INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Barr offered the Invocation followed by the Pledge of Allegiance to the
Flag by the full assemblage.
CALL TO ORDER
President Terry L. Baker called the regular meeting of the Board of County
Commissioners of Washington County, Maryland, to order at 10:00 a.m. at 100 West
Washington Street, Room 255, with the following members present: Vice President Jeffrey
A. Cline and Commissioners John F. Barr, Wayne K. Keefer and LeRoy E. Myers, Jr.
APPROVAL OF MINUTES — NOVEMBER 15.2016
Commissioner Myers, seconded by Barr, moved to approve the minutes of November 15,
2016. The motion passed unanimously.
JOINT MEETING WITH THE WASHINGTON COUNTY BOARD OF
EDUCATION — URBAN IMPROVEMENT PLAN PROJECT
The Board of County Commissioners met with the Washington County Board of
Education to discuss the Downtown Urban Improvement Plan Project (Project.) In
attendance were President Terry L. Baker, Vice President Jeffrey A. Cline and
Commissioners John F. Barr, Wayne K. Keefer and LeRoy E. Myers, Jr. Board of
Education members present were Donna Brightman, Justin Hartings, Jacqueline Fischer,
Michael Guessford, Karen Harshman, Wayne Ridenour and Melissa Williams. Also
participating in the meeting were County Administrator Greg Murray, Washington County
Public Schools Superintendent Dr. Clayton Wilcox, State Senator Andrew Serafini and
Delegate Brett Wilson.
County Administrator Greg Murray updated the parties regarding the Project that involves
the Maryland Theatre, University System of Maryland -Hagerstown Campus (USMH),
Barbara Ingram School for the Arts (BISFA), City of Hagerstown, and private investment.
He discussed the multiple funding sources required for the Project and a preliminary draft
Memorandum of Understanding (MOU) in development between the parties necessary to
advance the Project, estimated at $30 million.
Senator Andrew Serafini indicated that Governor Hogan and his staff were impressed by
the public/private partnership plan during his recent cabinet meeting held in Hagerstown.
Senator Serafini anticipates approval of $12-14 million funding toward the Project to be
provided by the State of Maryland extending over several years. He distributed a chart
showing each group's cost share of the various aspects of the Project.
The Washington County Board of Education has set aside $4 million for the Project and
the County $4.5 million. Greg Murray stated that releasing some of that funding would be
necessary to continue moving aggressively toward a mid -2017 target of sending out

construction and demolition bids. The vacant building owned by Bowman Group located
between BISFA and the Maryland Theatre would be demolished. Dr. Clayton Wilcox
advised that a proposed lease between the developers and USMH is still under review;
however, the parties have fundamentally agreed on the lease terms. That aspect has held up
the execution of an MOU. In the meantime, private developer Hager5 has begun work
renovating its West Washington Street property for shared space between USMH and
Washington County Public Schools. All parties present indicated their approval to move
forward as expeditiously as possible.
RECESS
The Commissioners recessed at 10:51 a.m. and relocated to Room 227.
COMMISSIONERS' REPORTS AND COMMENTS
Commissioner Cline congratulated the individuals recently elected to various local
positions.
Commissioners Keefer and Myers reported attending the swearing in ceremony for the
City of Hagerstown Mayor and Council.
Commissioner Barr also congratulated those elected to City offices. He stated that he looks
forward to working with the Mayor and City Council on plans to revitalize downtown
Hagerstown. Mr. Barr attended the Maryland Municipal League meeting in Clear Spring
where its president, Tracy Gant, addressed attendees.
Commissioner Baker reported on several items discussed at the Maryland Municipal
League meeting.
REPORTS FROM COUNTY STAFF
Introduction of New Administrative Judge for the Circuit Court
M. Kenneth Long, retiring Administrative Judge, and Eunice Plank, Court Administrator,
Circuit Court for Washington County, introduced newly appointed Administrative Judge
Daniel P. Dwyer. Judge Long described Judge Dwyer's legal experience and qualifications
for the position. Judge Dwyer addressed the Commissioners and stated that he looks
forward to working with them. The Commissioners wished Judge Long well in his
retirement next year and Judge Dwyer well in his new position.
COUNTY ADMINISTRATOR'S REPORTS AND COMMENTS
Lobbvina Coalition Partnership Funding Request
County Administrator Greg Murray introduced Paul Frey, President of the Hagerstown -
Washington County Convention and Visitors Bureau, who presented a request for a $5,000
contribution from the County Commissioners toward the Community Lobbying Coalition
(Coalition.) Mr. Frey discussed the Coalition's partners and its purpose, which is to
advocate for local initiatives during the legislative session. The Coalition also sponsors a
"Washington County Day in Annapolis" reception to highlight local interests. The
County's Public Relations Department participates in the reception through a booth

