HomeMy WebLinkAbout06.14.2016 MinutesBOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY Hagerstown, Maryland June 14, 2016 FAMILY MEAL RESTAURANT GRAND OPENING The County Commissioners and various County staff attended the grand opening of the Family Meal Restaurant at 10:30 a.m. located at 17276 Valley Road Mall, Hagerstown. CALL TO ORDER President Terry L. Baker called the regular meeting of the Board of County Commissioners of Washington County, Maryland, to order at 11:53 a.m. at 100 West Washington Street, Room 227, with the following members present: Vice President Jeffrey A. Cline and Commissioners John F. Barr, Wayne K. Keefer and LeRoy E. Myers, Jr. INVOCATION AND PLEDGE OF ALLEGIANCE Commissioner Barr offered the Invocation followed by the Pledge of Allegiance to the Flag by the full assemblage. APPROVAL OF REVISED BYLAWS — ANTIETAM BATTLEFIELD ADVISORY COMMITTEE County Clerk Vicki Lumm introduced Perry Jamieson and Justin Mayhue, representing the Antietam Battlefield Advisory Committee (Committee), to discuss updating its bylaws and member appointments. Deputy County Attorney Kirk C. Downey presented a proposed Resolution and revised Bylaws for the Committee. The Board of County Commissioners established the Committee in 1993 to advise the National Park Service regarding significant Civil War sites and their preservation. Membership includes the superintendent of the Antietam National Battlefield. The revised bylaws serve to update several items including removing a specific month for the annual meeting and the requirement that an elected town official from the town of Sharpsburg serves on the Committee. Mr. Jamieson relayed that members prefer to establish an annual meeting date in April due to the potential for poor weather conditions in February. He noted that the Committee works closely with Sharpsburg elected officials. Mr. Jamieson and Mr. Mayhue briefed the Commissioners on activities of the Committee. Commissioner Barr, seconded by Keefer, moved to adopt the Resolution and revised Bylaws of the Antietam Battlefield Advisory Committee including establishing an annual meeting date in April as discussed and presented. The motion passed unanimously. (Resolution No. RS -2016-09 is recorded among the Acts, Ordinances, and Resolutions of Washington County and the original is located in the County Commissioners' Office.) EMPLOYEE RECOGNITION — SAMUEL ANDERSON The Commissioners recognized Samuel Anderson, Emergency Services Planner, for being a recent graduate of the FEMA National Emergency Management Advanced Academy (NEMAA.) Charles Summers, Assistant Director, Emergency Management, described the course that requires a thorough knowledge of the full NEMAA curriculum. He stated that June 14, 2016 Page 2 Mr. Anderson also received designation as a Certified Emergency Manager from the International Association of Emergency Managers, which is its highest awarded designation. Mr. Anderson thanked the Commissioners for the recognition. RECESS The Commissioners recessed at 12:10 p.m. AFTERNOON SESSION President Terry L. Baker called the afternoon session to order at 12:43 p.m. with the following members present: Vice President Jeffrey A. Cline and Commissioner LeRoy E. Myers, Jr. APPROVAL OF MINUTES — JUNE 7, 2016 Commissioner Myers, seconded by Cline, moved to approve the minutes of June 7, 2016. The motion passed unanimously. (3-0, Commissioners Barr and Keefer were temporarily absent.) REPORTS FROM COUNTY STAFF County Clerk — Appointments to Boards/Commissions Animal Control Authority Commissioner Myers, seconded by Cline, moved to reappoint Travis Poole to serve a second, three-year term through June 30, 2019 as the attorney member on the Animal Control Authority. The motion passed unanimously. (4-0, Commissioner Keefer was temporarily absent.) Social Services Board Commissioner Barr, seconded by Myers, moved to reappoint Robert Petties to serve a second, three-year term through June 30, 2019 on the Social Services Board. The motion passed unanimously. (4-0, Commissioner Keefer was temporarily absent.) Economic Development Commission Commissioner Myers, seconded by Cline, moved to reappoint the following individuals to the Economic Development Commission for the following terms: 1) reappoint Hugh Breslin as a Greater Hagerstown Committee representative to a second, three-year term through June 30, 2019, 2) appoint Gary Bockrath as an at -large member to a first, three-year term through June 30, 2019, 3) appoint Andrew Lobley as an at -large member to a first, three-year term through June 30, 2019, and 4) appoint Michael Fitzgerald as the City of Hagerstown's representative to a first, three-year term through June 30, 2019. The motion passed unanimously. 