SUBJECT: Maryland State Highway Administration, Tourist Area and Corridor Signing
Program Presentation and Endorsement Request
PRESENTATION DATE: September 20, 2016

RECOMMENDED MOTION: Move to allow the SHA to use County Right-Of-Way for the
purpose of installing roadside static signs for TAC-eligible attractions and allow the
Collaborative Maintenance agreement.
REPORT-IN-BRIEF: The SHA is implementing the TAC Signing Program to address the
tourism sign requests and replace the Tourist Attractions Sign Program. The Washington County
TAC Concept will show signs for approved and conditionally approved signs. The SHA needs
Washington County to allow the required signs to be installed within Washington County Right-
Of-Way and allow the collaborative maintenance efforts. Receipt of the Endorsement Letter will
move the county-wide effort into the engineering design phase which is expected to be 9 – 12
months. The construction phase will follow.
DISCUSSION: Questions are addressed during the presentation.
FISCAL IMPACT: Funding for planning, design, and construction is 100% covered by the
SHA. After the initial implementation, the maintenance of all signs that are installed within
Washington County Right-Of-Way is a collaborative effort using County forces to install
replacement signs on county-supplied supports. SHA will provide all replacement sign panels.
CONCURRENCES: Affected local jurisdictions, Hagerstown and Washington County
Conference and Visitors Bureau, and Washington County Department of Public Works are
involved with the development of the TAC Signing Program. The coordination continues
through all phases of the implementation.
ALTERNATIVES: The TAC Signing Program replaces older signing programs, including the
Tourist Attractions Sign Program and Maryland History Sign Program.

SUBJECT: Property Acquisition on Garis Shop Road

RECOMMENDED MOTION: Move to approve the option agreement for Fee
Simple, Perpetual Sight Distance Easement and Temporary Construction Easement areas at
10026 Garis Shop Road for the purpose stated and to adopt an ordinance approving the purchase
of said areas and to authorize the execution of the necessary documentation to finalize the
easement acquisitions.
REPORT-IN-BRIEF: One property along Garis Shop Road will require partial
acquisitions for the upcoming bridge rehabilitation project and the addition of a parking area and
access to the stream that will support the Antietam Water Trail program. On September 1, 2009,
there was a presentation to the Commissioners by the Division of Public Works and the
Maryland Department of Natural Resources regarding the future Antietam Creek Water Trail
program. On that day the Commissioners voted to support the program which is working to
establish access points for planned water trails and recreational boating areas.
DISCUSSION: The project involves the rehabilitation of the stone arch bridge on
Garis Shop Road. The temporary construction easement will only be needed during the time of
the construction in order to work on the bridge, mill race, and to stabilize the stream bank. The
fee simple portion of the acquisition is for the Antietam Water Trail program and involves a
small parking area and permanent access to the stream for a future boat/kayak launch. A
perpetual sight distance easement is being acquired to improve safety at the intersection with
Wagaman Road.

RECOMMENDED MOTION: Move to award the contract for the purchase/delivery of
Bulk Road Salt to the responsible, responsive bidder, Global Ventures of North America, LLC,
of Durham, NC who submitted the lowest price in the amount of $60.00 per ton.
REPORT-IN-BRIEF: On July 28, 2016 the County issued an Invitation to Bid (ITB) for
Bulk Road Salt. A total of eight (8) bids were received; one (1) bid being a “No Bid”. The salt
will be purchased on an as-needed basis to be used on County maintained roads for snow and ice
control. The County uses an average of twenty thousand (20,000) tons of road salt annually.
The contract period is tentatively to begin October 1, 2016 and end April 30, 2017. The above
recommendations are for the County’s requirements only; the City of Hagerstown shall make its
award independently from the County. The County guarantees neither a minimum/maximum
quantity of bulk road salt to be purchased under this contract.
The Invitation to Bid was published in the local newspaper, on the County web site, and on the
State of Maryland’s “eMaryland Marketplace” web site. Eighty-two (82) persons/companies
registered/downloaded the bid document on-line. There were three (3) companies represented at
the scheduled pre-bid conference.
DISCUSSION: N/A
FISCAL IMPACT: Funds are available in various accounts for road salt for the
Department of Water Quality, Highway Department, and Parks and Facilities Department.

RECOMMENDED MOTION: Move to award the contract for the Resh Road Landfill
Gas Migration Control System project to the responsible, responsive bidder Stearns, Conrad
and Schmidt, Consulting Engineering, Inc. bda SCS Field Services of Reston, VA who
submitted the Total Sum Bid of $243,000.00.
REPORT-IN-BRIEF: The work to be performed by the Contractor under this project
generally includes but is not limited to: clearing, grubbing, grading, placement of mechanically
stabilized earth, erosion and sediment control and restoration of non-paved areas as shown on
contract plans. The project is to be substantially completed within forty-five (45) consecutive
calendar days of the Notice to Proceed. The County can assess liquidated damages in the sum of
five hundred dollars ($500.00) for each consecutive day that the project is not completed.
The project bid was advertised in the local newspaper, on the County web site, and on the State’s
“eMaryland Marketplace” web site. Four (4) contractors and bid houses purchased the plans and
specs. One (1) company was represented at the pre-proposal conference; one (1) bid was
received as indicated on the bid tabulation.

REPORT-IN-BRIEF: On September 9, 2016, the County received a total of three (3)
bids, two (2) for the purchase of the vehicles and one (1) for the purchase of a valve maintenance
trailer. The Invitation to Bid (ITB) was published in the local newspaper, listed on the State of
Maryland’s “eMaryland Marketplace” website, and on the County’s website. Twenty-nine (29)
persons/companies registered/downloaded the bid document on-line.
The new vehicles will replace pick-ups and cab/chassis trucks that meet the County’s
replacement criteria; the replaced vehicles will be advertised on GovDedals.com for auctioning.

RECOMMENDED MOTION: Move to approve these three revised policies: PR-5A Alcohol-
Free and Drug-Free Workplace; EB-14 Employee Assistance Program (EAP); PR-5 Alcohol Use and
Substance Use Testing.
REPORT-IN-BRIEF: The Division of Health and Human Services has been working with the County
Attorney’s Office to update and revise policies. These revised policies must then be approved and
accepted by the Board of County Commissioners.
DISCUSSION: The Human Resources staff have revised policies related to the department. As policies
have been updated, the staff have been working with the Kendall McPeak, County Attorney for their
office’s input. As we complete the process, we will be presenting the revised policies for Commissioners
approval. The attached policies are ready for Commissioner approval and are being offered for such at
this time.
