The Regular Meeting of the Board of County Commissioners of
Washington County was called to order at 9:00 a.m. by the
President, Richard E. Roulette, with the following members
present: Vice President Ronald L. Bowers, and Commissioners
Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Roulette, followed
by the Pledge of Allegiance to the Flag by the full assemblage.
PRESENTATION OF SERVICE PINS AND RETIREMENT PLAQUE
Alan Davis, Director of Personnel, presented a retirement plaque
to Roger Griffith in recognition of his 28 years of service with
the County government. Mr. Davis presented service pins to the
following individuals for their years of service: 35 years -
Walter "Gabby" Hess; 25 years - Vernon Kline and Donnie Hawks; 20
years - George Stotler, Harry Duncan, and Dean Lowry; 15 years -
Angie Loewenheim, Steve Goodrich, Lee Snyder, Lucille Mowen, and
Richard Willson; 10 years - Thomas Newton, Timothy Lung, Arthur
Barnhart, Michael Borsos, Pamela Douglas-Grosh, Janet Lung,
Thomas Routzahn, Linda Weicht, and Tony Davis; 5 years - Susan
Hall, Francis Knight, Roy Louchridge, Mina Davis, Paul Hahn,
Charles Hutzell, Tracy Peyton, Gregory Wright, Doug Levine,
Sheila Albin, Gary Rohrer, Richard Eichelberger, Brenda Wright,
Doug Oliver, and Thomas VanMetre. Commissioner Roulette thanked
the employees for their time, service, and dedication to County
government on behalf of the Commissioners and the citizens of
Washington County.
SEMPLE RUN DRAINAGE IMPROVEMENTS - RIGHT-OF-WAY OPTIONS
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to
approve easement options with the following individuals for the
Semple Run Drainage Improvement Project: Louis & Robin Mastiano,
Myra J. Taylor, Larry & Mercedes Hoover, Jeane Shindle. K.A.R.
Associates, Timothy & Marianne Henesy, Herbert & Lola Mosby,
Alton & Phoebe Snyder, John A. Miner, Executor, Oscar A. Domer
and Chester & Margaret Domer, Wilbur & Margie Cordell, John &
Dorothy Repp, Marion & Barbara Ramsey, Mayor & Council of
Hagerstown, Josephine Dodson, Ann Resh, Robert Deavers, Clarence
& Charlotte Hose, Stanley Taylor, and Samuel & Evelyn Dixon.
Unanimously approved.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to
approve the fee simple acquisition of 3,375.62 sq. ft. from
Edward and Anna Snook for the amount of $4,700. Motion carried
with Commissioners Bowers, Irvin-Craig, Shank, and Roulette
voting "AYE" and Commissioner Snook "ABSTAINING".
BOARD/COMMISSION REPORTS
Commissioner Irvin- Craig reported on the Mid-Maryland Emergency
Medical Services Advisory Council meeting and the Historical
Advisory Committee meeting; Commissioner Snook reported on the
Airport Commission meeting; and Commissioner Shank reported on
the Transportation Advisory Committee meeting.
APPROVAL OF MINUTES - SEPTEMBER 20, 1994
Motion made by Commissioner Irvin-Craig, seconded by Shank, to
approve the minutes of September 20, 1994, as submitted.
Unanimously approved.
MT. AETNA ROAD - EXTENSION OF WATER SERVICE
The Commissioners reviewed the estimates to extend water and
sewer service to the farm house at Black Rock Golf Course, which
was not included in the original scope of work for the Mt. Aetna
Road reconstruction project. The costs are estimated at $4,350
to extend water service and $7,746.72 to extend sewer service.
The Commissioners agreed to wait until the Golf Course Board has
reviewed the costs and made a recommendation to them.
REQUEST FOR HEALTH INSURANCE - MARYLAND SYMPHONY
The Commissioners considered the request from the Maryland
Symphony to include their full-time employees in the County
sponsored health insurance program. After discussion of the
request and the Personnel Director's recommendation, the
Commissioners asked that the Personnel and Insurance Department
work with the Maryland Symphony to help with technical
specifications and bidding of their health insurance coverage.