2016-2017 PROPERTY AND CASUALTY INSURANCE RENEWALS Tracy McCammon, Risk Management Administrator, and Patrick Hancock of Aon Risk Solutions, presented the proposal to renew policies in place for liability with Travelers June 14, 2016 Page 3 Insurance Company, property and equipment policies with Local Government Insurance Trust, and airport liability policy with Global Aerospace. Ms. McCammon advised that renewal quotes from insurance carriers show a total increase of $27,020 over last year's actual, a 2.5% increase for Fiscal Year 2017. AON was able to negotiate renewal quotes from carriers well within the 8% budgeted increases. The Commissioners discussed the proposal with Mr. Hancock. Commissioner Barr, seconded by Myers, moved to renew policies in place for liability with Travelers Insurance Company, property and equipment policies with Local Government Insurance Trust, and airport liability policy with Global Aerospace as presented. The motion passed unanimously. CITIZENS' PARTICIPATION No citizens attending the meeting wished to participate. CONVENE IN CLOSED SESSION Commissioner Myers, seconded by Barr, moved to convene in closed session at 12:50 p.m. to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; and any other personnel matter that affects one of more specific individuals, in accordance with Section 3-305(b) (1) of the General Provisions Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed the potential appointment of a specific individual to an advisory commission over which the Commissioners have appointment authority; and discussed the potential appointment/reappointment of several specific individuals to a local review board over which the Commissioners have appointment authority. During closed session, the Commissioners instructed staff to contact the recommended individual to confirm that that individual was still interested in serving and if so to bring forth the potential appointment to an advisory commission over which the Commissioners have appointment authority for further consideration and discussion and a possible vote during a future open session meeting; and instructed staff to bring forth the potential appointments/reappointments to a local review board over which the Commissioners have appointment authority for further consideration and discussion and a possible vote during a future open session meeting. Present during closed session were Commissioners Terry L. Baker, Jeffrey A. Cline, John F. Barr, Wayne K. Keefer and LeRoy E. Myers, Jr. Also present were Gregory Murray, County Administrator; Sarah Sprecher, Assistant County Administrator; Vicki Lumm, County Clerk; John Martirano, County Attorney; and at various times Phil Ridenour, Director, Hagerstown Regional Airport; and Michael Piercy, Director, and Nikki Snider, Adult Protective Services Supervisor, Social Services. June 14, 2016 Page 4 RECONVENE IN OPEN SESSION Commissioner Barr, seconded by Myers, moved to reconvene in open session at 1:06 p.m. The motion passed unanimously. COMMISSIONERS' REPORTS AND COMMENTS Commissioner Barr commented on his ongoing visits to Maryland counties as President of the Maryland Association of Counties. He has proposed to write a letter to Governor Hogan outlining the matters and concerns discussed with those counties. Mr. Barr and Commissioner Keefer attended the recent retirement dinner for Washington County Public Schools employees. Commissioner Barr also attended the recent dedication of the Bergman Building at the Maryland Vision Institute in memory of Dr. Eric Bergman. Countv Clerk — Annointments to Boards/Commissions Adult Public Guardianship Review Board Commissioner Myers, seconded by Keefer, moved to reappoint Nikki Snider as a nonprofit local social service organization representative and Susan Parks as a public health nurse representative to serve second, three-year terms through June 30, 2019; and to appoint Diane Lewis to serve a first, three-year term as a nonprofit local social service organization representative through June 30, 2019 on the Adult Public Guardianship Review Board.
