The Regular Meeting of the Board of County Commissioners of Washington County
was called to order at 9:00 a.m. by the President, Richard E. Roulette, with
the following members present: Vice President Ronald L. Bowers, and
Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by J. Theodore Wolford, Superintendent of the
Roads Department, followed by the Pledge of Allegiance to the Flag by the full
assemblage.
PROCLAMATION - SOIL & WATER STEWARDSHIP WEEK
Commissioner Shank presented a proclamation to Donald Spickler, Chairman of the
Soil Conservation Service Board, naming the week of April 24 - May 2, 1994, as
Soil and Water Stewardship Week. Mr. Spickler thanked the Commissioners for
the proclamation and presented them with this year's lapel pin "Partners in
Stewardship".
RETIREMENT PLAQUE - GLENWOOD FRENCH
Alan Davis, Director of Personnel, presented a retirement plaque to Glenwood
French in recognition of his 22 years of service to the Washington County
government as a Bus Driver at the County Commuter. Commissioner Roulette
stated that the Commissioners are appreciative of Mr. French's hard work and
dedication to the citizens of the County. Mr. French thanked the Commissioners
for the plaque,
CERTIFICATE OF APPRECIATION - SGT. ROGER POWERS
Commissioner Snook presented a Certificate of Merit to Sgt. Roger Powers in
appreciation for representing the Hagerstown City Police on the Transportation
Advisory Committee (TAC) for the past three years. Sgt. Powers thanked the
Commissioners and commented on the good job done by the TAC.
MARCH YOUTH OF THE MONTH AWARD - STEVEN MCCULLOUGH
Commissioner Bowers presented a Certificate of Merit to Steven McCullough in
recognition of being selected as the March 1994 Youth of the Month as
recommended by the Children's Council. Commissioner Snook listed Mr.
McCullough's activities in school, church, and the community and congratulated
him on being a superior role model for all youths. Mr. McCullough thanked the
Commissioners and Children's Council for the award and introduced his pastor,
Rev. Bill Snook, who nominated him for the award, and his father.
INVESTMENT SERVICES - COUNTY RETIREMENT PLAN
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to approve the
recommendation of the Coordinating Committee to select Invesco Capital
Management, Inc., who submitted the low proposal of $66,000 annually for
investment services for the County's pension system. Unanimously approved.
BID RENEWALS - CONTRACT SERVICES AT TRANSFER STATIONS AND ON-SITE AT RESH ROAD
Motion made by Commissioner Irvin-Craig, seconded by Bowers, to renew the bid
for contract services at the Hancock Transfer Station with Waste Management of
the Shenandoah Valley for the base bid of $8,160 and to also renew for contract
services at transfer stations and on-site at the Resh Road landfill for
$100,359.80. Unanimously approved.
BID AWARD - CARPET CLEANING SERVICES AT SPECIFIC COUNTY FACILITIES
Motion made by Commissioner Snook, seconded by Irvin-Craig, to award the bid
for carpet cleaning services at County facilities to Home Pro Carpet Clean,
Inc., who submitted the low bid of $2,288 and .03/sq. ft. for additional carpet
cleaning as required for a one year period with an option to renew for two
additional consecutive one year periods. Unanimously approved.
FEASIBILITY STUDY - HAGERSTOWN FAIRGROUNDS
Motion made by Commissioner Bowers, seconded by Snook, to award the contract
for feasibility study for the Hagerstown Fairgrounds to Whitney, Bailey, Cox &
Magnanni, as recommended, who submitted the proposal of $28,000, to be jointly
funded with the City of Hagerstown. Unanimously approved.
FUNDING FOR CONSULTING SERVICES - COMMUNITY ENTERPRISE PROGRAM
Motion made by Commissioner Shank, seconded by Irvin-Craig, to participate with
the City of Hagerstown to fund the remaining consulting work for the Community
Enterprise Program, with a County share of $9,500 to be taken from the Fiscal
Year 1994-95 budget. Unanimously approved.

