HomeMy WebLinkAbout880510 May l0, l988 Hagerstown, Maryland 2l740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 8:l5 a.m. by the President Ronald L. Bowers, with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey and Linda C. Irvin. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Bowers, followed by the Pledge of Allegiance to the Flag by the full assemblage. BUDGET REVIEW The Commissioners reviewed the Fiscal Year l988 budgets from 8:l5 a.m. to 9:00 a.m. HAGERSTOWN JUNIOR COLLEGE - HIGH TECHNOLOGY CENTER Dr. Shea and Chuck Ernst appeared before the Commissioners to inform them that the Board of Trustees has awarded the bid for the construction of the High Technology Center to Building Systems, Inc. who submitted the low bid for approximately $l.3 million. PRESENTATION OF HISTORIC PRESERVATION AWARD The winner of the l987 Historic Preservation Award was Evangeline "Peggy" Prather who served as curator of the Hager House, along with her husband, for 22 years and who is a member of the Washington County and Maryland Historical Society. Mrs. Prather's sons, Richard and Thomas Prather, accepted the award from the Commissioners on their mother's behalf since she is recuperating from a recent illness and could not come to the presentation. Her sons thanked the Commissioners for their mother and said that she was thrilled and proud to receive this award. PROCLAMATION - WASHINGTON COUNTY HISTORIC PRESERVATION WEEK Motion made by Commissioner Downey, seconded by Irvin to proclaim the week of May l8-24, l988 as Washington County Historic Preservation Week. Unanimously approved. Commissioner Bowers presented the proclamation to Paula Reed of the Historic Advisory Committee. PROCLAMATION - SALVATION ARMY WEEK Commissioner Downey presented the proclamation for Salvation Army Week to Capt. Kingsbury for the week of May l5-2l, l988, which urges all citizens to join in to honor the dedicated men and women who have deeply touched Washington County. Motion made by Commissioner Downey, seconded by Roulette to proclaim the week of May l5-2l, l988 as Salvation Army Week in Washington County. Unanimously approved. PROCLAMATION - TOURISM WEEK Motion made by Commissioner Roulette, seconded by Irvin to proclaim the week beginning May l5, l988 as Tourism Week in Washington County. Unanimously approved. Commissioner Roulette presented Robert O'Connor, Director of Tourism, with the proclamation. APPOINTMENTS - FIRE & RESCUE COMMUNICATIONS ADVISORY BOARD Motion made by Commissioner Downey, seconded by Irvin to appoint Marvin Shupp and Lee Finfrock as Delegates and John Hood and Dale Martin as alternates to the Fire & Rescue Communications Advisory Board for three year terms. Unanimously approved. APPROVAL OF MINUTES - APRIL l9, 26 AND 28, l988 Motion made by Commissioner Irvin, seconded by Downey to approve the Minutes of April l9, 26 and 28, l988, as submitted. Unanimously approved. ADVERTISING POLICY - COUNTY PARKS Motion made by Commissioner Irvin, seconded by Downey to adopt a policy regarding advertising in County Parks as submitted by the Parks Board with the addition of Statement #4 of the School Board's policy regarding the restriction of any materials, including advertising, which directly advertise drugs, alcohol or tobacco. Unanimously approved. AMENDMENT - SHARPSBURG PIKE SEWER PROJECT - BLOCK GRANT Motion made by Commisioner Downey, seconded by Irvin to amend the agreement between the Board of County Commissioners and the Washington County Sanitary District dated December 22, l987 regarding administration of the Maryland Small Cities Block Grant (copy attached). Unanimously approved. MAY l0, l988 MINUTES, CONT'D. SHINDEL PROPERTY The Commissioner voiced their opinion that the buildings on the Shindel farm are not eligible for National Historic Register consideration, and will request the State Historical Trust through the State Clearinghouse for a determination on eligibility. REGIONAL TOURISM BUREAU - APPOINTMENTS Motion made by Commissioner Downey, seconded by Irvin to appoint Sharon Disque, Assistant Director of the Economic Development Commission, and Robert O'Connor, Director of Tourism, as the Commissioners' representatives to the Regional Tourism Bureau. Unanimously approved. NORTHERN AVENUE ANNEXATION - RESOLUTION AND PETITION Motion made by Commissioner Downey, seconded by Irvin to approve and execute the Resolution to Petition and to Consent to the Annexation