The Regular Meeting of the Board of County Commissioners of Washington County
was called to order at 9:00 a.m. by the President, Richard E. Roulette, with
the following members present: Vice President Ronald L. Bowers, and
Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Roulette, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
APRIL 1994 YOUTH OF THE MONTH - CRYSTAL LAUGHMAN
Commissioner Irvin-Craig presented a Certificate of Merit to Crystal Laughman
in recognition of being selected as the April 1994 Youth of the Month as
recommended by the Children's Council. Commissioner Irvin-Craig listed Ms.
Laughman's activities in school, church, and the community and congratulated
her on being a superior role model for all youths. Ms. Laughman thanked the
Commissioners and Children's Council for the award and introduced her mother.
MAY 1994 YOUTH OF THE MONTH - CURTIS SPRINKLE
Commissioner Snook presented a Certificate of Merit to Curtis Sprinkle in
recognition of being selected as the Youth of the Month for May 1994 as
recommended by the Children's Council. Commissioner Snook listed Mr.
Sprinkle's activities and accomplishments in school, church, and the community
and congratulated him on being a superior role model for all youth. Mr.
Sprinkle thanked the Commissioners and those who nominated him for this award.
PROCLAMATION - RAILROAD HERITAGE WEEK
Commissioner Bowers presented a proclamation to Clark Spitzer, Curator of the
Roundhouse Museum, naming the week of May 7-15, 1994, as Railroad Heritage Week
in Washington County. Mr. Spitzer thanked the Commissioners for the
proclamation and distributed a timetable of events which will occur during
Railroad Heritage Week.
PROCLAMATION - B.P.O.E. NATIONAL YOUTH WEEK
Commissioner Shank presented a proclamation to representatives of the Elks Club
proclaiming the week of May 2-7, 1994, as B.P.O.E. National Youth Week in
Washington County and urging all departments of government, civic, fraternal
and patriotic groups and citizens in general to participate wholeheartedly in
this observance.
PROCLAMATION - NATIONAL NURSES WEEK
Commissioner Irvin-Craig presented a proclamation to Bobbie Niklewski,
President of the District Nurses Association, proclaiming the week of May 6-12,
1994, as National Nurses Week in Washington County with the theme "Nurses
Charting the Course for a Healthy Nation" and encouraging all residents of the
community to join with them to honor nurses who care for all of us.
AGREEMENT - MT. AETNA ROAD RECONSTRUCTION PROJECT PHASE III
Motion made by Commissioner Snook, seconded by Bowers, to approve the agreement
with Mansoor and Janet Shaool for necessary right-of-way for the Mt. Aetna Road
Reconstruction Project - Phase III, as presented, and to accept the surety and
exhibits as approved by the County Attorney. Unanimously approved.
1993 RECYCLING RESULTS
Harvey Hoch, Recycling Coordinator, presented the 1993 results from recycling
and waste reduction as compiled from voluntary reports from business and
industry. Mr. Hoch stated that 71,859 tons of material was diverted from the
landfill and, of this amount, 27,711 tons would count toward the recycling rate
reported to the State of Maryland. Mr. Hoch also reviewed the summary of the
1993 Recycling Report submitted to the Maryland Department of the Environment.
He stated that under the Maryland Recycling Act formula, the County's
recycling rate for 1993 is 2l.4%. The Commissioners discussed possible plans
for future drop-off areas.
PUBLIC HEARING - AGRICULTURAL LAND PRESERVATION DISTRICT
The Commissioners convened the public hearing, as advertised, to consider any
testimony regarding the establishment of an Agricultural Land Preservation
District. Eric Seifarth, Associate Planner - Agriculture, reviewed application
AD-94-03, submitted by Curtis and Frances Ausherman, for establishment of an
Agricultural Land Preservation District. There was no one present to testify
in favor of or in opposition to the establishment of this district.
Motion made by Commissioner Bowers, seconded by Shank, to approve application
AD-94-03 for establishment of an Agricultural Land Preservation District as
submitted by Curtis and Frances Ausherman. Unanimously approved.

APPROVAL OF MINUTES - APRIL 18 AND 19, 1994 AND APRIL 26, 1994
Motion made by Commissioner Irvin-Craig, seconded by Snook, to approve the
minutes of April 18 and 19, 1994, as submitted. Unanimously approved.
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to approve the
minutes of April 26, 1994, as corrected. Unanimously approved.
WESTERN MARYLAND ELECTRONIC HIGHWAY PROJECT (INTERNET)
The Commissioners agreed to consider the Resolution for the Western Maryland
Electronic Highway Project at next week's meeting after additional information
is received regarding the project.
TRANSFER - SECRETARY II - LANDFILL
Motion made by Commissioner Snook, seconded by Bowers, to laterally transfer
Shirley Mills, Secretary II, from the State's Attorney's Office to the Landfill
Office to fill an existing vacancy. Unanimously approved.
BID AWARD 1994-95 DIRECTORY OF SERVICES - CONVENTION & VISITORS BUREAU
Motion made by Commissioner Snook, seconded by Bowers, to award the bid for
printing of the 1994-95 Directory of Services for the Convention & Visitors
Bureau to The Printing Place for Option II, who submitted the low bid of
$14,900. Unanimously approved.
