The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey and Linda C. Irvin.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Downey, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
MARCH YOUTH OF THE MONTH AWARD - RALPH "CHIP" KERSHNER
Commissioners Irvin presented Ralph "Chip" Kershner with a Certificate of Merit
from the Commissioners honoring him as the March l988 Youth of the Month. Chip,
who is five years old, is a member of the YMCA Daycare Center and swam 58 laps in a
swim-a-thon to raise money for the Daycare Center. Commissioner Irvin praised him
for his community spirit at such a young age and encouraged him to continue his
efforts. Chip introduced his family who attended the presentation, along with
Sylvia Bell, Director of the YMCA Daycare Center.
PROCLAMATION - V.I.P. WEEK
Motion made by Commissioner Irvin, seconded by Roulette to proclaim the week of
April l7-23, l988, as Volunteers Are Important People Week in Washington County.
Unanimously approved.
IMPACT FEE STUDY COMMITTEE - APPOINTMENTS
Motion made by Commissioner Roulette, seconded by Irvin to appoint the following
persons to serve on the Impact Fee Study Committee as recommended by their
respective associations/offices: Lou Plummer - Associated Builders & Contractors,
Tim Keener - Homebuilders Association, Sue Poole - Board of Realtors, Paul Roth -
Farm Bureau, Dan Matonak - Society of Professional Engineers, Sid Salitsky -
Planning Commission, Philip Rohrer - Economic Development Commission, John Shank -
Chamber of Commerce, Chip Snyder - Greater Hagerstown Committee, John Slayman -
Town of Williamsport, John O'Neill - Town of Smithsburg and Keller Nigh, Don Metz
and Steve Ernst as public-at-large members. Unanimously approved.
Representatives from the City of Hagerstown, the Towns of Boonsboro and Funkstown
and the financial community will be appointed when a name for representatiave on
this committee is submitted.
APPROVAL OF MINUTES - MARCH 22 & 29, l988
Motion made by Commissioner Irvin, seconded by Downey to approve the minutes of
March 22 and 29, l988. Unanimously approved.
PROPERTY RENTAL - BEAVER CREEK AREA
Motion made by Commissioner Roulette, seconded by Downey to enter into an agreement
with Lehman Toms to rent land off Beaver Creek Road for $25/acre through November 1
l988 for agricultural use. Unanimously approved.
RENEWAL OF PEST CONTROL CONTRACT - COUNTY BUILDINGS
Motion made by Commissioner Roulette, seconded by Downey to renew the pest control
agreement with Pied Piper Pest Control for one-year, in accordance with the bid
proposal awarded last year, at no increase in fees. Unanimously approved.
PARK USER FEES
Motion made by Commissioner Downey, seconded by Roulette to raise the fees for
pavilion rental to $25 at County parks, to become effective January l, l989.
Unanimously approved.
RENEWAL - ELECTRICAL SERVICE MAINTENANCE CONTRACT
Motion made by Commissioner Downey, seconded by Roulette to renew the contract for
electrical service maintenance awarded last year to Kube Electric Company for a one
year period with a 5% increase in labor rates and no increase in material mark-up.
Unanimously approved.
SPACE NEEDS STUDY
Barry Teach, County Administrator, presented the Commissioners with the Space Needs
Study for present and future County office space needs. Mr. Teach's study
indicated that there is a need to relocate the Tourism office and utilize this
additional space for the Economic Development Commission and to plan to relocate
County offices from the second floor of the Court House Annex and possibly the
first floor in anticipation of a fourth Circuit Court judge being appointed and
expansion of the Clerk of the Court's office within the next two years. There