of Certain Real Property by the City of Hagerestown, Maryland, described as Tract B, Election District 27 and which is known as the right-of-way of Northern Avenue between U. S. Route ll and Fountain Head Road. Unanimously approved. AGRICULTURAL PRESERVATION HEARING - DONALD & HELEN MAIN The President convened the meeting in Public Hearing at l0:00 a.m. in order to hear comments regarding Application AD-88-l for establishment of an Agricultural Preservation District by Donald and Helen Main. Stephen Goodrich, Senior Planner, informed the Commissioners that the subject property is l42 acres and that 99.8% of the soils are in Category I, II and III. The property is located east of Sharpsburg, which is classified as Prime, Long-Term/Productive, Long-Term and there is no water and sewer plan. There being no one else present to speak for nor against the subject application, the hearing was closed and the meeting reconvened in regular session. Motion made by Commissioner Roulette, seconded by Downey to approve Application AD- 88-l submitted by Donald and Helen Main for establishment of an Agricultural Preservation District. Unanimously approved. BUDGET REVIEW The Commissioners continued their review of the Fiscal Year l988-89 budgets. RESOURCE RECOVERY - ALEX BROWN CO. Sam Ketterman, representing Alex Brown, Inc., appeared before the Commisisoners to outline the financial services which are provided by his company and requested that they be given an opportunity to submit a proposal at such time as the Commissioners would have need of these services. NOTICE OF INTENTION TO CONVEY LAND - MORRIN-ROCCO, INC. & JOHN F. BARR Motion made by Commissioner Roulette, seconded by Downey to convey a parcel of land containing 2.4 acres, more or less, which is a portion of Site 7 in the Washington County Business Park located in the southwest corner of MD Route l44 and Western Maryland Parkway to Morrin-Rocco, Inc. and John F. Barr for the sum of $20,000, as advertised. Unanimously approved. PUBLIC HEARING - COUNTY COMMUTER FARE INCREASE The President convened the meeting in Public Hearing at ll:05 a.m. as advertised to hear comments regarding the proposed rate increase for the County Commuter bus system. Keith Godwin, Manager of the County Commuter, explained that the proposed rate change would increase the Adult rate from .60 to .65, the Senior Citizen/ Handicapped rate from .45 to .50, the Senior Citizen/Handicapped Mid-Day rate from .25 to .30 and the Youth rate from .35 to .40. The proposal also includes a change in the Youth age from the now 5-l8 to 5-l7, and that Boonsboro, Keedysville, Sharpsburg and Hancock fares will increase by l0% across the board. All increases would be effective July l, l988. There being no one present to speak for nor against the proposed fee increases, President Bowers stated that the record would remain open for ten (l0) days in order to receive any written comments. The hearing was closed at ll:l0 a.m. and the Meeting reconvened in Regular Session. KEYS TO POTOMAC BEND MEDICAL CENTER The Commissioners turned the keys to the Potomac Bend Medical Center over to Mayor Ernest Fink of the Town of Hancock to re-establish a health care center in Hancock. Mayor Fink thanked the Commissioners for their efforts in negotiating a settlement between the Hancock Health Care Corporation and the Public Health Service. Commissioner Bowers commended Commissioner Roulette and Barry Teach, County Administrator, for their role in negotiating the settlement. MAY 10, 1988 MINUTES, CONT'D. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Downey, seconded by Irvin to convene in Executive Session at ll:20 a.m. in regard to personnel, property and potential litigation in accordance with Section l0.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Roulette, seconded by Irvin to reconvene in Regular Session at 2:25 p.m. Unanimously approved. EMPLOY DRAFTSMAN - ENGINEERING DEPT. Motion made by Commissioner Downey, seconded by Roulette to employ William Killinger as Draftsman in the Engineering Department to fill an existing vacancy. Unanimously approved. EMPLOY PARK ATTENDANT Motion made by Commissioner Roulette, seconded by Irvin to employ Ronald Renner as a seasonal Park Attendant to fill an existing vacancy. Unanimously approved. ADJOURNMENT Motion made by Commissioner Downey, seconded by Roulette to adjourn at 2:50 p.m. Unanimously approved. County Attorney , Clerk