showcasing Washington County. The Commissioners discussed the request. Commissioner
Baker expressed concerns with using taxpayer money toward the cost of alcohol served
during the reception. Commissioner Myers suggested that a sponsor could be found for the
alcohol costs. Mr. Frey indicated that he should be able to find a sponsor to fund the
alcohol portion of the reception.
Commissioner Myers, seconded by Barr, moved to approve a $5,000 contribution to the
Community Lobbying Coalition on the condition that those funds not be used toward the
purchase/cost of alcohol during the reception in Annapolis. The motion passed
unanimously.
Miss Marvland Pageant Sponsorship
Greg Murray presented a request to partner with the City of Hagerstown and the Maryland
Theatre to sponsor the Miss Maryland Pageant for $16,000 per year for five years as was
similarly done in 2011. The funds would be provided through the County's portion of the
Hotel Rental Tax Fund.
Commissioner Cline, seconded by Barr, moved to provide a County contribution of
$16,000.00 per year for five years in support of the Miss Maryland Pageant as presented,
with funds taken from the Hotel Rental Tax Fund. The motion passed unanimously.
BID AWARD — SWIMMING POOL AND WATERIWASTEWATER TREATMENT
CHEMICALS
Rick Curry, Buyer, Purchasing Department, and Dan DiVito, Deputy Director, Water
Quality, recommended award of the bids for water/wastewater treatment chemicals (PUR-
1328) to the responsive, responsible bidders with the lowest bids. The following bid
awards were recommended as specified: Item #13 — Sodium Hypochlorite (105 drums) to
Amato Industries, Inc./AMCHLOR at the unit price of $1.77/gal. (55 gal. drum); Item
#14— Granular Activated Carbon (5,600 lbs.) to George S. Coyne Chemical Co., Inc. at the
unit price of $3.2743/lb. (50 lb. bag); Item #16 — Liquid Aluminum Sulfate Alum (30
drums) to Univar USA, Inc. at the unit price of $5.50/gal. (55 gal. drum); Item #17 —
Caustic Soda (Sodium Hydroxide) (325 drums) to Univar USA, Inc. at the unit price of
$3.28/gal. (55 gal. drum); Item #18 — Ferrous Chloride Solution (14,000 bulk gals.) to
Kemira Water Solutions, Inc. at the unit price of $0.84/gal. (Gallon Bulk); Item #19a —
Hydrofluosilic Acid (H2SiF6) (15 gal. pail) to Univar USA, Inc. at the unit price of
$12.90/gal. (15 gal. pail); Item #19b — Hydrofluosilic Acid (H2SiF6) (55 gal. drum) to

Liquid Aluminum Sulfate (8,000 gals.) to Univar USA, Inc. at the unit price of $1.50/gal.
(Gallon Bulk); and Item #39 — MicroC 2000 (38-240 gal. totes) to George S. Coyne
Chemical Co., Inc. at the unit price of $3.486/gal. (240 gal. tote). The contract term is for
one year with no option for renewals, tentatively beginning December 1, 2016.
Commissioner Barr, seconded by Myers, moved to award the bids for water/wastewater
treatment chemicals to the responsive, responsible bidders with the lowest bids specified in
the Commissioners' Meeting Agenda packet and listed above. The motion passed
unanimously.
CONTRACT AWARD — ORACLE CLOUD MIGRATION IMPLEMENTATION
Ronald Whitt, Director, Information Systems, and Karen Luther, Director, Purchasing,
presented the recommendation to award a contract for providing Oracle Cloud Migration
Implementation Services (PUR-1319) to CherryRoad Technologies, Inc. of Morris Plains,
New Jersey for Option B at the Total Proposal Value of $1,278,640 and one-year Extended
Support for two Release Upgrades of $95,000 for a total contract amount of $1,373,640,
contingent upon the approval by County staff of the final Services Agreement between the
County and the recommended vendor. Cloud computing provides benefits such as reduced
long-term costs in operating and maintaining business applications, has greater scalability
and flexibility and collaboration and mobility due to its Internet environment. Ms. Luther
stated that on May 17, 2016 the Commissioners approved an intergovernmental
cooperative purchase of Oracle Products and Related Services from Mythics for the
Division of Information Systems and various departments for $321,564.30. Mr. Whitt
described the services to be provided under the contract that involve the County's
Financial System Management and Upgrades. The products are compatible with the
existing PeopleSoft Financial Systems used throughout County Government. Washington
County would be the premier reference site for potential Oracle Cloud Services customers.
Future upgrades are automatic twice per year and consulting services will not be needed
for the upgrades, thus providing additional monetary savings.
The Commissioners discussed the proposal. Chief Financial Officer Debra Murray
commented that the current manual time card system would be upgraded to a software
system under this proposal.
Commissioner Myers, seconded by Cline, moved to award a contract for providing Oracle

