The Regular Meeting of the Board of County Commissioners of Washington County, was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Reverend John Koontz of Grace Baptist Church
followed by the Pledge of Allegiance to the Flag by the full assemblage.
PROCLAMATION - POWER SQUADRON
Motion made by Commissioner Irvin, seconded by Downey to proclaim February 6 and 7,
l988 as United States Power Squadron's Sail and Power Boat Awareness Days in
Washington County and urge all those using our waterways to acquire those skills
and knowledges essential to their safety and that of others. Unanimously approved.
Commissioner Bowers presented the program to Gail Mongan, Commander of the
Squadron.
PROCLAMATION - RICHARD E. MEYER DAY
Motion made by Commissioner Downey, seconded by Roulette to proclaim February 3,
l988 as Richard E. Meyer Day in Washington County in recognition of his 30 years of
service at Citicorp. Unanimously approved.
YMCA - REQUEST FOR ASSISTANCE FOR HANDICAPPED ACCESSIBILITY
Robert Zeigler, President of the YMCA Board of Directors, and Jack Barr, Chairman
of the Housing and Building Committee, appeared before the Commissioners to request
their assistance in regard to the HUD-mandated improvements needed for
accessibility for the handicapped at the YMCA.
Motion made by Commissioner Downey, seconded by Roulette to provide $25,000 from
the proceeds of the sale of the old jail site to the YMCA for improvements as
mandated by HUD to make the building accessible for the handicapped with monies to
be channelled through the United Way, since they are an agency to which the
Commissioners may contribute funds. Unanimously approved.
APPOINTMENTS - AGRICULTURAL LAND PRESERVATION ADVISORY BOARD
Motion made by Commissioner Roulette, seconded by Snook to appoint James K. Weddle
and James Harp, subject to his acceptance, to the Agricultural Land Preservation
Advisory Board for a term of five years. Unanimously approved.
REAPPOINTMENTS - PLUMBING BOARD
Motion made by Commissioner Snook, seconded by Roulette to reappoint Robert
Ritchie, Walter Teach, Michael Waugh and Richard Long to the Plumbing Board for
terms extending to January 3l, l989. Unanimously approved.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Airport Commission meeting and Commissioner
Roulette reported on the Planning Commission meeting.
SUPPORT FOR PARK AND RIDE FACILITY - RT. 40/MD ROUTE 67
Motion made by Commissioner Snook, seconded by Roulette to support the
Transportation Advisory Committee's recommendation for a Park and Ride facility in
the Alternate Route 40/Maryland Route 67 area which is needed due to the growth in
that area of the county. Unanimously approved.
PRESENTATION OF CERTIFICATES OF MERIT - WASHINGTON COUNTY FREE LIBRARY
Commissioner Ronald L. Bowers presented a Certificate of Merit to Dr. Atlee Kepler
who is retiring from the Washington County Free Library Board of Trustees after l5
years of service on the Board. Judge Fred Wright then accepted a Certificate of
Merit on behalf of Richard Grumbacher for his 32 years on the Library Board of
Trustees.
HOUSING CONSULTANT SELECTION
Neil Curran, Director, and Richard Willson of the Housing and Community Development
office, appeared before the Commissioners to explain the consultant selection
analysis process used in regard to the 25-unit scattered site housing project which
the County has received grant funds to implement as a joint venture between the
Housing Authority and the private sector.
Motion made by Commissioner Snook, seconded by Roulette to approve Callas
Contractors, Inc., who submitted the low proposal of $1,556,375, as the contractor
for the Housing Authority's 25-unit scattered site housing project and as
recommended by the Coordinating Committee. Unanimously approved.

LEGAL MATTERS
David K. Poole, Jr., County Attorney, updated the Commissioners on cases involving
the County.
BONDING AUTHORITY - CAPITAL IMPROVEMENTS
James Young, Director of Finance, appeared before the Commissioners to present
estimates of local funding needed for capital projects to be submitted in FY '88-89
and also financing options and debt service requirements for borrowing monies
needed. Mr. Teach stated that $10 million can be borrowed without increasing the
debt service for the next two years.
