The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the Vice President, Richard E. Roulette with the
following members present: Commissioners R. Lee Downey, Linda C. Irvin and Martin
L. Snook. (President Bowers was in Annapolis testifying before the House of
Delegates in support of Frostburg State University's request to open a branch of
their campus in Washington County.)
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Downey, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Drug and Alcohol Abuse seminar she attended and
Commissioner Roulette reported on the Planning Commission meeting.
APPROVAL TO PURCHASE DUMP TRUCKS
Barry Teach, County Administrator, informed the Commissioners that if they order
within the next ten days, the Roads Department will receive the current year's low
bid price for dump trucks. He also informed them that the Capital Improvements
Budget will recommend purchase of 4 dumptrucks for the Roads Department and l for
the Parks Department. MOTION made by Commissioner Downey, seconded by Irvin to
proceed with ordering 4 dump trucks for the Roads Department and l dump truck for
the Parks Department with billing and delivery to occur after July l, l988.
Unanimously approved.
PROCLAMATION - FAIR HOUSING MONTH
Motion made by Commissioner Irvin, seconded by Downey to proclaim the month of
April l988 as Fair Housing Month in Washington County and commends the efforts of
our local CHRB members in making fair housing a reality in our area. Unanimously
approved.
MOSQUITO CONTROL - AGREEMENT WITH STATE OF MARYLAND
Motion made by Commissioner Downey, seconded by Snook to enter into an agreement
with the State of Maryland, Department of Agriculture, to participate in the
Mosquito Control Program for the l988 season, with the local costs, estimated at
$l,080, to be paid by the community/agency using the service. Unanimously
approved.
GREENVALE VILLAGE DRAINAGE PROJECT
Motion made by Commissioner Irvin, seconded by Downey to proceed with the Greenvale
Village Drainage project and employ Faith Excavation to perform the excavation work
involved and the Roads Department to be responsible for the overlay, for an
approximate cost of $20,000. Unanimously approved.
MEETING WITH CITY OF HAGERSTOWN
The meeting with City of Hagerstown officials has been scheduled for April l9 and
Mr. Teach asked the Commissioners to let him know of any items they would like to
have on the agenda by next Tuesday. The Commissioners mentioned the annexation of
Ditto Farms and the progress of Eastern Boulevard for agenda items.
REQUEST FOR ROAD IMPROVEMENTS - LAKE FAIRPLAY ESTATES
Motion made by Commissioner Snook, seconded by Downey to participate with the
property owners involved by providing 50% of the cost for improvements to bring
650' of Davidson Drive and 300' of Lake Drive, located in Lake Fairplay Estates, to
County standards and accept into the County roads system for the estimated cost of
$2l,000 with the agreement that the landowners provide good title to right-of-way
and that the County pay all costs over the estimated amount. Unanimously approved.
DOUBS WOODS IMPROVEMENTS
The Commissioners agreed to formally request the Board of Education's approval to
expand parking and improve the access to Doub's Woods Park since it would effect
land at South Hagerstown High School.
CHILD CARE NEEDS ASSESSMENT COMMITTEE - APPOINTMENT
Motion made by Commissioner Irvin, seconded by Snook to accept the names submitted
for the Child Care Needs Assessment Committee as follows: Jill Burkhart - Board of
Education, Carl Galligan - Junior College, Robin Parks - Library, Fred Garrett -
Social Services, Mary Mahan - Health Department, Janet Cole - Family Services,
Jerry Spessard - Chamber of Commerce, Kevin Smoot - Recreation Commission, Jack
Hawbaker - Planning Commission, Jeanne Davis - Commission for Women, Barbara
Fetterhoff - League of Women Voters, Lynn Lee and James Deaner - Children's
Council, Ronald Bowers - County Commissioner and Maisie Badrich, Libby Earley, Ann
Marie Pedersen and Claudia Martin as members-at-large. Unanimously approved.

WAIVER OF TEMPORARY FOOD SERVICE PERMIT FEE
Motion made by Commissioner Snook, seconded by Irvin to waive the fee for temporary
food service permits for community, non-profit, or educational organizations who do
not hold an alcoholic beverage license. Unanimously approved.
TAX AMNESTY PROGRAM - PERSONAL & CORPORATE PROPERTY TAX
Todd Hershey, County Treasurer, and Charles Wagaman, Attorney for the Treasurer's
Office, appeared before the Commissioners to present a tax amnesty program to the
Commissioners which would allow those delinquent on personal and corporate property
taxes a 45-day waiver to pay the overdue tax without the interest penalty accrued.
Mr. Hershey suggested that the municipalities in the County may also wish to
participate in this program. The Commissioners suggested that an opinion be
obtained from the Attorney General's office before starting the program.
Motion made by Commissioner Snook, seconded by Downey to approve the implementation
of the tax amnesty program for delinquent personal and corporate property taxes as
presented by the County Treasurer, pending a written opinion from the Attorney
General's Office . Unanimously approved.
(Commissioner Irvin indicated that she would like her vote to be changed to an
Abstention due to the fact that she could be personally affected by the outcome of
the vote.)
CLOSING OUT SALE - MCCRAY ELECTRIC
Motion made by Commissioner Downey, seconded by Irvin to approve the application
for a license to conduct a Closing-out sale for McCray Electric for the period
April 6 - May 28, l988. Unanimously approved.
CHANGE ORDER - COURT HOUSE ROOFING PROJECT
Motion made by Commissioner Irvin, seconded by Downey to approve the Change Order
submitted by Kline Associated Roofing Contractors to increase the time period by
l20 days from May l6, l988 for the Court House Roofing Project due to the change in
material. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Snook to convene in Executive
Session at ll:05 a.m. in regard to personnel, property and potential litigation in
accordance with Section l0.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Downey to reconvene in Regular
Session at l:l5 p.m. Unanimously approved.
BUDGET HEARINGS
The following Fiscal Year l989 budget requests were presented: Sheriff's
Department - Sheriff Mades, along with Lt. Norford presented the Judicial Division
budget in the amount of $223,l92 and the Patrol Division in the amount of
$l,228,l64 and Lt. McAllister presented the Detention Center budget in the amount
of $,7l2,723; Landfill - Robert Davenport presented the Landfill budget in the
total amount of $852,304.
At this time Commissioner Bowers arrived at the Meeting and assumed the Chair.
RECONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Snook to reconvene in Executive
Session at 2:45 p.m. in regard to personnel and potential litigation in accordance
with Section l0.508 of the State Government Article of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Downey to reconvene in Regular
Session at 3:25 p.m. Unanimously approved.
BUDGET HEARINGS CONT'D.
The following Fiscal Year l989 budgets were presented as follows: Health
Department - Dr. John Neill and Gene Jenkins presented the Health Department budget
- total County funds requested are $l,865,493; Wayne Williams presented budgets for
the Fire & Rescue Association Budgets for Public Safety - $78,8l0,

Contributions (#93) for Fire Companies and Fire Police - $5ll,086 and for Ambulance
- $2l0,660, Emergency Air Unit - $l0,700 and Greg Socks presented the HIRT Team
budget in the amount of $38,946.

Motion made by Commissioner Downey, seconded by Irvin to adjourn at 4:45 p.m.
