The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey and Linda C. Irvin.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Ronald L. Bowers, followed by the
Pledge of Allegiance to the Flag by the full Assemblage.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Airport Commission meeting.
FLAG POLE REPLACEMENT
Motion made by Commissioner Roulette, seconded by Downey to appropriate up to $5300
to be taken from the Capital Contingency Fund using the excess funds from the Court
House Lighting Project to replace the two flag poles in front of the Court House
due to their deteriorating condition. Unanimously approved.
APPROVAL OF MINUTES - SEPTEMBER l5, l987
Motion made by Commissioner Downey, seconded by Irvin to approve of the Minutes of
September l5, l987, as submitted. Unanimously approved.
BID AWARD - BULK ICE CONTROL ROCK SALT
Motion made by Commissioner Downey, seconded by Roulette to award the bid for bulk
ice control rock salt to Cargil Salt for their low bid of $29.28/ton delivered.
Unanimously approved.
KING ROAD BRIDGE
The Commissioners discussed the consultant's report regarding King Road Bridge and
their recommendation that the bridge be replaced at an approximate cost of
$l00,000, due to the poor condition of the structure. The Commissioners felt that
two options should be presented to the Town of Boonsboro: l) that the County pay
l00% of the replacement costs with the Town to pay all future maintenance costs or
2) that the County and the Town split the replacement cost 50/50 with the County
to accept the Bridge into the County roads system and provide future maintenance
and up-keep.
BID AWARD - l988 FLEET VEHICLES
Motion made by Commissioner Roulette, seconded by Irvin to award the bid for the
l988 fleet vehicles to the following firms, who submitted the low bids meeting
specifications: Hoffman Chevrolet, Inc. - One (1) Four Door Sedan - $11,289/unit,
Five (5) Compacts w/front wheel drive - $l0,589/unit, One (1) Subcompact or Compact
w/front wheel drive - $7,386/unit and One Half-Ton Pick-Up w/four-wheel drive -
$ll,929/unit; Martin Truck Corporation - One (1) 3/4 Ton Pick-Up w/Four-Wheel Drive
for Weed Control - $13,174/unit and One (1) 3/4 ton Pick-up w/Four wheel drive for
Rescue Co. 28 - $l4,255/unit. Unanimously approved.
CLOSE-OUT CAPITAL PROJECTS
Motion made by Commissioner Roulette, seconded by Irvin to remove the completed
projects from the Capital Improvements Project Fund in the amount of $5,270,244 and
transfer them into the General Fixed Asset Account. Unanimously approved.
HISTORICAL ADVISORY COMMITTEE - APPOINTMENT
Motion made by Commissioner Roulette, seconded by Downey to appoint Paulette
Sprinkle, Community Coordinator, to fill the unexpired term of Barbara Wetzel on
the Historical Advisory Committee. Unanimously approved.
REAPPOINTMENT - AIRPORT COMMISSION
Motion made by Commissioner Roulette, seconded by Downey to reappoint Rollan Myers
and Richard Funkhouser to the Airport Commission for terms extending to October l,
l990. Unanimously approved.
APPOINTMENT - AIRPORT COMMISSION
Motion made by Commissioner Roulette, seconded by Irvin to appoint Edward Henson to
the Airport Commission for a term extending to October l, l990, pending approval
from the Commission members. Unanimously approved.