MEMORANDUM OF UNDERSTANDING - MARYLAND GEOLOGICAL SURVEY
Motion made by Commissioner Snook, seconded by Irvin-Craig, to
approve the Memorandum of Understanding with Maryland Geological
Survey for the "Karst Hydrogeological Study in the Hagerstown
Valley and Its Influence on Groundwater Quality Protection", and
Washington County's portion of the costs as outlined for Fiscal
Years 1995-1998, with the stipulation that Appalachian Regional
Commission funding is also available to reimburse its percentage
share of the cost of the study. Unanimously approved.

MINUTES, CONT'D.
LONG-TERM LEASE AGREEMENT - FT. TONOLOWAY
Motion made by Commissioner Shank, seconded by Irvin-Craig, to
approve the long-term lease agreement with the Department of
Natural Resources for the Ft. Tonoloway Park, as presented by the
County Attorney. Unanimously approved.
BLACK ROCK ESTATES - ACCEPTANCE OF SURETY
Motion made by Commissioner Shank, seconded by Snook, to accept
Lots 21, 33, 34, and 35 located in Black Rock Estates from
Mansoor and Janet Shaool in lieu of a performance bond for the
road improvements project on Mt. Aetna Road. Unanimously
approved.
HIGHWAY MAINTENANCE BOND - INDEPENDENT CEMENT CORPORATION
Motion made by Commissioner Shank, seconded by Irvin-Craig, to
accept the Highway Maintenance Bond in the amount of $50,000 from
Independent Cement Corporation to guarantee road maintenance, as
presented by the County Attorney. Unanimously approved.
ANTIETAM STATION - LETTER OF AGREEMENT
Motion made by Commissioner Bowers, seconded By Shank, to approve
the Letter of Agreement with the Maryland Historical Trust for a
matching grant of up to $15,000 for exterior and interior
rehabilitation and costs for a feasibility study for the Antietam
Station, as presented. Unanimously approved.
ADEQUATE PUBLIC FACILITIES ORDINANCE - SIX MONTH REVIEW
Robert Arch, Director of the Planning Department, presented the
Six-Month Review of the Adequate Public Facilities Ordinance, as
required by Article XI of the Ordinance, covering the period from
December 31, 1994 to June 30, 1994. Mr. Arch also reviewed the
impact of the State's revision of the IAC rated capacities for
elementary schools in his report. The Commissioners discussed
the method of calculating student capacity for the Ordinance and
agreed to maintain the current system until the Board of
Education completes its redistricting plans and agrees as to how
real capacity will be calculated.
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to
continue the Adequate Public Facilities Ordinance as recommended
by the Planning Commission. Unanimously approved.
RECESS - PRESS CONFERENCE - STEVENS PACKAGING
The Commissioners recessed at 10:30 a.m. to attend a press
conference announcing the relocation of Stevens Packaging
Services to Washington County.
CITIZEN PARTICIPATION
Henry Krenzer expressed his concerns with a drainage problem and
ponding on his property on Mercersburg Road. The Commissioners
advised Mr. Krenzer that they will have the Engineering
Department help by designing a solution to carry the water away
from his house and will consider some type of cost share when
they receive the recommendation from the Engineering Department.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Snook, seconded by Shank, to convene
in Closed Session at 11:30 a.m. with regard to personnel and
property matters, to confer with the County Attorney to obtain
legal advice, and to consider businesses relocating in Washington
County, in accordance with Section 10.508 of the State Government
Article of the Annotated Code of Maryland.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Shank, seconded by Snook, to
reconvene in Regular Session at 12:27 p.m. Unanimously approved.
In Closed Session the Commissioners discussed one (1) personnel
matter, obtained legal advice on two (2) matters with the County
Attorney, and discussed two (2) matters involving economic
development in Washington County.

Motion made by Commissioner Bowers, seconded by Shank, to adjourn
at 12:28 p.m. Unanimously approved.
