The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 8:00 a.m. by the President, Ronald L. Bowers with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey, Linda C. Irvin and Martin L. Snook.
BUDGET REVIEW - FY l988-89
The Commissioners reviewed departmental budgets for the fiscal year l988-89 from
8:00 a.m. to 9:00 a.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
PROCLAMATION - B.P.O.E. YOUTH WEEK
Commissioner Bowers presented George Hamilton, representing the local Elks Club,
with a proclamation for B.P.O.E. Youth Week beginning May l, l988. Mr. Hamilton
thanked the Commissioners for the proclamation and informed the Commissioners that
the Elks Club has budgeted over $40,000 for support of youth programs and
scholarships for next year. Motion made by Commissioner Irvin, seconded by
Roulette to proclaim the week of May l-7, l988, as B.P.O.E. Youth Week in
Washington County. Unanimously approved.

The budget review/workshop was continued at this time.
DITTO DEVELOPMENT CONCEPT PLAN
Jack Hawbaker, Executive Director of the Planning Commission, and Bill Stachoviak,
Parks Planner, appeared before the Commissioners to present the concept plan for
the park at Ditto Farms. The plan includes, tennis courts, a softball field,
multipurpose field and an area for ice skating and walking trails. Mr. Hawbaker
also informed the Commissioners that they will be presenting this concept plan to
the public for their comments and will come before the Commissioners after that
time to inform them of comments and input received. The Commissioners decided to
name the park the Washington County Regional Park in order to have it identified
with the County, but determined to name the golf course at a later date.
REZONING CASE - RZ-386
After due consideration of the matters and facts adduced at the joint public
hearing held on March l4, l988, with the Planning Commission, and the comments
submitted within the ten-day period following said hearing, a Motion was made by
Commissioner Roulette, seconded by Irvin to APPROVE the rezoning request, RZ-386,
by Gerald Spessard, et ux, to rezone .8874 acres located at the western quadrant of
the intersection of MD Routes 64 and 77 from "RR" - Rural Residential and "C" -
Conservation to "BL" - Business Local, as recommended by the Planning Commission
and based on the findings of fact that there has been a change in the character of
the neighborhood due to increased population and the adoption of a Town Growth Area
boundary by the Town of Smithsburg and a mistake in the original zoning due to the
fact that the subject parcel of land has two separate zoning classifications.
Unanimously approved.
APPOINTMENT - COUNCIL ON CHRONIC MENTAL ILLNESS
Motion made by Commissioner Roulette, seconded by Irvin to appoint Cindy Mease,
Disabled Citizens Coordinator, as the Commissioners' representative on the Council
on Chronic Mental Ilness. Unanimously approved.
REAPPOINTMENTS - BOARD OF ZONING APPEALS
Motion made by Commissioner Snook, seconded by Irvin to reappoint Harold Boyer and
Leonard Lowry to the Board of Zoning Appeals for three year terms. Unanimously
approved.
ALCOHOL & DRUG ABUSE ADVISORY COUNCIL - APPOINTMENTS
Motion made by Commissioner Downey, seconded by Roulette to appoint Mary Ann Day,
representing the State's Attorney's Office, and Denise Lichliter-Keller as a
public-at-large representative, to the Alcohol & Drug Abuse Advisory Council.
Unanimously approved.
HVAC BID AWARD
Motion made by Commissioner Roulette, seconded by Downey to award the HVAC
Maintenance Service Contract to Robert F. Zeigler, Inc., who submitted the low bid
of $43,390. Unanimously approved.

LINE ITEM TRANSFERS - HIRT TEAM, RECREATION COMMISSION AND FIRE & RESCUE
Motion made by Commissioner Roulette, seconded by Irvin to approve the following
line item transfer: HIRT Team - transfer of $l,000 from Training (45-429-990) to
Maintenance (45-483-000); Recreation Commission - transfer $350 from Utilities (77-
4l6-000) to Contract Maintenance and Repairs (77-454-000) and $300 from Program
Equipment (77-488-000) to Automobile Allowance (77-457-000); Fire & Rescue -
transfer $600 from Advertising (4l-42l-000) to Office Furniture (4l-487-000).
Unanimously approved.
PROPOSED AIDS POLICY
Barry Teach, County Administrator, presented the Commissioners with a proposed
policy on AIDS for their review and consideration for inclusion into the Personnel
Policy Manual.
ELEVATOR MAINTENANCE - CONTRACT RENEWAL
Motion made by Commissioner Downey, seconded by Snook to renew the contract for
elevator maintenance with General Elevator Company for a period of one year at the
same terms and conditions, including fee, for County facilities, for $855/month.
Unanimously approved.
WASHINGTON COUNTY BUSINESS PARK - FIRE HYDRANTS
The Commissioners agreed to have two additional fire hydrants installed at the
Washington County Business Park at this time as recommended by the Halfway
Volunteer Fire Department.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Roulette to convene in Executive
Session in regard to personnel, property and potential litigation in accordance
with Section l0.508 of the State Government Article of the Annotated Code of
Maryland. Unanimously approved.
The Commissioners recessed at ll:30 a.m. to attend a luncheon and tour at the Park
View Knoll Elderly Housing Project and reconvened in Executive Session at l:l5 p.m.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Snook to reconvene in Regular
Session at 4:30 p.m. Unanimously approved.
EMPLOY - PARK ATTENDANTS
Motion made by Commissioner Downey, seconded by Roulette to employ Emerson Bowman,
Charles Miner and David Hassenbuhler as seasonal Park Attendants. Unanimously
approved.
DIRECTOR OF PERMITS & INSPECTIONS
Motion made by Commissioner Roulette, seconded by Irvin to promote Paul Prodonovich
to Director of Permits & Inspections at Grade l2, Step A, to fill an existing
vacancy. Unanimously approved.
EMPLOY - ASSISTANT COUNTY ENGINEER
Motion made by Commissioner Roulette, seconded by Irvin to employ Terrance McGee as
Assistant County Engineer at Grade ll, Step F, to begin June l3, l988. Unanimously
approved.
AMEND P.O.S. PROGRAM - PARK FOR AGRICULTURAL ACTIVITIES
Motion made by Commissioner Roulette, seconded by Irvin to amend into the Program
Open Space Annual Program, up to $200,000 for acquisition and development of a
County park designed for agricultural activities to include Extension Services
office and needed facilities. Unanimously approved.

Motion made by Commissioner Snook, seconded by Roulette to adjourn at 4:30 p.m.
Unanimously approved.
