The Regular Meeting of the Board of County Commissioners of Washington County
was called to order at 9:45 a.m. by the President, Richard E. Roulette, with
the following members present: Vice President Ronald L. Bowers, and
Commissioners Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Shank, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
PROCLAMATION - MISS WASHINGTON COUNTY SCHOLARSHIP PAGEANT WEEK
Commissioner Roulette presented a proclamation to Ed Dorsey, Chairman of the
Miss Washington County Scholarship Pageant Committee, and Leanne Carson, 1992
Miss Washington County, naming the week of February 28 - March 5, 1994, as Miss
Washington County Scholarship Pageant Week in Washington County and urging all
citizens to lend support to the pageant.
PROCLAMATION - PURCHASING MONTH
Commissioner Roulette presented a proclamation to Karen Luther, County
Purchasing Agent, naming the month of March 1994 as Purchasing Month in
Washington County in recognition of the efforts of the Mason/Dixon Purchasing
Management Association and the Maryland Public Purchasing Association and
commending this observance to all citizens.
BOARD/COMMISSION REPORTS
Commissioner Irvin-Craig reported on the Solid Waste Advisory Committee meeting
and the Economic Development Commission meeting; and Commissioner Shank
reported on the Mental Health Advisory Committee meeting.
APPROVAL OF MINUTES - FEBRUARY 15 & 22, 1994
Motion made by Commissioner Irvin-Craig, seconded by Shank, to approve the
minutes of February 15, 1994, as submitted. Unanimously approved.
Motion made by Commissioner Irvin-Craig, seconded by Snook, to approve the
minutes of February 22, 1994, as corrected. Unanimously approved.
PROPOSED SCHEDULE FOR FISCAL YEAR 1994-95 BUDGET PRESENTATIONS
Barry Teach, County Administrator, presented a proposed schedule for FY 1994-95
budget presentations. The Commissioners agreed to hold the public hearing for
the budget on May 24, 1994.
ELECTION BOARD - OPPOSITION TO PROPOSED LEGISLATION
Mr. Teach informed the Commissioners that the Election Board is opposed to
legislation proposed that would allow schools to remain open on primary and
general election days. He stated that the Board feels it will cost several
thousand dollars to rent new polling places in lieu of the schools and in
mailings.
GRANT APPLICATION - FUNKSTOWN HISTORIC SITES SURVEY
Motion made by Commissioner Snook, seconded by Shank, to approve submittal of a
grant application to the Bowman Board for matching funds in the amount of
$1,800 to have an Historic Sites Survey completed for the Town of Funkstown.
Unanimously approved.
REAPPOINTMENT - HOUSING AUTHORITY
Motion made by Commissioner Bowers, seconded by Shank, to reappoint Howard Long
to the Housing Authority for a 5 year term retroactive to August 1, 1993 and
extending to August 1, 1998. Unanimously approved.
LEASE AGREEMENT - LANDIS ROAD
Motion made by Commissioner Snook, seconded by Irvin-Craig, to approve renewal
of a lease agreement with Scott Robinson for approximately 5 acres of land
located off Landis Road for agricultural purposes for $150, with Mr. Robinson
assuming responsibility for control of noxious weeds. Unanimously approved.
SPAY/NEUTER PROGRAM FUNDS
The Commissioners agreed to turn whatever funds were remaining from the sale of
dog licenses to the spay/neuter program. Mr. Teach agreed to find out the
exact amount for their action next week.
REQUEST TO CHANGE LOCATION - HEARING TO CLOSE A PORTION OF PLEASANTVILLE ROAD
The Commissioners agreed to the request made to hold the public hearing
regarding closing of a portion of Pleasantville Road in southern Washington
County.

CITIZEN PARTICIPATION
Donald Allensworth made remarks regarding the Hagerstown Fiber & Light project,
an article in The Baltimore Sun regarding the Hagerstown Moose Lodge, and
ethics code violation charges against the Baltimore City Comptroller.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Irvin-Craig, seconded by Snook, to convene in
Executive Session at 10:58 a.m. with regard to personnel and property matters,
to confer with the County Attorney to obtain legal advice, and to consider
businesses relocating in Washington County, in accordance with Section l0.508
of the State Government Article of the Annotated Code of Maryland. Unanimously
approved.
The Commissioners recessed for lunch from 12:ll p.m. to l:00 p.m.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Shank, to reconvene in Regular
Session at 2:23 p.m. Unanimously approved.
In Closed Session, the Commissioners discussed three personnel matters and
consulted with counsel regarding seven different matters.
WITHDRAWAL OF SALARY INCREASE LEGISLATION
Motion made by Commissioner Shank, seconded by Bowers, to withdraw the formal
request to the Delegation to the General Assembly for legislation to increase
salaries for the 1994-98 term of the Board of County Commissioners. Motion
carried with Commissioners Shank, Bowers, Snook, and Roulette voting "AYE" and
Commissioner Irvin-Craig voting "NO".
RECESS
The Commissioners recessed at 2:32 p.m.
EVENING SESSION - TOWN OF BOONSBORO
The Evening Session was convened at 7:00 p.m. at the Boonsboro Community Center
by the President, Richard E. Roulette, with the following Commissioners
present: Linda C. Irvin-Craig, John S. Shank, and Gregory I. Snook. Also
present was Mayor Charles "Skip" Kauffman from the Town of Boonsboro, Assistant
Mayor Bob Shifler, and Council members Richard Gross, Kevin Chambers, and Ray
Grove.
Tax Differential
Barry Teach, Administrator, stated that pursuant to Section 6-305, Tax-Property
Article, of the Annotated Code of Maryland, the Commissioners are required to
meet with each municipality annually to discuss the tax differential or
payment-in-lieu of services program. Mr. Teach stated that for Fiscal Year
1993-94 Boonsboro is estimated to receive $43,200. He also explained that the
estimated amounts will be subject to actual audited expenditures. Mr. Teach
noted that as of July 1994, the Town of Boonsboro will have 2 deputies under
contract from the Sheriff's Department and, if the agreement is the same as the
one with the Town of Williamsport, the County will credit $25,000 to the Town
for these services.
Town officials discussed a stormwater management problem they are having
between Ford and Lakin Avenues. Mayor Kauffman stated that the County Engineer
has estimated that it will cost approximately $175,000 - $200,000 to resolve
the flooding problems and asked for any assistance the County could provide.
The Commissioners suggested that they have the County Roads Department
Superintendent inspect the area to see if the Roads Department could do the
excavation work to help reduce the costs to the Town of Boonsboro. The
Commissioners also agreed to have the County Engineer check the underground
springs on High Street to advise them on ways to remedy this problem.
Also discussed with the proposed by-pass from Rt. 67. The Town asked for
assistance from the County Engineer on this matter.
Mayor Kauffman also indicated that the Town may be interested in a curbside
recycling program in the future and they are watching the pilot program which
the Town of Williamsport recently started.

p.m. Unanimously approved.
