk C. Downey reviewed the procedures for the public hearing. County Clerk Vicki C. Lumm administered the oath to those who planned to give testimony. On behalf of the Washington County Planning Department, Chief Planner Steve Goodrich presented the staff reports for the Urban Growth Area Rezoning Map Amendments and Urban Growth Area Boundary Adjustments. Testimony was given by numerous individuals (a list of names is on file in the Washington County Planning Department) Upon reaching the pre -determined end time of 10:00 p.m., Mr. Downey announced that further testimony would be heard on Thursday, October 14, 2010 at 7:00 p.m. in the Kepler Theater. Present were County Commissioners James F. Kercheval and Kristin B. Aleshire. (Vice President Terry L. Baker arrived at 7:25 p.m.) County Planning Commission members present were Chair George Anikis, Andrew Bowen, Clint Wiley and Linda Kelly. Washington County Planning Department staff in attendance was Steve Goodrich, Chief Planner; Tim Lung, Senior Planner; Mike Thompson, Director; and Bill Stahoviak, Environmental Planner.
