The Regular Meeting of the Board of County Commissioners of Washington County,
Maryland was called to order at ll:l0 a.m. by the President Ronald L. Bowers, with
the following members present: Vice President Richard E. Roulette, and
Commissioners R. Lee Downey, Linda C. Irvin and Martin L. Snook.
PROPOSED CLOSING - ANTIETAM DRIVE
Donald Klick, and several other residents of Antietam Drive, presented a petition
from area residents in support of the proposed closing of Antietam Drive for which
a public hearing was held at the Regular Meeting on August 4, l987. Commissioner
Bowers accepted the petition submitted regarding the proposed closing since it was
submitted within the allowed ten day period for written comments following the
Public Hearing.
PUBLIC HEARING - PROPOSED CLOSING OF BEAVER CREEK ROAD
The President convened the Meeting in Public Hearing at ll:30 a.m. in regard to the
proposed closing of Beaver Creek Road immediately east and west of the two bridges
near the Cool Hollow Road intersection. Howard Gilbert, attorney representing many
in attendance who reside in the area, expressed opposition to the closing of the
bridge and presented a video-tape of the road involved and the proposed
intersection with Route 40 siting the safety problems involved with this
alternative. The majority of residents expressed their opposition to the closing
of the road and supported replacing the bridge as it currently exists, as a one-
lane bridge. Area residents also expressed concern with truck traffic and speeding
problems on the road. Commissioner Bowers closed the Hearing at l2:25 p.m. and
stated that the record would be held open for ten days for comments to be submitted
in writing.
FEDERAL BRIDGE REPLACEMENT FUNDS
Motion made by Commissioner Irvin, seconded by Snook to accept the recommendation
of the County Engineer and submit the following projects to the Federal government
for aid for a five-year apportionment for bridge repair and replacement: City of
Hagerstown projects - Burhans Boulevard - $209,000, Prospect Street - $24l,0900;
County projects - Newcomer Road - $200,000, Nicodemus Mill Road - $l70,000,
Garretts Mill Road - $200,000 and Harpers Ferry Road - $ll2,000, with funding to be
redirected to County projects if the City projects do not qualify. Unanimously
approved.
MT. AETNA/ROBINWOOD DRIVE INTERSECTION
Motion made by Commissioner Downey, seconded by Irvin to appropriate $9,62l needed
for the Robinwood Drive/Mt. Aetna Road intersection improvements. Unanimously
approved.
STREET STANDARDS
Motion made by Commissioner Downey, seconded by Snook to accept the recommendation
of the County Engineer to amend the policy regarding street standards to include
the paving of shoulders on County roads and to allow until December 3l, l988 for
projects currently approved to begin construction before the contractor would have
to comply with the new standards.
ACCEPTANCE OF DEED & MAINTENANCE BOND - CAFOXA DRIVE
Motion made by Commissioner Snook, seconded by Irvin to conditionally accept Cafoxa
Drive in the Conococheague Manor Subdivision, Sections A & B, and the maintenance
bond submitted by the developer with the developer being responsible for
maintenance of the street for one year commencing with the date of the final
inspection - July 7, l987. Unanimously approved.
PUBLIC HEARING - LAND PRESERVATION & RECREATION PLAN
The President convened the meeting in public hearing at l:00 p.m. in regard to the
Land Preservation & Recreation Plan. Bill Stachoviack, Parks Planner, presented
the County Plan for the recommendations and goals from the County Comprehensive
Plan and updates the previous Parks Plan for open space adopted in l982. The
President closed the hearing at l:l5 p.m. and reconvened in Regular Session after
stating that the record would be held open for ten days in order to receive any
written comments.

RESOLUTION - 201 FACILITIES PLAN - CLOVERTON, GREENLAWN, LOCKWOOD ROAD
AREA
Motion made by Commissioner Downey, seconded by Irvin to approve the resolution by
the Sanitary Commission adopting the 20l Wastewater Facilities Plan for Cloverton,
Greenlawn, and Lockwood Road areas pursuant to the provisions of Section 6-402 of
Article 22 of the Code of Local Public Laws of Maryland. Unanimously approved.