MOTION made by Commissioner Roulette, seconded by Irvin to seek bonding authority
for $l0 million in order to fund various capital projects needed. Unanimously
approved.
BID OPENING - PRINTED MATERIAL FOR PRIMARY ELECTION
The bids for printed material for the primary election were publicly opened and
read aloud. Firms participating in the bidding and their proposals were as
follows: Tri-State Printing - total bid, $5,860 and Print-O-Stat - total bid,
$4,772. The bids will be reviewed by appropriate officials prior to a decision
being rendered. (Decision rendered later in Regular Session.)
DEPARTMENT OF THE ENVIRONMENT - VISIT FROM DEPUTY SECRETARY
Thomas Andrews, Deputy Secretary for the Department of the Environment, and Max
Eisenberg, Assistant Secretary, met with the Commissioners to review changes made
by the creation of the Department of the Environment. Mr. Eisenberg informed the
Commissioners that local government can now be involved in the process of
determining methods of implementing the local health program and those pertaining
to private water and sewer programs. Sediment control programs and floodplain
construction were also discussed. Judy Chambers, Town Manager for the Town of
Boonsboro, discussed the problems the Town is having regarding the reservoir
system. Barry Teach, County Administrator, also discussed problems that the City
of Hagerstown is having with the Edgemont Reservoir, which has been identified as a
high-risk dam and is also experiencing filtration problems. Both municipalities
are having difficulty locating funding sources for these projects and hoped the
State may have funds available for this type application.
CONTRACT EXTENSION - SOUTH COUNTY STUDY
Motion made by Commissioner Roulette, seconded by Downey to amend the contract by
extending the contract deadline with RPR Economic Consultants to March 2, l988 for
the South County Planning Study. Unanimously approved.
SUPPLEMENTAL APPROPRIATION - PARAMEDIC TRAINING
Motion made by Commissioner Irvin, seconded by Roulette to approve a supplemental
appropriation in the amount of $l,750 for materials and equipment needed for
paramedic training at the Washington County Hospital with funds to be taken from
the Commissioners Contingency Fund. Unanimously approved.
STATUS OF LEGISLATION
The County Administrator, updated the Commissioners on the status of local
legislation proposed to the County Delegation to the General Assembly and informed
them of legislation proposed which is of interest to the County.
BID AWARD - PRINTED MATERIAL FOR PRIMARY ELECTION
Motion made by Commissioner Downey, seconded by Roulette to award the bid for
printed material for the primary election to Print-O-Stat, Inc. for their low
proposal of $4,772. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Snook to convene in Executive
Session at l2:l0 p.m. in regard to personnel and property matters in accordance
with Section l0.508 of the State Government Article of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin, seconded by Roulette to reconvene in Regular
Session at l:00 p.m. Unanimously approved.

EMPLOY HALFWAY POOL PERSONNEL
Motion made by Commissioner Irvin, seconded by Snook to employ the following
persons for the Halfway Pool as recommended by the Pool Management Committee -
Administrative Staff: Ty Ward, Manager - $300/weekly; Zelena Craig, Assistant
Manager (day) - $5.50/hour; Jean Jacques, Assistant Manager (Evenings-parties) -
$5.50/hour; Scott Horning, Head Life Guard - $5.00/hour; Life Guards: Jennifer
Gerstner, Lisa Lochbaum, Scott Mower, Kathy Ogilvie, Amy Plume, Stephen Harp,
Angela Resh, Patricia Wiles, Valerie Reedy and Scott Poffenberger at the rate of
$4.25/hour; Life Guards: Bret Mower, Mark Hutzell, Robin Cody, Jessica Smith, Amy
Eshelman, Amy Kunkle and Jason Powell at the rate of $4.00; and Cashiers: Karen
Richardson, Lauren Cody and Jennifer Jacques at the rate of $3.50/hour.
Unanimously approved.
