HomeMy WebLinkAbout880105 January 5, l988 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners was called to order at 9:00 a.m. by the Vice President, Richard E. Roulette, with the following members present: Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. (President, Ronald L. Bowers, was absent due to a meeting of the Governor's Task Force on Employment and Training in Columbia). INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Rev. Richard Ainsworth of Christ Reformed Church, followed by the Pledge of Allegiance to the Flag by the full assemblage. BOARD/COMMISSION REPORTS Commissioner Roulette reported on the January 4 Planning Commission meeting. APPROVAL OF MINUTES - DECEMBER 15, 1987 Motion made by Commissioner Downey, seconded by Irvin to approve the Minutes of December l5 as submitted. Unanimously approved. CHILD CARE NEEDS ASSESSMENT The Child Care Needs Assessment study, which was mandated by the General Assembly, was discussed. The Commissioners asked a representtive of the League of Women Voters if the Leauge would be willing to undertake this task. SIGNALIZATION OF RT. 11 & GOVERNOR LAND BOULEVARD INTERSECTION - FUNDING Motion made by Commissioner Downey, seconded by Snook to assure the State Highway Administration that the County will provide 50% for costs relating to signalization of the Route ll/Governor Lane Boulevard intersection. Unanimously approved. PREPARE PROCLAMATION - "CHRISTMAS WITH NICK" Motion made by Commissioner Downey, seconded by Irvin to have a proclamation prepared for Nick Giannaris and George Turner for their organization of the "Christmas with Nick" program which provides a Christmas meal at the Sheraton Inn and transportation to the dinner for those in need on Christmas Day. Unanimously approved. VISIT FROM SENATOR MIKULSKI Senator Barbara Mikulski met with the Commissioners to wish them a Happy New Year and to hear any concerns which they may have. She stated that she has been working with Represenative Byron in matters regarding the C & O Canal and the Washington County Regional Airport in trying to have Customs agents at the Airport. She also stated that in l988 they will be working on a welfare reform program. Commissioner Roulette thanked her for her continuing support and mentioned several projects which the Commissioners are involved in, including airport reauthorization funding, an inland port proposal and the high technology center at Hagerstown Junior College and possible ARC funding for this project. Senator Mikulski pledged her continued support and informed the Commissioners that her Hagerstown office will be opening soon to deal with constituent problems and to act as a liaison. SELECTION OF TREATMENT PLANT SITE - SANITARY COMMISSION Sanitary Commission members and staff appeared before the Commissioners to present them with a check in the amount of $l5,600 as part of the repayment of a loan for the Highfield Project, leaving a balance of $5,800. Lynn Palmer, Executive Director of the Sanitary Commission, thanked the Commissioners who served on the Site Selection Committee and two motions approved by the Sanitary Commission at their December 28, l987 meeting where they accepted Site 9 as the new site for the proposed wastewater treatment plant and giving authorization to proceed with the acquisition of Site 9 with a minimum area of 20 acres. The Sanitary Commission also is requesting that the Commissioners appoint a member of the Planning Commission and the Economic Development Commission to work with them during the planning process. Motion made by Commissioner Snook, seconded by Irvin to proceed with acquisition of Site 9 for the proposed treatment plant. Unanimously approved. Motion made by Commissioner Snook, seconded by Irvin to provide up to a $25,000 advance to the Sanitary Commission from the Fund Balance which will allow the Sanitary Commission to begin the planning process which includes acquisition of Site 9, paying an engineering consultant to develop the treatment plant design criteria and the costs for the engineering design. Unanimously approved. The Commissioners appointed Jack Hawbaker, Executive Director of the Planning Commission, and Leroy Burtner, Director of the Economic Development Commission to assist in the planning process for the wastewater treatment plant. JANUARY 5, l988 MINUTES CONT'D. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Downey, seconded by Irvin to convene in Executive Session at ll:05 a.m. in regard to personnel, property and potential litigation in accordance with Section l0.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Irvin, seconded by Downey to reconvene in Regular Session at l2:05 p.m. Unanimously approved. LUNCH The Meeting was recessed at l2:l5 p.m. for the Farm Bureau's annual legislative luncheon. AFTERNOON SESSION The Afternoon Session was called to order at 2:45 p.m. with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook. EMPLOY REHABILITATION LOAN PROGRAM ADMINISTRATOR - HOUSING Motion made by Commissioner Snook, seconded by Irvin to employ Fred Baer as a Rehabilitation Loan Program Administrator in the Housing & Community Development Office, at Grade 8, Step E. Unanimously approved. ADJOURNMENT Motion made by Commissioner Snook, seconded by Irvin to adjourn at 2:45 p.m. Unanimously approved. County Attorney , Clerk