YOUTH MERITORIOUS AWARDS — NOVEMBER 2016
The Commissioners presented certificates of merit to the following students selected by the
Washington County Office of Community Grant Management (OCGM) to receive
November 2016 Youth Meritorious Awards: Griffin Haines of Boonsboro High School,
and Samuel Banzhoff of the Job Development Program. Recipients Kent Ha of South
Hagerstown High School and Michael Keefer of Hancock Middle/Senior High School
were unable to attend the presentation. Each student received a Washington County lapel
pin from the Commissioners and a $100 Staples gift card from the OCGM. The
Commissioners commended the students and their families for their achievements.
CITIZENS' PARTICIPATION
Tad Tweed, Mace Energy, Smithsburg, discussed the State of Maryland's plan to plant
trees along its right-of-way in front of his business. Mr. Tweed updated the Commissioners
on the State's response to his correspondence proposing to purchase the right-of-way from
the State. He requested that the County identify an acre of ground elsewhere for the State
to plant the proposed trees in lieu of in front of his business. Commissioner Myers
suggested that Mr. Tweed speak to Senator Andrew Serafini and Delegate Neil Parrott
about introducing a bill during the 2017 legislative session that could potentially address
this situation.
CONVENE IN CLOSED SESSION
Commissioner Myers, seconded by Barr, moved to convene in closed session at 12:22 p.m.
to discuss the appointment, employment, assignment, promotion, discipline, demotion,
compensation, removal, resignation, or performance evaluation of appointees, employees,
or officials over whom this public body has jurisdiction; any other personnel
matter that affects one or more specific individuals, in accordance with Section 3-305(b)
(1) of the General Provisions Article of the Annotated Code of Maryland. The motion
passed unanimously.
In closed session, the Commissioners considered specific personnel/position
recommendations.
During closed session, the Commissioners provided direction to staff regarding a number
of personnel recommendations.

F. Barr, Wayne K. Keefer and LeRoy Myers, Jr. Also present were Gregory B. Murray,
County Administrator; Sarah Sprecher, Assistant County Administrator, Vicki C. Lumm,
County Clerk; John M. Martirano, County Attorney; and at various times Stephanie Stone,
Director, Health and Human Services; Ed Plank, Director, Highway Department; Scott
Hobbs, Deputy Director, Engineering and Construction Management; Jim Hovis, Director,
Community Grant Management; and Debra Murray, Chief Financial Officer.

RECONVENE IN OPEN SESSION
Commissioner Cline, seconded by Myers, moved to reconvene in open session at 12:51
p.m. The motion passed unanimously.
Commissioner Cline, seconded by Keefer, moved to hire John VanRiper for the Civil
Engineer position in Engineering and Construction Management at Grade 15, Step 1. The
motion passed unanimously.

Commissioner Myers, seconded by Keefer, moved to convene in closed session at 12:53
p.m. to discuss the appointment, employment, assignment, promotion, discipline,
demotion, compensation, removal, resignation, or performance evaluation of appointees,
employees, or officials over whom this public body has jurisdiction; any other personnel
matter that affects one or more specific individuals, in accordance with Section 3-305(b)
(1) of the General Provisions Article of the Annotated Code of Maryland. The motion
passed unanimously.
In closed session, the Commissioners discussed a specific personnel matter and related
staffing issues.
During closed session, the Commissioners agreed to gather additional information relating
to a personnel matter and to further discuss the matter at a future meeting.
