The Regular Meeting of the Board of County Commissioners of Washington County,
Maryland was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with
the following members present: Vice President Richard E. Roulette, and
Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
PROCLAMATION - UNITED STATES CONSTITUTION DAY
Motion made by Commissioner Snook, seconded by Downey to proclaim September l7 as
United States Constitution Day in Washington County to commemorate the 200th
anniversary of the United States Constitution. Unanimously approved.
PRESENTATION - SAVE HISTORIC ANTIETAM FOUNDATION
Dennis Frye and Tom Clemens, representing the Save Historic Antietam Foundation,
appeared before the Commissioners to recognize and thank them for their hard work
and efforts regarding historic preservation in Washington County and presented them
with passes to the House and Site tour and T-shirts commemorating the l25th
Anniversary of the Battle of Antietam.
APPOINTMENT - PARK BOARD
Motion made by Commissioner Roulette, seconded by Irvin to appoint James Brown to
the Park Board as a representative of the Recreation Commisison, to fill the
unexpired term of George Rash which expires January l, l990. Unanimously approved.
COMMISSION FOR WOMEN - APPOINTMENT
Motion made by Commissioner Irvin, seconded by Downey to appoint Stephanie Riley to
the Commission for Women to fill the unexpired term of Lorraine O'Neill extending
to June 30, l990. Unanimously approved.
BOARD/COMMISSION REPORTS
Commissioner Downey reported on the Board of Health Advisory Board; Commissioner
Roulette gave a report on the Planning Commission meeting; Commissioner Irvin made
a report on the Airport Commission meeting, Commission for Women, and Children's
Council meetings; and Commissioner Bowers reported on the Halfway Manor project,
the the Parks Arts Council meeting regarding the pavilion at Doubs Woods Park.
RESH ROAD - EXTEND WATER SERVICE
Lynn Palmer, Director of the Sanitary Commission, appeared before the Commissioners
to present a petition which they received representing l3 of the proposed
properties requesting the water line be extended from the Martins
Crossroad/Cearfoss Water System project by l365 feet to provide water to Resh Road
at Broadfording Road. Mr. Palmer stated that the contractor has verbally agreed to
extension of the unit item prices under the current contract with the total cost of
construction estimated at $47,56l.80. Mr. Palmer also said that the connection
fees and annual user fees will support $27,740.80 of the $47,56l.80 leaving a
balance of $l9,82l.00 to be financed, unless the users quarterly rates are
increased by $l.9l. The Commissioners agreed to the extension of the water line
and expansion of the subdistrict and also to provide an interest-free loan in an
amount up to $l9,82l.00 if needed with the loan to be repaid in accordance with the
previous agreement by future connections fees.
HOFFMASTER ROAD
After consideration of the matters and facts adduced at the public meeting held at
the Potomac Valley Fire Hall on September 7 with the citizens who reside in the
southern portion of Washington County regarding the proposed permanent closing of
Hoffmaster Road, a MOTION was made by Commissioner Snook, seconded by Downey to
restore Hoffmaster Road to its previous condition, with widening, for the estimated
cost of $65,000 with work to be performed by the Roads Department as soon as
possible and to improve the intersection of Morgan Pine Road and Harpers Ferry Road
to be taken from the Highway Fund. Unanimously approved.
UNIFIED PLANNING WORK PROGRAM FY l988 - METROPOLITAN PLANNING
ORGANIZATION
The Commissioners convened at l0:30 a.m. sitting in their capacity as the
Metropolitan Planning Organization to consider adoption of a resolution of the FY
88 Unified Work Program. Notification has been given to the mayors of the
metropolitan areas and Franklin County, Pennsylvania. MOTION Made by Commissioner
Roulette, seconded by Irvin to adopt the Resolution endorsing the FY 88 Unified
Work Program, approving its submission to the Urban Mass Transportation

Administration and the Federal Highway Administration and to declare its intent to
enter into contractual arrangments as necessary to carry out the work with the
understanding that if the work program and budget is revised through negotiations
with federal funding agencies, it will be subject to approval by the Hagerstown
Metropolitan Planning Organization. Unanimously approved.