INTENTION TO CONVEY LAND - ROZA
Motion made by Commissioner Roulette, seconded by Downey to convey any right, title
and interest for a strip of land 22' x l40' containing 3,557 square feet, more or
less, formerly platted as right-of-way for the future extension of Briarcliff Road
running northward from Cherry Tree Drive to Eli Roza and his wife for the
consideration of $l600 with the grantees to pay all costs of advertising, deed
preparation and for submittal for subdivision plat to the Washington County
Planning Commission and with said conveyance subject to the grantees relocating a
fence along the western property so as not to encumber the rights of the adjoining
owner from maintaining a retaining wall. Unanimously approved.
FEDERAL AVIATION ADMINISTRATION GRANT - AIP-05
Motion made by Commissioner Irvin, seconded by Roulette to accept the Federal
Aviation Administration Grant for the AIP-05 project at the Washington County
Regional Airport for overlay of Runway 9-27 and drainage correction problems with
the Federal share being $l,064,000 and the County/State share - $59,l50.
Unanimously approved.
REJECTION OF BIDS - AIRPORT OVERLAY PROJECT
Motion made by Commissioner Downey, seconded by Irvin to reject the bid received
for the overlay project at the Washington County Regional Airport since the bid
received was substantially over the projected budget amount and to rescope the
project and rebid at a later date. Unanimously approved.
ANNOUNCEMENT - TREBOR INDUSTRIES/FUTREX
Michael Lofton, Deputy Secretary for the State Department of Economic and Community
Development was present to announce Trebor Industries plans to purchase six acres
in the Washington County Business Park and to construct a l5,000 sq. ft. building
suitable for electronic assembly and production. Initial employment will be a
minimum of 30 people and construction is planned to start within the next eight
months.
SANITARY DISTRICT - RESOLUTION - HIGHFIELD/CASCADE WATER SYSTEM
Motion made by Commissioner Downey, seconded by Roulette to approve a resolution
which was passed by the Sanitary Commission which would obligate the County's full
faith and credit in support of the Sanitary Commission bond issue in the amount of
$490,000 for the Highfield/Cascade Water system. Unanimously approved.
SCATTERED SITE HOUSING UNITS
The County Administrator announced that the Housing & Community Development Office
has been informed that their application for scattered site housing has been
approved and that the County will receive funding for 25 units from Housing & Urban
Development.
BID OPENING - LANDFILL INDUSTRIAL EQUIPMENT
Bids for landfill industrial equipment were publicly opened and read aloud. Firms
participating in the bidding and their proposals were as follows: Powlen Equipment
Company - four-wheel drive loader - $69,200; Alban Tractor - Land bulldozer -
$20l,795, trade-in value - $6,500 for a net bid of $195,298, four-wheel drive
loader - $83,554, and Landfill ripper - $l4,3l0. The bids will be reviewed by
appropriate officials prior to a decision being rendered.
CANCELLATION - XERXES PUBLIC HEARING
The Public Hearing scheduled for the Xerxes Corporation was cancelled since
notification was received that they do not plan to start construction on their new
facility until the Spring of l988. Although this hearing is postponed until a
later date, there is no intention by the County to terminate the Official Action
Resolution dated April 28, l987.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at ll:l0 a.m. in regard to personnel, property and potential litigation in
accordance with Section l0.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.

RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Downey to reconvene in Regular
Session at l2:30 p.m. Unanimously approved.
EMPLOY - STOCKROOM CLERK
Motion made by Commissioner Roulette, seconded by Irvin to employ Richard Curry in
the position of Stockroom Clerk at the Roads Department to fill an existing
vacancy. Unanimously approved.
At this time Commissioner Bowers was excused from the Meeting and Commissioner
Roulette assumed the Chair.
TERMINATION - LEASE AGREEMENT
Motion made by Commissioner Downey, seconded by Irvin to terminate the Lease with
Ryder P-I-E due to the fact that they are exercising their option to pre-pay their
lease on the IRB and to convey the property to P-I-E Nationwide. Unanimously
approved.
QUIT CLAIM DEED - GAU
Motion made by Commissioner Irvin, seconded by Downey to convey all in excess of a
50' wide easement at the Davidson Drive turnaround in the Forge Hill Subdivision in
Sharpsburg to the developer, Bertrand C. R. and Henrietta R. Gau, with Mr. Gau to
pay all expenses. Unanimously approved.
REINHARDT SETTLEMENT
Motion made by Commissioner Irvin, seconded by Downey to offer Mr. William
Reinhardt $500 as settlement for a cattle gate which was allegedly damaged during
repair of Hanging Rock Road Bridge and removal of a subdivision plat from the land
records, with the understanding that Mr. Reinhardt acknowledge that this releases
the County from any future payment. Unanimously approved.
PROCLAMATION - NATIONAL BUSINESS WOMEN'S WEEK
Motion made by Commissioner Irvin, seconded by Downey to proclaim the week of
October l8-24, l987, as National Business Women's Week in Washington County urging
all citizens to join in this notable celebration by encouraging and promoting the
achievements of all working women as they contribute to our economic, civic and
cultural progress throughout the nation and the world. Unanimously approved.

Motion made by Commissioner Irvin, seconded by Downey to adjourn at l2:35 p.m.
