INVOCATION AND PLEDGE OF ALLEGIANCE
The full assemblage observed a moment of silence followed by the Pledge of Allegiance to
the Flag.
CALL TO ORDER
President Terry L. Baker called the regular meeting of the Board of County
Commissioners of Washington County, Maryland, to order at 11:21 a.m. at 100 West
Washington Street, Room 227, with the following members present: Vice President Jeffrey
A. Cline and Commissioners Wayne K. Keefer and LeRoy E. Myers, Jr. Commissioner
John F. Barr was absent due to visiting western Maryland counties as President of the
Maryland Association of Counties.
APPROVAL OF MINUTES_— MAY 3, 2016 AND MAY 10, 2016
Commissioner Cline, seconded by Keefer, moved to approve the minutes of May 3, 2016
and May 10, 2016. The motion passed unanimously. (4-0, Commissioner Barr was absent.)
ADULT DAY REPORTING CENTER GRANT APPLICATION
Susan Buchanan, Grant Manager, Community Grant Management, and Sheriff Douglas
Mullendore and Major Craig Rowe, Sheriffs Department, requested approval to submit a
$540,000 application for a Fiscal Year 2017 Adult Day Reporting Center (ADRC) grant to
the Governor's Office of Crime Control and Prevention and to accept the award funding.
Ms. Buchanan advised that the Sheriff s Department plans to use the grant funding to fund
operations of the new Adult Day Reporting Center that will provide community-based
services and treatment to offenders under parole/probation for drug offenses. The grant
would fund personnel and operating costs associated with the program. There is no
matching funding requirement for the grant. The Commissioners discussed the ADRC.
Major Rowe indicated that grant funds would be used toward startup costs of the program.
There will also be a fee for participants.
Commissioner Myers, seconded by Cline, moved to approve the submission of a $540,000
application for a Fiscal Year 2017 Adult Day Reporting Center grant to the Governor's
Office of Crime Control and Prevention and to accept all awarded funding relating to this
application. The motion passed unanimously. (4-0, Commissioner Barr was absent.)
INTERGOVERNMENTAL COOPERATIVE PURCHASE OF ORACLE
PRODUCTS AND RELATED SERVICS
Karen Luther, Director, Purchasing, and Angie Poffenberger, Database Administrator,
Information Systems, requested that the Commissioners authorize by resolution an
Intergovernmental Cooperative Purchase by the Division of Information Systems of Oracle
Products and Services per Oracle Quote #CS -WC -5316 -FCS dated May 6, 2016 for
$321,564.30 from Mythics, Inc. of Virginia Beach, Virginia, by utilizing the Cooperative
Purchasing Network (TCPN) contract #TCPN R141801. The products will be used by the

Department of Information Systems and various County departments. Ms. Luther informed
the Commissioners that the contract was negotiated at a 68% discount due to the diligent
efforts of Information Systems Director Ron Whitt. The contract is for three years with an
option for two additional one-year renewals from which Oracle products and services may
be procured. The annual licensing fee in the Information Technology's operating budget is
$146,000; the remaining balance of $175,564.30 will be covered by reductions in the
hardware and software account. The first contract year includes $24,112.50 for a test
database to be terminated after one year and not included in subsequent years. Future
upgrades are automatic and will occur twice per year.
Angie Poffenberger described the products to be acquired that use a cloud computing
technology -hosting platform compatible with the existing PeopleSoft Financial System
used throughout the County.
Commissioner Myers, seconded by Keefer, moved to authorize by resolution an
Intergovernmental Cooperative Purchase by the Division of Information Systems of Oracle
Products and Services per Oracle Quote #CS -WC -5316 -FCS dated May 6, 2016 for
$321,564.30 from Mythics, Inc. of Virginia Beach, Virginia, by utilizing the Cooperative
Purchasing Network contract #TCPN R141801. The motion passed unanimously. (4-0,
Commissioner Barr was absent.) (Resolution No. RS -2016-08 is recorded among the Acts,
Ordinances, and Resolutions of Washington County and the original is located in the
County Commissioners' Office.)
CITIZENS' PARTICIPATION
North Haeerstown "Mike Callas Stadium" Loan Payoff
Jim Brown, John Williamson, and Rick Toms of the North High Boosters Club, Inc.
Capital Campaign Committee, discussed the $2.3 million capital campaign begun in 2003
to fund the "Mike Callas" Stadium at North Hagerstown High School. The stadium was
dedicated in 2006 and the Boosters Club is commemorating its payoff with a celebration
on May 23. Mr. Williamson discussed the public/private partnership endeavor that resulted
in its successful completion. He presented the Commissioners a final payment check to
repay the County's $2,322,000 loan. The Commissioners congratulated the individuals and
the community on their success.
CONVENE IN CLOSED SESSION
Commissioner Cline, seconded by Myers, moved to convene in closed session at 11:57
a.m. to discuss the appointment, employment, assignment, promotion, discipline,
demotion, compensation, removal, resignation, or performance evaluation of appointees,
employees, or officials over whom this public body has jurisdiction; and any other
personnel matter that affects one or more specific individuals, in accordance with Section
3-305(b) (1) of the General Provisions Article of the Annotated Code of Maryland. The
motion passed unanimously.
In closed session, the Commissioners discussed specific County personnel
recommendations/employee matters with County staff.

During closed session, the Commissioners provided direction to staff regarding County
personnel staffing recommendations.
Present during closed session were Commissioners Terry L. Baker, Jeffrey A. Cline,
Wayne Keefer and LeRoy E. Myers, Jr. Also present were Gregory Murray, County
Administrator; Sarah Sprecher, Assistant County Administrator; Vicki Lumm, County
Clerk; John Martirano, County Attorney; and Stephanie Stone, Director, Health and
Human Services.
ADJOURNMENT
Commissioner Myers, seconded by Cline, moved to adjourn at 11:59 a.m. The motion
passed unanimously.
The Commissioners attended the 2016 John Frye Historic Preservation Awards luncheon at
12:00 p.m. at the Academy Theatre, 58 East Washington Street, Hagerstown, sponsored by
the Washington County Historical Advisory Committee and the Hagerstown -Washington
County Convention and Visitors Bureau. President Baker presented awards to the
following organizations and individuals for their efforts that significantly impact the
preservation of historic homes, businesses, landmark structures and/or lands: "Preservation
Award" to the Civil War Trust for its outstanding commitment to preservation including
the acquisition of 300 acres at the Antietam Battlefield; the "Advocacy Award" given
posthumously to Joan B. Hull for her life-long commitment to preservation and for the
restoration of the Plumb Grove Mansion; and the "Adaptive Re -Use Award" to Susan
Lothers and Sinclair Hamilton for the preservation and utilization of a historic structure in
the establishment of the River Run Bed and Breakfast, Hancock, Maryland.