TRANSPORTATION HANDBOOK
Motion made by Commissioner Irvin, seconded by Snook to endorse the Transportation
Handbook as a supplement to the County Personnel Policy as previously reviewed and
endorsed by the Transportation Commission. Unanimously approved.
LIQUIDATED DAMAGES - AIR UNIT PROJECT
Motion made by Commissioner Irvin, seconded by Downey to assess liquidated damages
to Mid-East Builders for the Company 25 Emergency Air Unit project for the l9 days
used in excess of the contract allocation for working days. Unanimously approved.
SHARPSBURG PIKE SEWER PROJECT
Motion made by Commissioner Downey, seconded by Snook to commit up to $60,000 for
the Sharpsburg Pike Sewer Project for the purchase of components of a pumping
station needed for the project. Unanimously approved.
CONCESSION AGREEMENT- PEN MAR PARK
Motion made by Commissioner Snook, seconded by Irvin to renew the agreement with
the Blue Ridge Summit Rescue Squad in regard to the concession stand at Pen Mar
Park under the conditions of the previous contract for a one year period, with
automatic one year renewals, with the County to receive l0% of the gross sales.
Unanimously approved.
MARYLAND, YOU ARE BEAUTIFUL PROGRAM - FLORAINE APPLEFELD
Floraine Applefeld, Director of the "Maryland, You are Beautiful" Program appeared
before the Commissioners to explain the new program. Each County will select one
special individual or group from those nominated to be honored as "Maryland's Most
Beautiful" at a private reception with the Governor and in a public awards ceremony
in Annapolis in January. MOTION made by Commissioner Irvin, seconded by Snook to
participate in the "Maryland, You Are Beautiful" program. Unanimously approved.
AIRPORT BUSINESS PARK - SEWER STUDY
Leigh Sprowls, Airport Manager, and Ron Myers, President of the Airport Commission,
appeared before the Commissioners to present the sewerage study prepared by
Associated Engineering Sciences, Inc. for the Airport Business Park and vicinity.
Mr. Myers stated that the Airport Commission recommends adopting Alternate No. 4 as
presented in the consultant's study. The Commissioners took this matter under
advisement at this time.
UPDATE - SENATOR MIKULSKI'S STAFF
Dean Kenderdine and Dan Thompson, representing Senator Barbara Mikulski's staff,
appeared before the Commissioners to update them on Senator Mikulski's first six
months in office. They reported on the Highway Legislation and on other
legislation which the Senator is sponsoring regarding protection against AIDS for
public safety workers and health workers, and safety of the blood supply, spousal
impoverishment, and the supplemental appropriations bill. Mr. Kenderdine stated
that Senator Mikulski's priorities are jobs, safety and the environment.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Snook to convene in Executive
Session at 3:00 p.m. in regard to personnel and property matters in accordance with
State Government Article l0.508 of the Annotated Code of Maryland. Unanimously
approved.
At this time Commissioner Bowers was excused from the meeting and Vice President
Roulette assumed the Chair.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Irvin, seconded by Downey to reconvene in Regular
Session at 3:55 p.m. Unanimously approved.
EMPLOY SECRETARY II - HOUSING
Motion made by Commissioner Downey, seconded by Irvin to employ Paula Morris in the
position of Secretary II for Housing & Community Development to fill an existing
vacancy. Unanimously approved.

EMPLOY PART-TIME TOURIST INFORMATION SPECIALIST
Motion made by Commissioner Irvin, seconded by Snook to employ Fred Downs in the
position of Part-Time Tourist Information Specialist at the I-70 Tourism Center to
fill an existing vacancy. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Downey to adjourn at 4:00 p.m.
Unanimously approved.