BID AWARD - COPY EQUIPMENT
Motion made by Commissioner Roulette, seconded by Snook to approve the
recommendation made by the General Purchasing Agent to enter into a contract for
Court House copy equipment with Document Solutions, Inc. for a Xerox Model l090
with a 36 month equity lease plan in the amount of $2,266.3l/month; to enter into a
lease/rental agreement plan with Office Suppliers for a Sharp SF-9750 copier at the
County Office Building in the amount of $35l.25/month; and to enter into a
lease/rental agreement with Office Suppliers for a Sharp SF-9750 copier at the
Detention Center for the amount of $35l.96/month. Unanimously approved.
APPROVAL OF MINUTES - AUGUST 25, l987
Motion made by Commissioner Downey, seconded by Irvin to approve the minutes of
August 25, l987, as amended. Unanimously approved.
AGENDA ITEMS - MEETING WITH BOARD OF EDUCATION
Barry Teach, County Administrator, informed the Board that a meeting with the Board
of Education has been scheduled for September 22, and asked the Commissioners for
any items they may want placed on the agenda for that meeting. The Commissioners
asked that that an update on school roofs, capital finances, Pleasant Valley School
and utilization of classroom space be placed on the agenda.
SALE OF PROPERTY - CIVIL DEFENSE COMPANY 28 SITE
The bids for the sale of the Civil Defense Company 28 site were publicly opened and
read aloud. Proposals received were as follows: Turner Realty - $l34,l55 (also
included was a check in the amount of $l3,4l5 representing l0% of the amount bid);
Hagerstown Springworks Company - $l02,000 (enclosed check for $l0,200); Hub City
Auto Body - l45,950 (enclosed check for $l4,590); and E. J. and W. L. Plummer - who
proposed a trade for a 3 l/2 acres +/- lot on Oak Ridge Place. The proposals will
be reviewed by appropriate officials prior to a decision being rendered.
ELECTRICAL AND PLUMBING CODE AMENDMENTS
The Commissioners discussed proposed electrical code amendments to increase the
surety bond and general liability requirements to come into compliance with
statewide electrical codes and to require $300,000 general liability and $300
property bond.
Plumbing Code amendments provide for adoption of the l987 BOCA Plumbing Code with
changes in the main fee from $5 to $l0 with conformance to the local code.
The Commissioners agreed to schedule public hearings for both amendments.
APPLICATION FOR ADDITIONAL SECTION 8 HOUSING VOUCHERS
Motion made by Commissioner Roulette, seconded by Irvin to approve of application
to the Department of Housing & Urban Development for l0 additional Section 8
housing vouchers. Unanimously approved.
EDC BOND ALLOCATION
Motion made by Commissioner Roulette, seconded by Irvin to commit $2.2 million of
the total allocation from the Economic Development Revenue Bonds, Private Activity
Bonds, for Industrial Development as recommended by Bond Counsel and the Economic
Development Commission. Unanimously approved.
OVERTIME AUTHORIZATION - SHERIFF'S DEPARTMENT - BATTLE OF ANTIETAM
REENACTMENT
Motion made by Commissioner Roulette, seconded by Snook to authorize up to $890 in
overtime for deputies to work traffic control at Monroe and Millpoint Roads on
September 26 and 27 for the reenactment of the Battle of Antietam. Unanimously
approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Snook to convene in Executive
Session at ll:20 a.m. in accordance with Section l0.508 of the State Government
Article of the Annotated Code of Maryland. Unanimously approved.

Motion made by Commissioner Irvin, seconded by Roulette to reconvene in Regular
Session at ll:55 a.m. Unanimously approved.
AIP-05 - CONTRACT WITH DELTA ASSOCIATES
Motion made by Commissioner Snook, seconded by Downey to enter into an agreement
with Delta Assocites for professional services for project AIP-05 at the Washington
County Regional Airport in the amount of $6l,300. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Roulette, seconded by Irvin to adjourn at l2:00 noon
for a lunch and ribbon cutting ceremony at the Hagerstown Fairground. Unanimously
approved.