PROCLAMATION - CRIME VICTIMS RIGHTS WEEK
Commissioner Irvin-Craig presented a proclamation to Kenneth Long, State's
Attorney, and Jill Ritter, Victims Rights Coordinator, naming the week of April
24-30, 1994 as Washington County Crime Victims Rights Week and reaffirming its
commitment to address victims rights and criminal justice issues.
POLICY S-3 - ACCEPTANCE OF SUBDIVISION STREETS
Motion made by Commissioner Shank, seconded by Bowers, to adopt the policy S-3
-Acceptance of Subdivision Streets as amended to become effective April 26,
1994. Unanimously approved.
PROPOSED TRAFFIC SIGNAL - NORTHERN MIDDLE SCHOOL
Terry McGee, County Engineer, informed the Commissioners that the Board of
Education is proceeding with installation of a traffic light at Northern Middle
School after a consulting study indicated it is necessary. Mr. McGee stated
that he agrees with the suggestion made by the City of Hagerstown to make the
first block of Lauran Avenue one-way going south. After discussion, the
Commissioners agreed to the recommendation.
PUBLIC HEARING - ADOPTION OF BOCA CODES
The Commissioners convened the public hearing at 10:17 a.m. to consider
adoption of BOCA Codes as advertised.
Paul Prodonovich, Director of Permits and Inspections, asked the Commissioners
to adopt the 1993 National Electrical Code in its entirety. There was no one
present to testify in favor of or in opposition to the adoption of the Code.
Motion made by Commissioner Snook, seconded by Bowers, to repeal the 1990
National Electrical Code and to adopt the 1993 National Electrical Code as
amended to include Washington County. Unanimously approved.
The Commissioners considered adoption of the 1993 BOCA National Fire Prevention
Code in its entirety. There was no one present to testify in favor of or in
opposition to adoption of this Code. Motion made by Commissioner Bowers,
seconded by Snook, to repeal the 1990 BOCA National Fire Prevention Code and to
adopt the 1993 BOCA National Fire Prevention Code in its entirety. Unanimously
approved.
Mr. Prodonovich reviewed the 1993 BOCA National Mechanical Code and asked that
the Commissioners adopt it with the standard amendments regarding jurisdiction
and fees. There was no one present to testify in favor of or in opposition to
adoption of this Code. Motion made by Commissioner Bowers, seconded by Irvin-
Craig, to repeal the 1990 National Mechanical Code and to adopt the 1993 BOCA
National Mechanical Code as amended. Unanimously approved.
The Commissioners considered adoption of the 1992 CABO One and Two Family
Dwellings Code and the 1993 BOCA National Building Code. Rick Hansen testified
in opposition to certain sections of the Code. There was no one present to
testify in favor. After discussion, the Commissioners asked Mr. Prodonovich to
meet with local builders to consider the issues raised regarding the new
language in the 1992 CABO One and Two Family Dwelling Code and the 1993 BOCA
National Building Code.
There was no one present to testify in regard to adoption of the 1993 BOCA
National Plumbing Code. Motion made by Commissioner Irvin-Craig, seconded by
Bowers, to repeal the 1990 BOCA National Plumbing Code and to adopt the 1993
BOCA National Plumbing Code as amended. Unanimously approved.
PUBLIC HEARING - REGIONAL AIRPORT ENTERPRISE ZONE APPLICATION
The Commissioners convened the public hearing regarding the application for the
Regional Airport Enterprise Zone. Beverly Brice, Economic Development
Specialist, appeared before the Commissioners to review the application for
renewal of the Regional Airport Enterprise Zone. There was no one present to
testify in favor of or in opposition to the proposed application.
Motion made by Commissioner Snook, seconded by Bowers, to approve submittal of
the Regional Airport Enterprise Zone application as presented, to the State
Department of Economic and Employment Development. Unanimously approved.
CITIZEN PARTICIPATION
Leon Sideman expressed concerns regarding the new commuter carrier at the
Washington County Regional Airport which replaced Chautauqua Airlines.
Barbara Urbassik, Corporate Director for Richards World of Travel, also
expressed concerns regarding the smaller aircraft and scheduling problems with
the new

carrier. The Commissioners agreed to send a letter to USAir expressing the
concerns which have been raised.
STATUS REPORT - PROPOSED SOCCER FIELDS AND PRICE'S BRIDGE PROJECT
Gary Rohrer, Chief, Division of Public Works, provided a status report on the
preliminary work to consider the Recreation & Parks Board's proposal to convert
the old City/County landfill for use as a soccer complex. Mr. Rohrer stated
that six fields could be placed on the area and the additional fill material
needed is estimated to cost $500,000. The Commissioners agreed to proceed with
having soil tests performed and asked for an evaluation of the parking which
would be needed.
Mr. Rohrer also gave a status report on the Price's Bridge project and the
timeline for obtaining the permits required. The Commissioners suggested that
he contact Congressional representatives regarding the project. Paulette
Sprinkle, Community Coordinator, reported that Four States Christian Mission is
willing to donate the necessary right-of-way for the project with several
conditions.
BID AWARD - PHOTOCOPIER - TRANSPORTATION COMMISSION
Motion made by Commissioner Bowers, seconded by Irvin-Craig, to award the bid
for a photocopier for the Transportation Commission to Antietam Business
Equipment who submitted the low bid meeting specifications for a total price of
$17,660.39. Unanimously approved.
PARAMOUNT ELEMENTARY SCHOOL DESIGN - FACILITIES DESIGN REVIEW COMMITTEE
The Commissioners discussed the findings made by the Facilities Design Review
Committee regarding the plans for the Paramount Elementary School project.
HOUSING MAINTENANCE TECHNICIAN VACANCY
The Commissioners authorized filling the vacant position for Maintenance
Technician in the Housing & Community Development Department.
RECESS - LUNCH
The Commissioners recessed at 12:23 p.m. for lunch.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Snook, seconded by Bowers, to convene in Closed
Session at 1:00 p.m. with regard to personnel and property matters, to confer
with the County Attorney to obtain legal advice, and to consider businesses
relocating in Washington County, in accordance with Section l0.508 of the State
Government Article of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Shank, to reconvene in Regular
Session at 2:17 p.m. Unanimously approved.
In Closed Session, the Commissioners consulted with counsel on 6 legal matters,
considered 7 personnel matters, and discussed the acquisition of real estate in
Washington County for a business preparing to move to Washington County.
AMENDMENT TO KEEDYSVILLE HISTORIC SURVEY PROJECT
Motion made by Commissioner Bowers, seconded by Shank, to amend the contract
for the Town of Keedysville Historic Survey to include a narrative video rather
than the 5 oral histories proposed, as requested by the Town of Keedysville.
Unanimously approved.
BUDGET WORKSHOP
The Commissioners and James Young, Director of Finance, held a workshop session
beginning at 2:20 p.m. to review Fiscal Year 1994-95 budget requests.

Motion made by Commissioner Irvin-Craig, seconded by Snook, to adjourn at 3:30
p.m. Unanimously approved.
