The Regular Meeting of the Board of County Commissioners of
Washington County was called to order at 9:00 a.m. by the
President, Richard E. Roulette, with the following members
present: Vice President Ronald L. Bowers, and Commissioners
Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by
the Pledge of Allegiance to the Flag by the full assemblage, led
by Ralph France, County Attorney.
BOARD AND COMMISSION REPORTS
Commissioner Snook reported on a July issue of Southern Living
Magazine, describing many sections of Washington County.
Commissioner Shank reported on The Agriculture Preservation Board
Meeting. Commissioner Roulette informed the Commissioners that
there would be no meeting on July 26th, due to the MACo Summer
Conference.
APPROVAL OF MINUTES - JUNE 28, 1994
Motion made by Commissioner Irvin-Craig, seconded by Snook, to
approve the minutes of June 28, 1994, as corrected. Unanimously
approved.
NUTRIENT MANAGEMENT PROGRAM
Motion made by Commissioner Bowers, seconded by Irvin-Craig to
set aside an amount not to exceed $5,000, as requested, for the
Nutrient Management Program with funding to come from the
Commissioners contingency.. Unanimously approved.
S.P.C.A.- ACCESS TO COUNTY SERVICES
Barry Teach, Administrator, reviewed the points of interest for
additional support for the SPCA at which time the Commissioners
expressed the need to further discuss this issue and receive
comments from officials of the S.P.C.A.
MISS PRE-TEEN OF MARYLAND
The Commissioners presented a plaque to Kimberly Hovis welcoming
her as Miss Pre-Teen of Maryland. Kimberly is a charming young
lady of 8 years who is a Washington County resident representing
Maryland in the Miss Pre-Teen of America contest. Kimberly
thanked the Commissioners and asked each of them questions
concerning what its like to be a Commissioner. She then requested
a picture of herself with the Commissioners.
COURT HOUSE SIDEWALK RENOVATION
At this time the Commissioners took time to examine the sidewalk
in front of the Court House with Gary Rohrer, Chief of Public
Works.
MATCHING FUNDS FOR AG. PRESERVATION
Motion made by Commissioner Snook, seconded by Shank to
participate in the Agricultural Easement 60/40 match program for
FY 95. Unanimously approved.
MEMORANDUM OF UNDERSTANDING - WATER RESOURCES ADMINISTRATION
Motion made by Commissioner Irvin-Craig, seconded by Snook to
approve the Regional Letter of Authorization (RLOA) Memorandum of
Understanding. This agreement is to include the Washington
County Sanitary District, Engineering Department and Roads
Department as participants under the Division of Public Works for
all projects subject to the procedures under the RLOA.
Unanimously Approved.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Irvin-Craig, seconded by Snook, to
convene in Closed Session at 11:20 a.m. with regard to personnel
matters and to confer with the County Attorney to obtain legal
advice, and to consider businesses relocating in Washington
County, in accordance with Section 10.508 of the State Government
Article of the Annotated Code of Maryland.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin-Craig, seconded by Shank, to
reconvene in Regular Session at 1:20 p.m. Unanimously approved.
In Closed Session the Commissioners discussed one property
matter, five appointments, several union negotiation matters and
consulted with counsel to obtain legal advise on two matters.
APPOINTMENTS/REAPPOINTMENTS - ECONOMIC DEVELOPMENT COMMISSION
Motion made by Commissioner Irvin-Craig, seconded by Bowers to
appoint Ross Rhoades, Edward Del Giorno, David Oswald, and Vernon
Litzinger to the Washington County Economic Development
Commission for four year terms, and to reappoint Jeannine
Humphrey for a second four year term. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Irvin-Craig, to
adjourn at 1:25 p.m. Unanimously approved.