PROCUREMENT OF FOOD WAGON - VOLUNTEER FIRE & RESCUE ASSOCIATION
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to approve the
request of the Washington County Volunteer Fire & Rescue Association to apply
Section 1-106.1.(A)(1) of the Code of Public Local Laws of Washington County,
Maryland, regarding sole source procurement to allow the emergency purchase of
a new food wagon from Four Seasons Recreation Vehicles who submitted the low
quote of $37,000 for a vehicle with an acceptable floor plan for this purpose.
Unanimously approved.
SEWAGE SLUDGE UTILIZATION PERMIT APPLICATION - REQUEST FOR PUBLIC INFORMATIONAL
MEETING
The Commissioners agreed to request that the Department of the Environment hold
a public informational meeting for the Sewage Sludge Utilization Permit
application filed for application on the Ellis Strite property.
BOARD/COMMISSION REPORTS
Commissioner Irvin-Craig reported on the Airport Commission meeting, the
Transportation Commission meeting, the Solid Waste Advisory Committee meeting,
and the Drug & Alcohol Advisory Council meeting; Commissioner Bowers reported
on the Planning Commission meeting; and Commissioner Roulette reported on the
Sanitary Commission's Allocation Task Force meeting.
BOND RESOLUTION - SANITARY COMMISSION
Sandy Darby, representing Semmes, Bowen, and Semmes, the County's bond counsel
and bond counsel for the Washington County Sanitary Commission, met with the
Commissioners to review the Resolution approving the issuance and sale of up to
$5,100,000 in General Obligation Bonds being issued by the Washington County
Sanitary District and guaranteed by the full faith and credit of the County
Commissioners of Washington County. Ms. Darby stated that the sale is
scheduled on May 10 and will mature in 11 months. She also listed the projects
which will be included and paid for by this bond issue.
Motion made by Commissioner Snook, seconded by Irvin-Craig, to approve the
Resolution for the issuance and sale of up to $5,100,000 in General Obligation
Bonds issued by the Washington County Sanitary District, and approved by the
Sanitary Commission on April 25, 1994, and to approve the form of the
guarantee. Unanimously approved.
CITIZEN PARTICIPATION
There was no one present who wished to participate.
AGRICULTURE SCIENCE AGENT
Dr. Craig Oliver, Acting Director of the Extension Service, visited with the
Commissioners. Dr. Oliver discussed future plans for the Agricultural Center
and positions which they hope to add in the County. Commissioner Shank
expressed his views regarding the position which is now vacant and asked that
it be filled to help institute new technology and practices in the farming
industry. The Commissioners thanked Dr. Oliver for meeting with them.

REQUEST FOR FUNDING - COMMISSION ON AGING LUNCHEON
The Commissioners agreed to the request from the Commission on Aging to fund
the luncheon for the participants in the Maryland, You Are Beautiful Senior
Arts Competition, and agreed to transfer the monies from the Contingency Fund
(01-5-0101-579-000) to the Commission on Aging budget (01-5-1693-575-000).
CONVENE IN CLOSED SESSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to convene in
Closed Session at 11:40 a.m. with regard to personnel, property and legal
matters, in accordance with Section l0.508 of the State Government Article of
the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Bowers, to reconvene in Regular
Session at 12:15 p.m. Unanimously approved.
In Closed Session, the Commissioners discussed two personnel matters and
consulted with counsel on two legal matters.
RECESS - CEREMONY AT AGRICULTURE RESEARCH CENTER
The Commissioners recessed at 12:16 p.m. for lunch and to attend the ceremony
at the Agriculture Research Center.
AFTERNOON SESSION
The Afternoon Session was convened at 2:52 p.m. by the President, Richard E.
Roulette, with the following members present: Vice President Ronald L. Bowers,
and Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
Commissioner Bowers was excused from the Meeting at this time.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to convene in
Closed Session at 2:53 p.m. with regard to personnel and property matters, to
confer with the County Attorney to obtain legal advice, and to consider
businesses relocating in Washington County, in accordance with Section l0.508
of the State Government Article of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Shank, seconded by Irvin-Craig, to reconvene in
Regular Session at 3:36 p.m. Unanimously approved.
In Closed Session, the Commissioners consulted with counsel on four matters.
FY 1994-95 HOMELESSNESS PREVENTION PROGRAM GRANT
Motion made by Commissioner Snook, seconded by Irvin-Craig, to accept the grant
from the Department of Human Resources in the amount of $20,200 for the
Homelessness Prevention Program. Unanimously approved.
INTERGOVERNMENTAL AGREEMENT - COMMUNITY SERVICES
Motion made by Commissioner Snook, seconded by Irvin-Craig, to accept the
Intergovernmental Agreement with the Department of Juvenile Services for the
Night Intake Program/Crisis Intervention #95-IG-35 for the period July 1, 1994
-June 30, 1995. Unanimously approved.
INTERGOVERNMENTAL AGREEMENT - COMMUNITY SERVICES/CINS DIVERSION
Motion made by Commissioner Snook, seconded by Irvin-Craig, to approve the
Intergovernmental Agreement with the Department of Juvenile Services for the
Community Services/CINS Diversion Program, 95-IG-36, for the period July 1,
1994 -June 30, 1995. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Irvin-Craig, seconded by Shank, to adjourn at 3:39
p.m. Unanimously approved.
