HomeMy WebLinkAbout880906 September 6, l988 Hagerstown, Maryland 2l740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following members present: Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook, followed by the Pledge of Allegiance to the Flag by the full assemblage. ANNOUNCEMENT - APPOINTMENT OF JAMES YOUNG TO STATE DEPOSIT INSURANCE FUND, BOARD OF DIRECTORS The County Administrator, Barry Teach, announced that the County Director of Finance, James Young, has been appointed to the Maryland State Deposit Insurance Fund Board of Directors. Commissioner Bowers presented Mr. Young with a Certificate of Appointment from Governor Schaefer. EMPLOY PLANNING DEPARTMENT DIRECTOR Motion made by Commissioner Irvin, seconded by Snook to employ James Brittain as Director of the Planning Department to fill an existing vacancy. Unanimously approved. Mr. Brittain thanked the Commissioners for their vote of confidence and stated that he feels fortunate to be able to work with the fine staff in place at the Planning Department. SIGNING OF LOCAL 2677 UNION CONTACT The Commissioners formally accepted the three-year contract with Union Local 2677, which includes Roads Department and Landfill employees. Representatives of Local 2677 along with AFSCME Representative, William Proctor, and the Commissioners signed the contract agreed upon. PROCLAMATION - DAV FORGET-ME-NOT MONTH President Bowers presented a proclamation to Wallace Diehl, representing the local Disabled American Veterans' Chapter, on behalf of the Commissioners which proclaims September l988 as Forget-Me-Not Month in Washington County and urges the support of all citizens. BOARD/COMMISSION REPORTS Commissioner Irvin reported on recent Children's Council resignations and appointments needed for the group and the Transportation Commission meeting and Commissioner Downey reported on the Drug & Alcohol Abuse Advisory Committee. APPOINTMENTS TO CHILDREN'S COUNCIL Motion made by Commissioner Downey, seconded by Irvin to appoint Fred Garret, James Cannon, Carol Kreykenbohn-Barnhart and Louella McAloose to the Children's Council for three-year terms. Unanimously approved. At this time Commissioner Roulette arrived at the Meeting. REVOLVING LOAN FUND - TRI-COUNTY COUNCIL Motion made by Commissioner Downey, seconded by Irvin to contribute an additional $2l,667 to the Tri-County Council Revolving Loan Fund program to bring Washington County into equal partnership with Allegany and Garrett Counties, with the funds to be taken from the Land Sales line item in the Capital Revenue Budget. Unanimously approved. REPORT ON STUDY COMMITTEE ON ANIMAL HUSBANDRY OPERATIONS Commissioner Roulette reported on the Committee to Study Animal Husbandry Operations' visit to the Price hog farm in Fairplay and some of the problems which have to be addressed. LEGISLATIVE PACKAGE Barry Teach, County Administrator, presented the legislation proposed by County departments for review and submission to the Washington County Delegation to the General Assembly at their meeting in October. REQUEST TO PURCHASE PROPERTY - STOTLER ROAD The County Administrator presented a letter from Dorothy Blair requesting to purchase land, which the County obtained at a tax sale, on Stotler Road. The Commissioners agreed to have the land appraised and then to advertise the proposed conveyance with Ms. Blair to pay all advertising and deed preparation costs. SEPTEMBER 6, l988 MINUTES, CONT'D. MEMORANDUM OF UNDERSTANDING - SEWER SERVICE FOR SHARRETTS AUTO MALL Motion made by Commissioner Roulette, seconded by Snook to approve the draft of the Memorandum of Understanding in regard to sewer service for Sharretts Auto Mall at the intersection of Maryland Route 40 and Interstate 70 with the City of Hagerstown, as originally discussed at a public meeting with the City of Hagerstown, Sanitary Commission and Water Pollution Control. Unanimously approved. TOURISM BUDGET - ADDITION Motion made by Commissioner Roulette, seconded by Irvin to allocate up to $30,000 additional to the Tourism Department budget to pay expenses associated with moving the Tourism office to its new location on Dual Highway, to be offset by revenues from the proposed hotel/motel tax. Unanimously approved. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Snook to convene in Executive Session at ll:30 a.m. in regard to personnel and property matters and to confer with the County Attorney, in accordance with Article l0.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION AND ADJOURN Motion made by Commissioner Roulette, seconded by Irvin to reconvene in Regular Session and adjourn at 2:55 p.m. Unanimously approved.