is an immediate need to relocate a portion of the Housing & Community Development
office to a non-County facility to be relocated to a County facility when
feasible. Agencies in locations other than the Court House or County Office
Building which have space needs are as follows: Narcotics Task Force to utilize
space vacated by the Recreation Commission on Frederick Street, relocate State's
Attorney office to another facility, pursue relocation of Extension Service office
and consolidate Health Department facilities in County-owned facilities if
possible. Mr. Teach also stated that long-term projections for space indicate the
need for the County to acquire additional property with the next 2-3 years and
earlier if feasible. The Commissioners discussed various options for acquiring the
necessary space.
AIP-05 OVERLAY PROJECT
In regard to the bids opened on March 22 for overlay of RW 09/27, all bids received
for all three alternates came in over the budgeted figure and engineer's estimate.
Mr. Sprowls' letter gave two options to lower the costs. The Commissioners agreed
that 3" of asphalt is needed for the runway and felt that the companies who utilize
the airport should be contacted to see if it would be possible to close the runway
during a "slow" period to allow for the overlay of the runway and, therefore, lower
the price of the project.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Irvin to convene in Executive
Session at l0:35 a.m. in regard to personnel, property and potential litigation in
accordance with Section l0.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Irvin to reconvene in Regular
Session at ll:05 a.m. Unanimously approved.
BID OPENING - ECONOMIC DEVELOPMENT COMMISSION BROCHURES
The bids for the printing of the Economic Development Commission brochures were
publicly opened and read aloud. Firms participating in the bidding and their
proposals were as follows: Printers Unlimited, Inc., Base bid - $24,9l4;
Hagerstown Bookbinding and Printing, Base bid - $l7,499; Commercial Promotions
Specialists, Base bid - $l8,528; Impact Graphics, Base bid - $32,400. The bids
will be reviewed by appropriate officials prior to a decision being rendered.
BID OPENING - TRASH REMOVAL SERVICES
One bid was received for trash removal services for County buildings and was
publicly opened and read aloud. The firm participating in the bidding and their
proposal was as follows: Sanitary Disposal - Total base bid for l0 locations -
$6,906/annually, $575.50/monthly. The bid will be reviewed by appropriate
officials prior to a decision being rendered.
ROOFING MAINTENANCE CONTRACT - BID OPENING
The bids for roofing maintenance were publicly opened and read aloud. Firms
participating in the bidding and their proposals were as follows: Kline Associated
Roofing - Regular working hours, Supervisor - $l2/hr., Roofer - $10/hr, Laborer -
$8/hr. and materials billed at cost plus l0% mark-up; Bonded Applicators - Regular
Working Hours - Supervisor - $24/hr., Roofer - $21/hr., Laborer - $l8/hr, and
materials billed at cost plus 0% mark-up; Floyd R. Kline - Regular working hours -
Supervisor - $l3.50/hr., Roofer - $12.50/hr., Laborer - $l0.50/hr., and materials
billed at cost plus l8% mark-up.
(A bid for the roofing maintenance contract from Tri-State Roofing & Siding was
publicly opened and read aloud at l:30 p.m. in the Afternoon Session. The bid had
been inadvertently left in the file but had been date stamped on April 6 at ll:5l
a.m.)
Tri-State Roofing & Siding - Regular Working Hours - Supervisor - $l6/hr., Roofer -
$l3.95/hr., Laborer - $9.75/hr., and materials billed at cost plus 68% mark-up.
All bids will be reviewed by appropriate officials prior to a decision being
rendered.

Motion made by Commissioner Roulette, seconded by Irvin to convene in Executive
Session at ll:l5 a.m. in regard to personnel, property and potential litigation in
accordance with Section l0.508 of the State Government Article of the Annotated

The Meeting was recessed at l2:45 p.m. for lunch.
AFTERNOON SESSION
The Afternoon Session was convened at l:30 p.m. by the President, Ronald L. Bowers
with the following members present: Vice President Richard E. Roulette and
Commissioners R. Lee Downey and Linda C. Irvin.
ADOPTION OF PERSONNEL STUDY & ORGANIZATION RESTRUCTURING - ORGANIZATIONAL CHART,
PROPOSED SALARY SCALE AND CLASSIFICATION SCHEDULE
After Barry Teach, County Administrator, presented and explained the findings of
the Singer Group's personnel study performed for Washington County and presented
the schedules for their consideration, a MOTION was made by Commissioner Downey,
seconded by Roulette to approve the Salary Scale, Organizational Chart and
Classification Schedule as presented to the Commissioners by the Singer Group,
Inc., to become effective July l, l988. Unanimously approved. (Copies of
schedules attached.)
BUDGET HEARINGS
The following Fiscal Year l989 budgets were presented as follows: the Capital
Improvements Budget was presented by Barry Teach and Jack Hawbaker with a total
budget recommendation of $l7,226,410; S.P.C.A. - Pat Morgan, Director, and Board
members, Bud Yavener and Jack Metzner, presented their budget in the amount of
$2l8,262 with the Commissioners share - $l65,000; Transportation - Keith Godwin,
Manager of the County Commuter, presented his budget in the amount of $l,064,563;
State's Attorney - M. Kenneth Long, Jr., State's Attorney, presented his budget for
FY '89 in the amount of $493,589; Economic Development Commission - Leroy Burtner,
Director, and Richard Hopkins, President of the EDC Board, presented their budget
in the amount of $255,327.
ADJOURNMENT
Motion made by Commissioner Roulette, seconded by Irvin to adjourn at 4:30 p.m.
Unanimously approved.
